The HEARTH Act of 2009 expands care to people experiencing homelessness by giving communities more freedom in allocation of their resources based on their ability to produce measurable results. Although regulations have not been released on this legislation, communities, called Continuums of Care, can prepare for program changes by monitoring current data for areas in need of growth within the system. One of the goals included in the statute is to move a homeless family from an emergency shelter to permanent supportive housing within 30 days. The main purpose of this thesis is to (1) study the impacts of urbanization on environmental resources, and (2) propose land use planning strategies to avoid or at least minimize the impacts from future land use planning and decision making process. One important strain of this thinking is how to promote a city where daily needs can be satisfied on foot. Using the tools of Central Place Theory and Demand Threshold analysis, this work studies the required population density to bring grocery shopping within pedestrian range of the population. Local governments are beginning to require new, privately constructed and funded buildings to be “green” buildings. Instead of creating their own, locally-derived definitions of green buildings, many municipalities are adopting an existing private standard created by members of the building industry: LEED (Leadership in Energy and Environmental Design). This Article explains and assesses the privately promulgated LEED standards. It argues that the translation of LEED standards, which were intended to be voluntary, into law raises several theoretical and practical problems. Small businesses are considered important engines for job growth and economic development by policy makers worldwide. One of the most commonly cited constraints of small businesses is a lack of access to capital. To address this constraint, small business loan guarantee programs have been established in over 100 countries. There are a variety of types of guarantee funds, with the most significant differences being which borrowers are eligible for guarantees, and how borrowers are approved for guarantees. The goal of this study is to identify the roles and barriers of community-based organizations in post-disaster changing neighborhoods and to examine how community based organizations support residents in dealing with neighborhood change through the case of New Orleans, Louisiana following Hurricane Katrina. The intention of this study is to analyze the economic impact of redeveloped Major League Baseball stadiums opened between 1991 and 2004. Using two empirical models, including an event study, this impact analysis captures the economic conditions of the cities during the opening year of the stadium, as well as the prior conditions leading up to the opening of the stadium, along with any lingering effects or gradual changes in conditions.
