หลังจากมีประกาศใช้พระราชบัญญัติภาษีที่ดินและสิ่งปลูกสร้าง พ.ศ. 2562 มีการตั้งคำถามมากมายโดยเฉพาะความเหมาะสมของประกาศแนบท้ายการประกอบพื้นที่เกษตร กำหนดเพียงอัตราส่วนพื้นที่ต่อจำนวนชนิดต้นไม้ 57 ชนิด ทำให้เจ้าของที่ดินแผ้วถางที่เพื่อปลูกพืชเช่นกล้วยและมะนาวแทน ในมาตรา 37 วรรคหก กำหนดให้คณะกรรมการของแต่ละองค์กรปกครองส่วนท้องถิ่น สามารถเปลี่ยนแปลงอัตราภาษีตามความเหมาะสมของบริบทด้านสังคม เศรษฐกิจ และสิ่งแวดล้อมของพื้นที่นั้นได้ ในงานวิจัยนี้ ได้ศึกษาบริบทพื้นที่กรุงเทพมหานคร ซึ่งมีความเป็นเมืองมากกว่าชนบท รวมถึงมีมาตรการผังเมือง แผนพัฒนาพื้นที่เฉพาะในหลายด้าน ซึ่งสามารถเชื่อมโยงกับประโยชน์ของเกษตรในเมือง โดยมีปัจจัย 3สิ่งต้องคำนึงถึง คือ พื้นที่ตั้ง วัตถุประสงค์ และกิจกรรมที่เกิดขึ้นในพื้นที่เกษตรในเมือง โดยงานวิจัยนี้สามารถเสนอแนะสาระสำคัญการประกอบพื้นที่เกษตรในเมือง ในกรุงเทพมหานครคือ พื้นที่ 3 กลุ่มเขตชั้นในกรุงเทพมหานคร ซึ่งเป็นพื้นที่ส่วนบุคคลหรือพื้นที่นิติบุคคล มีวัตถุประสงค์การใช้พื้นที่เพื่อการปลูก การเลี้ยงดู การทำให้เพิ่มพูน การนำเข้าสู่กระบวนการที่เกี่ยวข้องอย่างการเพิ่มมูลค่า และการกระจายผลผลิตที่เป็นอาหาร รวมถึงผลผลิตที่ไม่ใช่อาหารอย่างพืชที่เป็นยาสมุนไพร รวมถึงการใช้และนำกลับมาใช้ใหม่ของทรัพยากร ผลิตภัณฑ์ และการบริการต่าง ๆ ที่เกี่ยวข้องกับกิจกรรมเหล่านั้น การเสนอสาระสำคัญในข้อบัญญัติเกษตรในมืองในกรุงเทพมหานครเพิ่มเติมการลดหย่อนภาษีตามมาตรการส่งเสริมการพัฒนา โดยใช้กระบวนการลำดับชั้นเชิงวิเคราะห์ คำนวณเพื่อลำดับคะแนนกิจกรรมที่สอดคล้องกับเมือง กิจกรรมที่สอดคล้องสูงสุดได้แก่ การปลูกพืช การฝึกอาชีพ อบรมผู้นำ รวมกลุ่มแม่บ้าน ขายผลิตภัณฑ์ชุมชน และอบรมการจัดการเกษตรในเมือง

กลยุทธ์การพัฒนาธุรกิจอสังหาริมทรัพย์เพื่อความยั่งยืนของบริษัทที่จดทะเบียนในตลาดหลักทรัพย์แห่งประเทศไทย พ.ศ.2564, แพรววลัย เสนาวุธ

ปัจจุบันธุรกิจทั่วโลกรวมถึงอุตสาหกรรมพัฒนาอสังหาริมทรัพย์จำเป็นต้องดำเนินงานโดยคำนึงถึงผลกระทบด้านสิ่งแวดล้อม สังคม และธรรมภิบาล (ESG) ทั้งนี้ ก.ล.ต. และตลาดหลักทรัพย์แห่งประเทศไทยกำหนดให้ทุกธุรกิจที่จดทะเบียนในตลาดหลักทรัพย์ต้องเปิดเผยข้อมูลการดำเนินงานอย่างยั่งยืนภายในปี 2565 งานวิจัยนี้จึงมุ่งศึกษาแนวทางดำเนินธุรกิจที่คำนึงถึงความยั่งยืนตามแนวคิด ESG โดยใช้การรวบรวมข้อมูลจากรายงาน 56-1 One Report ประจำปี 2564 ของบริษัทพัฒนาอสังหาริมทรัพย์ที่จดทะเบียนในตลาดหลักทรัพย์แห่งประเทศไทย จำนวน 15 