This research thesis analyzes security governance in areas of limited statehood in the context of state transformation. Specifically, it examines the impact of the 2005 Syrian military withdrawal on the Lebanese state in the realm of security. Briefly, the thesis unveils the coexistence of state and non-state groups and the engagement of non-state actors in state-like practices. That is, it assesses the impact of the 2005 Syrian military withdrawal on the Lebanese state to reveal the relationship its new configuration, relationship with non-state actors, and emerging governance practices. Iraq's environment has experienced significant pollution and degradation, earning it the dubious distinction of being one of the most polluted and degraded regions globally, according to the Globe Pollution Review. The past three decades of armed conflict have exacted a heavy toll on the country, resulting in widespread human suffering, including countless fatalities, injuries, and a massive displacement of people. Amidst this death and destruction, the ecosystem has also endured severe damage, and its decline carries long-lasting implications.

In Palestine, environmental management has been used as a tool of military occupation and oppression. Yet even within that context, many community-based organizations have established programs relating to environmental peacebuilding. Of these initiatives, environmental dialogue programs have received significant attention and resources, even more so since the war in Gaza began in October, 2023. However, a deeper interrogation of these programs reveals the danger that dialogue and collaboration devoid of a critical analysis of power and injustice further perpetuates systemic oppression. Moving these programs into the realm of positive environmental peacebuilding requires a willingness to engage in this structural analysis. …

The field of environmental peacebuilding emerged as a counter to the idea that violent conflict was an inevitable byproduct of environmental change. Two decades ago, my colleague Geoffrey Dabelko and I published a book, Environmental Peacemaking, sketching the argument that ecological interdependencies could be instrumentalized as a force for peace (Conca & Dabelko, 2002). Other early works from this period focused on the peace opportunities in biodiversity conservation (Matthew et al., 2002) and transboundary protected areas (Brock, 1991; Ali, 2007). How did France’s refusal to take part in the war on Iraq in 2003 has created the conditions that legitimizes its future military interventions abroad? In this paper, a discourse analysis of the official French Foreign Policy Discourse is done to show why saying no to war in 2003 paradoxically allows France to carry out military interventions in 2015. Non-Western political power centres emerged and increased influence as the unipolar world transformed into a multipolar one. The looming climate change crisis requires research and development of mitigation strategies to protect those most vulnerable. This study uses semi-structured interviews to capture the refugee perspective of the successes and shortcomings of large-scale solar farm projects installed at the Azraq and Za’atari Syrian refugee camps in the west and north of Jordan, respectively. These perspectives may be utilized to improve each camp's current renewable energy distribution system. Results suggest that at both camps the current renewable energy systems are deeply flawed with limited hours with rampant distrust among camp residents in the management of the solar farms. Despite President Reagan’s historic foreign policy success in ushering in the collapse of the Soviet Union and liberation of Eastern Europe, the loss of life during the Beirut Marine barracks bombing marks a substantial failure in Reagan’s foreign policy record. Reagan’s foreign policy failure in Beirut that resulted in the deaths of 241 Americans merits further examination amongst students of international relations as this peacekeeping mission illustrates the dangers of sending American troops into harm’s way without a clear and decisive goal and exit strategy. President Bush issued an Export Control Directive today that will ensure that United States (U.S.) defense trade policies and practices better support the National Security Strategy. The package of reforms required under this directive will improve the manner in which the U.S. Department of State licenses the export of defense equipment, services and technical data, enabling the U.S. Government to respond more expeditiously to the military equipment needs of our friends, allies, and particularly our coalition partners.

This report focuses on the health and competitiveness of the United States (U.S.) Space Industrial Base, including the associated impacts of U.S. export controls. The Department of Defense, through the Under Secretary of the Air Force and the Space Industrial Base Council directed this study. An Air Force Research Laboratory, Materials and Manufacturing Directorate representative led an industry government team and integrated the information gathered to prepare the study. The Department of Commerce’s Bureau of Industry and Security developed and deployed the survey instrument and verified data provided by companies comprising the U.S. Space Industry. …
