Purpose
While the implementation of risk assessment has expanded, the extent to which there are different trajectories of risk/protective factors among adjudicated youth during supervision in the community remains unanswered. The goal of the current study is to identify the distinct trajectories in dynamic risk and protective factors among youth on probation and assess whether different patterns in risk over time are associated with continued offending.
Method
Group-based trajectory modeling is used to identify distinct trajectories across multiple domains of risk/need. The individual- and neighborhood-level factors associated with these trajectories are then explored, prior to examining their relationship to continued …

On May 13, 1985, Philadelphia police dropped a military grade bomb on 6221 Osage Avenue, a row house in a Black neighborhood in West Philadelphia. This home was occupied by a revolutionary group called MOVE. The bomb started a fire that the police and firefighters decided to “contain” rather than put out, resulting in the deaths of eleven people and the destruction of sixty-one homes. Only two MOVE members survived the fire. Using court records, documents from the investigation conducted by the Philadelphia Special Investigation Commission (PSIC), and other interviews regarding MOVE and the bombing, this paper reconstructs different perspectives …

When a person is convicted of a crime, they are assigned the label of being a criminal. After their conviction, felons are punished for their actions, often through prison sentences, and once these sentences are completed, they are expected to reenter society. However, as described in Labeling Theory, the criminal label carries a social stigma that poses many challenges to successful community reentry. Society’s negative attitudes toward released felons are perpetuated by misguided policies based on the principles of incapacitation and retribution. Ferguson. Baltimore. Louisville. Minneapolis. Deadly police-civilian encounters over the past decade in these and other U.S. cities have launched presidential task forces and sparked protests, riots, and in some cases, retaliatory violence against officers (e.g., Dallas). Yet shockingly, there still isn’t a comprehensive, official dataset that tracks the use of deadly force by police officers. The absence of such a dataset seems absurd, given the widespread ability to track other information like current employment statistics or when a package will arrive at the recipient’s doorstep. Purpose
This study aims to demonstrate the need for further examination of legal judgments and the exercise of discretion in policing.
Design/methodology/approach
A factorial vignette survey with traffic stop scenarios based on US Court of Appeals decisions was administered to 396 police officers across six states. Officers were asked to indicate their assessment of the presence of reasonable suspicion and the likelihood that they would extend the stop for investigatory purposes.
Findings
Officers' reasonable suspicion judgments are significantly influenced by the vignette facts and align with court ruling expectations. However, even in the presence of reasonable suspicion, responses indicate a …

This fact sheet examines data from Third Way’s report “The Red City Defund Police Problem” which provides information on police funding and other metrics on police forces. The original report offers a review of police funding and operating budgets for the 25 largest Democrat-run cities and 25 largest Republican-run cities in the U.S. This fact sheet includes police force data for 10 Mountain West cities (Aurora, CO; Chandler, AZ; Colorado Springs, CO; Denver, CO; Glendale, AZ; Gilbert, AZ; Las Vegas, NV; Mesa, AZ; North Las Vegas, NV; and Phoenix, AZ).

People often assume that only legislators and law enforcement personnel can take meaningful steps to fight human trafficking, one of the most lucrative transnational crimes in the world. This inquiry sought to assess the validity of that belief. The study was informed by the author’s experience as a college instructor of human trafficking and the inspiration he drew from the range and quality of his students’ projects.
The methodology included examining the strategies that governmental and non-governmental organizations are using to fight trafficking and assist survivors. It also considered the work of individual activists and service providers such as social …

The University of Central Florida's Institute for Social and Behavioral Science (ISBS) partnered with Volusia County to undertake a gap analysis focused on mental health and substance use disorder treatment. Specifically, we designed a study to determine the capacity of treatment options, identify barriers to seeking treatment, and illuminate what works particularly well. The gap analysis results can guide future decisions on allocating resources best to ensure that treatment is accessible to all in need.

