Participatory approaches to evaluation have long been vogue in the international development evaluation community. However, despite their widespread use, there is a dearth of research on the impact of stakeholder participation in international development evaluations. Although proponents of participatory approaches to international development evaluation assert many advantages of their use, the evidence to support these claims is largely anecdotal. Similarly, critics of participatory approaches do not have empirical data on which to base their assertions. Further confusing the matter are multiple and conflicting definitions of stakeholder and participation. Some interpret stakeholders to mean funders while others view stakeholders as those …

This study examines the ability of democratic and non-democratic states alike to protect the environment. Democracy has long been an important concept in the study of politics and environmental protection is an increasingly important issue in world politics. Advocates of democracy claim democratic states are better able to protect the environment than non-democracies. In contrast there are those that argue democracy's emphasis on individual rights leads to excessive resource consumption. This thesis employs a mixed methods approach to determine if democratic countries protect the environment more than their non-democratic counterparts. The purpose of this article is to contrapose the propositions on power, class and political domination presented by a particular interpretation of Marxism - structuralist Marxism - through a critical dialogue with one of its most paradigmatic authors: Nicos Poulantzas. The article states, against Poulantzas suggestions, that the insertion of the concept of "élite" in theoretical Marxism may produce positive effects on it, specially making the classist analysis of politics scientifically manageable.

This paper discusses the current state of the electoral system in Jordan, its relation to and impact on the tribal aspect of society, and vice-versa. The prominence of tribalism in the electoral process has brought tribalism to the forefront of discussions on both the political system and social development in Jordan. The Politics Of Patents And Drugs In Brazil And Mexico: The Industrial Bases Of Health Policies, Kenneth C. Shadlen

After introducing pharmaceutical patents in the 1990s, Brazil subsequently adjusted the patent system to ameliorate its effects on drug prices while Mexico introduced measures that reinforce and intensify these effects. The different trajectories are due to the nature of the actors pushing for reform and subsequent patterns of coalitional formation and political mobilization. In Brazil, government demand for expensive, patented drugs made health-oriented patent reform a priority, and the existence of an autonomous local pharmaceutical sector allowed the Ministry of Health to build a supportive coalition. In Mexico, government demand made reforms less urgent, and transformations of the pharmaceutical sector …

I want to use this opportunity to discuss a phenomenon that continues to plague the human experience. It is called the game of war. War is perhaps the deadliest game that humanity has created. The conflict itself represents what appears to be opposing views about the way things should be. Each side believes that it is right and that its actions are justified. Each side therefore seeks to impose its views on the other or to defend its views against the other. Each side fears the other as an enemy and each side projects its fears onto its perceived “enemy.”

One Cheer For Constantinople: A Comment On Pettit And Skinner On Hobbes And Freedom, Chandran Kukathas

Philip Pettit and Quentin Skinner find Hobbes's understanding of freedom as non-interference inadequate because it fails to appreciate what is wrong with a life lived as a slave. Though their critiques have some force, however, Hobbes's view of freedom has virtues of its own. It is highly sensitive to the fact that freedom is a matter of degree. It is also unlikely to mistake freedom for something else, like security or dignity. Moreover, Hobbes is not as unmindful of the dangers of servility as many think.

A notable strain in the literature suggests that party organisation has a net causal effect on the electoral performance of extreme-right parties. This view rests on a somewhat fuzzy definition and static conceptualisation of party organisation. Moreover, this organisational exegesis fails to fully acknowledge the impact of media communications on modern parties. The analysis of the evolution of the French National Front and the consideration of other extreme-right party trajectories casts doubt on conventional accounts of organisational effects pointing to various venues for future research. Bajo ciertas condiciones es indispensable, sin embargo ninguna cuantificación es consistente si no se parte de una buena conceptualización. Politics, Policies, And Poverty In Latin America, Jennifer Pribble, Evelyne Huber, John D. Stephens

Why do Latin American countries exhibit stark differences in their ability to protect citizens from falling into poverty? Analysis of poverty levels measured by ECLAC in eighteen countries shows that political factors-including the democratic record, long-term weight of left-of-center parties in the legislature, and investment in human capital-are significant and substantively important determinants of poverty. These findings contribute to the growing literature that emphasizes the importance of regime form, parties, and policies for a variety of outcomes in Latin America, despite the weaknesses of democracy and the pathologies of some parties and party systems in the region.

Many theorists of democratization transition have, either explicitly or implicitly, a teleological concept of political progress, liberalization and reform. For such theorists, countries such as Malaysia are therefore in transition towards substantive 'full' liberal democracy. Taken in this light, the significant advances by opposition political parties in the 2008 federal and state elections in Malaysia represent a major advance towards this end goal. While many have highlighted that Malaysia may in fact be an exception to this rule, this paper contends instead that the Malaysian case study challenges the central tenets of democratic transition more profoundly. Senegal's population growth rate of 2.7% is greater than double that of the world average of 1.16%. The Government of Senegal acknowledges the population problem and has made efforts to address this issue. For over the past two decades the United States Agency for International Development (USAID) has served as the predominant donor in Senegal's health sector and has been a strong supporter of Senegal's family planning program. The evolution of family planning in Senegal cannot be understood without considering the roles of culture, religion, decentralization and funding in the institutionalization process. On January 26 2002, the thirtieth anniversary of the creation of the first Aboriginal tent embassy was celebrated. In 1972 the tent embassy emerged from the Black Power movement as a manifestation of the call for recognition of Aboriginal sovereignty and the right to self-determination. These claims have been raised continually by some prominent Aboriginal activists, but the main answer given by the government has been the creation of Aboriginal policies and sections for Aboriginal people within the Australian political system. The government, by different means, has brought Aboriginal activists within the system and has diverted attention from their aspirations. …

Weak States And Political Constraints: Experiments With Truth In Liberia And Sierra Leone, Robert Collins Painter

Focusing on truth and reconciliation commissions in Liberia and Sierra Leone, this thesis examines which political conditions typical of weak states had the greatest impact in deciding the different levels of success between the two cases. Two conditions played a central role in determining each commission’s success: the de-legitimization of the state and political fragmentation. Their presence in Sierra Leone derailed that truth commission’s efforts to carry out its mandate. Conversely, their absence in Liberia allowed its commission to operate relatively free of political impediments, leading to greater success.

While most conventional accounts assume an economic motivation behind the new regional autonomy movements, such claims have not been systematically tested. In this paper, we test the link between electoral support for Evo Morales and regional autonomy to socioeconomic and demographic indicators at the municipal level. Our cases include the three gas-producing departments of Santa Cruz, Tarija, and Chuquisaca. Our unit of observation is the municipality, for a total of 95 units. We look at eight elections, taking place at five distinct moments, between December 2005 and January 2009. We test whether voting districts with higher levels of socioeconomic indicators …
