I want to use this opportunity to discuss a phenomenon that continues to plague the human experience. It is called the game of war. War is perhaps the deadliest game that humanity has created. The conflict itself represents what appears to be opposing views about the way things should be. Each side believes that it is right and that its actions are justified. Each side therefore seeks to impose its views on the other or to defend its views against the other. Each side fears the other as an enemy and each side projects its fears onto its perceived “enemy.”

In my view, Chip and I are long-time friends, who have a transcendent connection and synergistic energies. This essay proposes to explore the features of the migration phenomenon of highlyqualified personnel from Mexico to the United States. To this end it analyzes, principally, two sources of information: first, data from the U.S. Census Bureau’s ongoing survey of households, the American Community Survey. This data identifies the features of the sociodemographic and educational profile of Mexicans residing in the United States of America, and compares it with the data for the native population and for the subset of foreign, non-Mexican residents in that country. This article contextualises corruption and implementation as it occurs in the Philippine Department of Education (DepEd). Described as a national agency suffering from 'systemic corruption,' an in-depth qualitative case study analysis of one of its programmes is imperative. The Programme on Basic Education (PROBE) hailed as a success and which has managed to be relatively free from corrupt activities is the focus.