Objectives. While terrorism studies were once castigated as atheoretical and unempirical, criminology has been well suited to apply theories of crime to terrorism and to then test those theories with rigorous methods and robust data. The present study takes stock of how criminologists have theorized about terrorism and tested those theories over time in 13 of the discipline’s leading journals. Methods. The study systematically examines theoretical framing, hypotheses, methodological approach, focus within criminology and criminal justice, and policy recommendations in terrorism-focused articles. This paper focuses on evaluations of employment-based reentry programs. It begins with an overview of recidivism, touching on the both theory and empirical research framing employment as a pivotal factor in the reentry process. Next, it reviews the limited assessments of work-release programming and their findings. The final sections examine the structural factors which complicate reentry, specifically low wages and community disorganization. And identifies the benefits of incorporating qualitative methods in criminological research as it relates to evaluating programs, their impact, and tying findings to program adaptations and future implementation.

This study analyzes the political challenges presented to Black women and queer activists affiliated with Black Lives Matter (BLM) and the Movement for Black Lives (M4BL). BLM is a Black liberation global network that developed in 2013 and expanded into M4BL in 2016 to include more grassroots organizations. Social movement scholars have not centered the intersectional goals of this Black women-led M4BL or confronted the white (back-) lash of the Trump’s administration’s Department of Justice’s use of federal law to further cis-heteropatriarchal white supremacy. A Study Of Public Opinion: The Importance Of Mental Illness Diagnosis And Perceptions Of Recidivism On Parole Eligibility, Emily Pedigo

The present study examined the impact a mental illness diagnosis has on parole eligibility mediated by the participants’ perceptions of whether the prospective parolee would commit future crimes if released. Participants watched a video vignette of an individual charged with second degree manslaughter and diagnosed with borderline personality disorder, antisocial personality disorder, or bipolar disorder while incarcerated. Results indicated that a diagnosis of antisocial personality disorder indirectly reduced parole success compared to bipolar disorder and borderline personality disorder when mediated by participants’ perceptions of whether the convict would recommit a crime following release.

Journal hijacking, which refers to the attempted brand takeover of a journal by a third party, is a nascent threat confronting the information systems (IS) community, as evidenced by cybercriminals having established an online presence, masquerading as the Scandinavian Journal of Information Systems (SJIS). The SJIS hijacking damages the journal's reputation, leads to payment and publication scams, involves identity theft among unsuspecting IS researchers, and results in tarnished author reputations. Beyond SJIS, journal hijacking presents a threat, not only to the IS community, but also to science and academic integrity in general if researchers and readers cannot distinguish between fake …

This paper contributes to the growing body of scholarship related to the impact of imprisonment on families, from the particular perspective of parents, siblings and other close relatives of people serving a life sentence. We argue that those family members are often overlooked in research and service provision, while bearing the burden of the association with the offender. This is particularly problematic for relatives of life sentenced prisoners, having to cope with the seriousness of the offence, and the uncertainty of the perspectives of release. The present study examined the influence of appearance, procedure and position on identification decisions, post-decisional confidence ratings and estimates of discrimination and confidence-specific accuracy. Regarding appearance, the study examined the combined influence of three naturalistic changes that occur day-to-day (i.e. a reduction in cranial hair length, the removal of stubble, and a change of clothing), two of which have not been considered before in a lineup-decision context. Participants (N = 350) completed four experimental lineups which involved: viewing a target person, completing a brief distractor task, and making an identification decision and a post-decisional confidence rating from a photographic lineup. …

The power to use force is a defining characteristic of policing, one that is accompanied by a responsibility to exercise these powers in the circumstances deemed necessary. This study analyzes data from four policing agencies to predict the likelihood of an officer drawing and pointing their firearm at a use of force incident. Findings suggest that situational factors were important in influencing whether an officer may draw and point their firearm. However, a priming effect, in which officers were more likely to draw their firearms when dispatched to an incident, may also be present. The rate that officers drew and …

Responding to high rates of interpersonal victimization and perpetration among adolescents, schools have implemented bystander intervention (BI) training to educate students to intervene to prevent or stop violence. These trainings function much like an application of scripts for guardianship in action. The current study builds on the overlapping and complementary bodies of BI and routine activities research by testing whether participation in BI training, namely Green Dot (GD), influences individuals’ underlying ability to intervene.