แห่ง แบ่งเป็นบริษัทขนาดใหญ่ 3 แห่ง บริษัทขนาดกลาง 3 แห่ง และขนาดเล็ก 9 แห่ง รวมถึงสัมภาษณ์ผู้ประกอบการจากบริษัทกรณีศึกษาจำนวน 3 แห่ง วิเคราะห์ข้อมูลความยั่งยืนเชิงเปรียบเทียบระหว่างขนาดบริษัท และเกณฑ์ ESG รวมทั้งหมด 21 ประเด็น แนวคิด และแนวทางดำเนินงาน รวมถึงผลการดำเนินงาน และปัญหาอุปสรรคที่พบในการดำเนินงานตามแนวทางเพื่อความยั่งยืนดังกล่าว ผลการศึกษาพบว่า 1) บริษัทส่วนใหญ่มีวิสัยทัศน์พันธกิจ และค่านิยมองค์กรด้านความยั่งยืนที่สำคัญ คือ การเป็นบริษัทพัฒนาอสังหาริมทรัพย์ชั้นนำ เพื่อพัฒนาธุรกิจอย่างยั่งยืน สร้างประโยชน์และรับผิดชอบต่อผู้มีส่วนได้เสียทุกฝ่ายโดยเฉพาะลูกค้า และผลิตสินค้าและบริการที่ตอบโจทย์รูปแบบการดำเนินชีวิต 2) แนวทางดำเนินธุรกิจที่คำนึงถึงความยั่งยืน บริษัทส่วนใหญ่มีการรายงานด้านสังคม (social) มากที่สุด เนื่องจากบริษัทมีการพัฒนาต่อยอดมาจากการกําหนดการดําเนินงานเพื่อสังคมในกระบวนการกํากับกิจการ (CSR in Process) โดยเฉพาะประเด็นด้านแรงงาน สังคม ชุมชน รองลงมาคือด้านบรรษัทภิบาลและเศรษฐกิจ (governance & economy) ในประเด็นที่สัมพันธ์กับองค์กร ลูกค้า และนักลงทุน ซึ่งเป็นกลุ่มผู้มีส่วนได้เสียที่สัมพันธ์ต่อการลงทุน และผลตอบแทนทางการเงินของบริษัท และรายงานน้อยที่สุดด้านสิ่งแวดล้อม (environment) ในประเด็นการเปิดเผยข้อมูลด้านสิ่งแวดล้อม การจัดการสิ่งแวดล้อม และการใช้ทรัพยากรที่มีประสิทธิภาพ 3) บริษัทขนาดใหญ่มีความโดดเด่นในการดำเนินงานด้านสิ่งแวดล้อมอย่างรอบด้าน ขณะที่บริษัทขนาดกลางมุ่งดำเนินงานด้านการจัดการห่วงโซ่อุปทาน และนวัตกรรมทางธุรกิจเพื่อสังคมและสิ่งแวดล้อม และบริษัทขนาดเล็กมุ่งดำเนินงานโดยคำนึงถึงการมีส่วนร่วมของชุมชนและสังคม 4) กลยุทธ์การพัฒนาโครงการที่อยู่อาศัยตามแนวคิด ESG ของบริษัทกรณีศึกษามีทั้งหมด 5 ด้าน ได้แก่ (1) กลยุทธ์ด้านเทคโนโลยี และนวัตกรรม เพื่อลดผลกระทบเชิงลบในการพัฒนาโครงการ ซึ่งมีส่วนสำคัญตลอดช่วงการพัฒนาโครงการ และสนับสนุนการดำเนินกลยุทธ์ที่เหลือ (2) กลยุทธ์การควบคุมคุณภาพผลิตภัณฑ์ (3) กลยุทธ์ส่งเสริมการขายที่ตอบรับพฤติกรรมของผู้บริโภคปัจจุบัน (4) …

รูปแบบการดำเนินงานโครงการที่พักนักท่องเที่ยวที่มีแนวคิดวิสาหกิจเพื่อสังคม : กรณีศึกษา ชุมพรคาบาน่า รีสอร์ต และโรงแรมสวนสามพราน, ชญตา ลีวงศ์เจริญ

