El Ecuador no ha contado con una política criminal explicita, manifestada en un Plan Nacional reconocido socialmente y legitimado políticamente. No obstante, durante estos últimos años han existido intentos por diseñarlo, tomando en cuenta tres dimensiones importantes, primero, que se lo considere más allá del binomio delito-pena, segundo, que en su diseño y práctica deban participar un conjunto de instituciones, y tercero, que su estrategia pueda ser sostenida en el tiempo como política de Estado.

Identification Of Physical Changes To A Steel Frame, Daniel Eric Means

The thesis utilized physical testing and computer modeling to determine the feasibility of identifying a change to the mass or stiffness of a steel frame. Physical testing was performed using an accelerometer, linear shaker, and arbitrary function generator. Two methods of laboratory testing were developed: ambient vibration testing (AVT) and forced vibration testing (FVT). AVT was able to preliminarily identify the natural frequencies and mode shapes of the frame. FVT was able to precisely identify four distinct natural frequencies, mode shapes, and damping ratios. The baseline frame then underwent two physical changes: the addition of mass to its roof, and …

Chains And Ladders: Exploring The Opportunities For Workforce Development And Poverty Reduction In The Hospital Sector, Laura Wolf-Powers, Marla Nelson

In this article, the authors investigate the potential of hospitals to offer low- and semiskilled workers employment and advancement options. This study uses the job chains approach to measuring economic development impacts devised by Persky, Felsenstein, and Carlson to compare hospitals with three other industries highly concentrated in central cities and examines the practical challenges facing workforce development professionals. The findings suggest that growth in hospital employment has the potential to outstrip the impact of growth in accommodations, legal services, and securities and commodities on the well-being of low-income workers and should prompt economic development practitioners to take the sector …

Background: Safe Haven Infant Protection (SHIP) laws are variously-titled state-level laws that permit infants to be surrendered to designated persons and/or places in a generally anonymous fashion with prescribed limits on prosecution.

Objective: The objective of this study was to determine the number of infants surrendered under SHIP laws in the United States, detail the characteristics of surrendered Safe Haven (SH) infants and relinquishing users, and directly compare the SH infant/relinquishing user population and the discarded infant/discarding mother populations.

Methods: Non-profit reports and communications, government documents and communications, and media reports provided the basis of the national SH estimate. Data …

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.
