Crete, Nebraska, is on the cutting edge of a global economy in which people are migrating to places that offer jobs and a better quality of life. Between 2000 and 2008, the population of Crete rose from 6,028 to 6,241, an increase of3.5%. In the year 2001, when the initial study was conducted, Crete's local Farmland pork processing plant increased its workforce from 1,200 to 1,650. In today's economy, these 450 new jobs are likely to attract workers from around the world. This paper presents results of a study of projected costs for a grid-connected PV system for domestic application in Ireland. The study is based on results from a 1.72kWpPV system installed on a flat rooftop in Dublin, Ireland. During its first year of operation a total of 885.1kWh/kWp of electricity was generated with a performance ratio of 81.5%. The scenarios employed in this study consider: a range of capital costs; cost dynamics based on a PV module learning rate of 2+/-75%; projections for global annual installed PV capacity under an advanced and moderate market growth conditions; domestic electricity cost growth …

Minneapolis’ Midtown Greenway is a 5.5 mile bicycle and pedestrian corridor that replaced a grade-separated railroad line in 2000 and expanded to its current length in 2007. In an era of reinvestment in American inner cities and a heightened political awareness of both urban transportation alternatives and public spaces, the academic field of geography has much to contribute to the discussion about the viability, effectiveness, and success of projects such as this adaptive reuse of reclaimed, deindustrialized space. This research examines ‘Smart Growth’, a planning and governance concept with an alternative philosophical and methodological approach towards urban planning. The concept calls for greater integration between the economic, environmental and social aspects of planning and development. The principles of smart growth must be viewed as long-term objectives that take into account the well being of both present and future generations. Current planning policy and strategy in Ireland implicitly if not explicitly supports the concept of smart growth. Immediately adjacent to the larger city of Paris, Reno, Texas has good highway access, with State Highway 82 bisecting the principal portion of the City. Reno is also served by a General Aviation Airport, Cox Field, located south of the City within Paris. Officials from the City of Reno approached the Institute of Urban Studies (IUS) at The University of Texas at Arlington with a request to undertake an economic assessment for the city. The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. The City of Davis is currently updating its Parks and Recreation Facilities Master Plan. During the update, greenbelts were identified as a highly used and desired facility. This Greenbelt Master Plan serves as a plan focused on the opportunities greenbelts can provide as recreational and transportation facilities. This report has analyzed community feedback, greenbelt coverage, greenbelt capacity, and existing local, state, and federal design guidelines. The final plan is a set of goals, objectives, policies, and programs, along with a greenbelt map, which is aimed at improving the greenbelt infrastructure in Davis through the year 2020.

The passage of AB 32 in 2006 initiated the need for city planners in California to consider the quantification of greenhouse gas emissions at the community level in order to develop policies and programs to reduce emissions in the future. Although local jurisdictions are not required to quantify and report emissions at this time, the AB 32 Climate Change Scoping Plan recommended a reduction goal for local governments of 15 percent below today’s levels by 2020 to ensure consistent reduction goals at the state and local levels.

Background: Safe Haven Infant Protection (SHIP) laws are variously-titled state-level laws that permit infants to be surrendered to designated persons and/or places in a generally anonymous fashion with prescribed limits on prosecution.

Objective: The objective of this study was to determine the number of infants surrendered under SHIP laws in the United States, detail the characteristics of surrendered Safe Haven (SH) infants and relinquishing users, and directly compare the SH infant/relinquishing user population and the discarded infant/discarding mother populations.

Methods: Non-profit reports and communications, government documents and communications, and media reports provided the basis of the national SH estimate. Data …

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

Climate change is conventionally recognized as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyzes how well they recognize the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of “awareness”, moderate “analysis capabilities” for climate change, and relatively limited “action approaches” for climate change mitigation. Ralph Bunche Agape Neighborhood Vision Plan, Community Design Center

Community Design Center Project Reports

The Ralphe Bunche Neighborhood Vision Plan provides a general design framework to spur reinvestment in this 100-year old historic African-American neighborhood in Benton, AR. The plan aggregates attainable housing (under $100,000/unit) around two neighborhood parks―one existing, and one proposed. Since the city cannot afford comprehensive street and drainage improvements to accommodate redevelopment, the proposal retrofits streets and open space with Low Impact Development (LID) landscapes to remediate urban stormwater runoff. Housing unit types between 1,000 and 1,750 square feet are amassed around these LID landscapes and amenitized with screened rooms, balconies, terraces, and multiple-height living spaces.