ปัจจุบันมีธุรกิจจำนวนไม่น้อยหันมาทำวิสาหกิจเพื่อสังคม (social enterprise: SE) เพื่อมุ่งประโยชน์ต่อสังคมและสิ่งแวดล้อม อย่างไรก็ตาม การนำแนวคิดดังกล่าวมาใช้กับการดำเนินงานที่พักนักท่องเที่ยวยังอยู่ในวงจำกัด แม้จะเป็นธุรกิจที่มีโอกาสสร้างผลกระทบต่อสังคมและสิ่งแวดล้อมได้มาก วิทยานิพนธ์นี้มุ่งศึกษาการนำแนวคิดวิสาหกิจเพื่อสังคมมาประยุกต์ใช้ในการดำเนินงาน 2 กรณีศึกษา คือ ชุมพรคาบาน่า รีสอร์ต และโรงแรมสวนสามพราน ใช้วิธีรวบรวมข้อมูลทุติยภูมิ การสำรวจพื้นที่ และการสัมภาษณ์ผู้ให้ข้อมูลหลัก ได้แก่ ผู้ประกอบการของที่พักนักท่องเที่ยวแต่ละกรณี ผู้มีส่วนได้ส่วนเสียที่เกี่ยวข้อง 5 คนต่อกรณีศึกษา และนักท่องเที่ยว 20 คนต่อกรณีศึกษา ใช้การวิเคราะห์ผลในเชิงเปรียบเทียบ แสดงองค์ประกอบและความสัมพันธ์ของการพัฒนาโครงการเพื่อสังคม รวมถึงสรุปบทเรียนจากกรณีศึกษา ผลการศึกษา พบว่า 1) ผู้ประกอบการของกรณีศึกษาทั้ง 2 แห่ง ได้ใช้รูปแบบวิสาหกิจเพื่อสังคมเป็นแนวทางหลักในการดำเนินงานโครงการที่พักนักท่องเที่ยวเหมือนกัน แม้ว่าจะมีจุดเริ่มต้นในการพัฒนาต่างกัน คือ ชุมพรคาบาน่า รีสอร์ต นำแนวคิดมาใช้เพื่อแก้ไขปัญหาหนี้สิน ขณะที่โรงแรมสวนสามพรานนำแนวคิดมาใช้เพื่อสร้างจุดขาย 2) การดำเนินงานโครงการเพื่อสังคมของทั้ง 2 แห่ง มีองค์ประกอบที่สำคัญ 2 ประการ คือ (1) ผู้มีส่วนได้ส่วนเสียที่มีบทบาทในการดำเนินงานโครงการแบ่งเป็น 3 กลุ่มหลัก ได้แก่ กลุ่มธุรกิจหลักรวมถึงธุรกิจเครือข่าย กลุ่มผู้รับประโยชน์ และกลุ่มผู้ให้ความสนับสนุนในด้านต่าง ๆ และองค์ประกอบอีกประการ คือ (2) กิจกรรมหลักในการดำเนินงานโครงการเพื่อสังคม 5 ด้านที่คล้ายคลึงกัน ได้แก่ การจัดการความรู้และให้ความช่วยเหลือในด้านอื่น ๆ แก่กลุ่มผู้ผลิตวัตถุดิบของธุรกิจ การรับซื้อผลผลิตจากเกษตรกรในราคายุติธรรม การเพิ่มมูลค่าสินค้าทางการเกษตรผ่านผลิตภัณฑ์ของธุรกิจ การจัดหาตลาดและการกระจายสินค้าทางการเกษตร และการท่องเที่ยวที่สนับสนุนความยั่งยืน 3) การดำเนินโครงการเพื่อสังคมของกรณีศึกษาทั้ง 2 แห่ง ส่งผลกระทบใน 4 ด้าน คือ (1) ผลกระทบทางเศรษฐกิจ ทำให้เกิดการสร้างมูลค่าเพิ่มทางเศรษฐกิจ การจ้างงาน การกระจายรายได้ (2) ผลกระทบทางสังคม ทำให้ชุมชนมีคุณภาพชีวิตที่ดีขึ้นและสามารถพึ่งพาตนเองได้อย่างยั่งยืน (3) ผลกระทบทางสิ่งแวดล้อม ทำให้เกิดการส่งเสริมกิจกรรมที่ลดผลกระทบต่อสิ่งแวดล้อม และ (4) ผลกระทบทางธุรกิจ ทำให้เกิดสินค้าและบริการที่มีคุณค่าและเกิดมูลค่าเพิ่ม อีกทั้งยังทำให้เกิดจุดขายที่แตกต่าง ผลการศึกษาสะท้อนให้เห็นว่าการดำเนินงานของที่พักนักท่องเที่ยวที่มีแนวคิดเพื่อสังคมทั้งสองกรณี มีกลไกที่สามารถสร้างผลกระทบต่อผู้มีส่วนได้เสียจำนวนมาก บทเรียนสำคัญและปัจจัยความสำเร็จคือ …
