The Politics Of Patents And Drugs In Brazil And Mexico: The Industrial Bases Of Health Policies, Kenneth C. Shadlen

After introducing pharmaceutical patents in the 1990s, Brazil subsequently adjusted the patent system to ameliorate its effects on drug prices while Mexico introduced measures that reinforce and intensify these effects. The different trajectories are due to the nature of the actors pushing for reform and subsequent patterns of coalitional formation and political mobilization. In Brazil, government demand for expensive, patented drugs made health-oriented patent reform a priority, and the existence of an autonomous local pharmaceutical sector allowed the Ministry of Health to build a supportive coalition. In Mexico, government demand made reforms less urgent, and transformations of the pharmaceutical sector …

I want to use this opportunity to discuss a phenomenon that continues to plague the human experience. It is called the game of war. War is perhaps the deadliest game that humanity has created. The conflict itself represents what appears to be opposing views about the way things should be. Each side believes that it is right and that its actions are justified. Each side therefore seeks to impose its views on the other or to defend its views against the other. Each side fears the other as an enemy and each side projects its fears onto its perceived “enemy.”

Politics, Policies, And Poverty In Latin America, Jennifer Pribble, Evelyne Huber, John D. Stephens

Why do Latin American countries exhibit stark differences in their ability to protect citizens from falling into poverty? Analysis of poverty levels measured by ECLAC in eighteen countries shows that political factors-including the democratic record, long-term weight of left-of-center parties in the legislature, and investment in human capital-are significant and substantively important determinants of poverty. These findings contribute to the growing literature that emphasizes the importance of regime form, parties, and policies for a variety of outcomes in Latin America, despite the weaknesses of democracy and the pathologies of some parties and party systems in the region.

Senegal's population growth rate of 2.7% is greater than double that of the world average of 1.16%. The Government of Senegal acknowledges the population problem and has made efforts to address this issue. For over the past two decades the United States Agency for International Development (USAID) has served as the predominant donor in Senegal's health sector and has been a strong supporter of Senegal's family planning program. The evolution of family planning in Senegal cannot be understood without considering the roles of culture, religion, decentralization and funding in the institutionalization process. Weak States And Political Constraints: Experiments With Truth In Liberia And Sierra Leone, Robert Collins Painter

Focusing on truth and reconciliation commissions in Liberia and Sierra Leone, this thesis examines which political conditions typical of weak states had the greatest impact in deciding the different levels of success between the two cases. Two conditions played a central role in determining each commission’s success: the de-legitimization of the state and political fragmentation. Their presence in Sierra Leone derailed that truth commission’s efforts to carry out its mandate. Conversely, their absence in Liberia allowed its commission to operate relatively free of political impediments, leading to greater success.

While most conventional accounts assume an economic motivation behind the new regional autonomy movements, such claims have not been systematically tested. In this paper, we test the link between electoral support for Evo Morales and regional autonomy to socioeconomic and demographic indicators at the municipal level. Our cases include the three gas-producing departments of Santa Cruz, Tarija, and Chuquisaca. Our unit of observation is the municipality, for a total of 95 units. We look at eight elections, taking place at five distinct moments, between December 2005 and January 2009. We test whether voting districts with higher levels of socioeconomic indicators …

This paper undertakes a critical analysis of the 2007 Nigeria’s general elections, with emphasis on the ‘garrison’ process and its implications for the consolidation of democracy. It is argued that garrisoned electoral processes represent a powerful source of democratic instability that can threaten the consolidation of democracy. The paper illustrates these processes and concludes that much will, however, depend on how ‘winners’ and ‘losers’ manage their successes and failures, respectively. The greatest threats to the consolidation of democracy in the aftermath of the garrisoned elections relate to the handling of post-election issues, especially election petitions, tribunals and court processes, by …

In recent years, the Paris club granted a number of African countries, including Nigeria, debt relief. This elicited widespread celebration in the capital cities of affected countries, where it was portrayed as averitable launch-pad to Africa’s development. This paper takes a critical look at the debt relief, with emphasis on its problems and prospects for Africa’s development. It is argued that while debt relief does offer some prospects for development, there is little or no evidence to suggest that such an outcome is automatic. The collapse of the informal alliance between the Federal Government and ethnic minorities of the NigerDelta brought significant changes in theirmodes of power relations. The alliance had developed as a form of buffer against Igbo hegemony and domination over these minorities. The passing of a vote of no confidence on the alliance by the minorities was largely connected, then, as now, to oil and environmental politics and attendant distributive politics that place the minorities at the mercy of the government. While Australian political parties have maintained official websites for some years, the 2007 Australian Federal election saw the first significant integration of Web 2.0 technologies into a national election campaign. The two major parties – the conservative Liberal Party and the socialist Labor Party – both embraced blogs, flash animation, online video and popular social networking sites in an attempt to win votes, particularly in the 18 to 35 year-old demographic. Electoral Reform, Regional Cleavages, And Party System Stability In Bolivia, Miguel Centellas

This research note considers the effects of electoral system reform in Bolivia. In 1995, Bolivia moved from a list-proportional to a mixed- member proportional electoral system. The intervening years saw growing regional polarization of politics and a collapse of the existing party system. Using statistical analysis of disaggregated electoral data (at department, municipality, and district level), this paper tests whether electoral system re- forms may have contributed to the current political crisis. Research findings show that regional cleavages existed prior to electoral system reform, but suggest that reforms aggravated their effects. Today, we cannot talk just about plain control, but we must talk about the nature of the interaction of the one who is being controlled and the one who controls, an interaction where the one that is “controlled” is asking for more control over himself/herself while expecting to be compensated by a surplus of freedom to satisfy trivial needs and wishes. Such a liberty for the fulfillment of trivial needs is being declared as freedom. But this implies as well the freedom to choose not to be engaged in any kind of socially sensible or politically articulated struggle.
