In the wake of the global energy crisis, many European countries used energy price controls to fight inflation and to stabilize the economy. Despite its wide adoption, many economists remained skepti- cal. In this paper, we argue that price controls should be part of the policy toolbox to respond to shocks to systemically important sectors because not using them can have large economic and polit- ical costs. Underemployment is a prevalent labor market issue around the globe. It reflects how an individual can be employed but is unable to work to their desired number of hours, receive sufficient wages, or fully utilize their skills, leaving them in precarious working conditions. Studies on underemployment and its gendered impact in the Philippines remains limited with most labor studies primarily addressing wage and unemployment. Poverty is widely considered the root cause of child labor in the Philippines. Thus, the Pantawid Pamilyang Pilipino Program (4Ps) was designed to alleviate poverty and reduce child labor through financial assistance, conditional on welfare investments like children’s education. Using 2017, 2019, and 2020 data from the Annual Poverty Indicators Survey (APIS), the study estimated the differential impact of 4Ps on child labor before and during COVID-19 across varying demographic, socio-economic, and locational characteristics. This paper measures how much more households pay for less density in their immediate surroundings. Using transaction and administrative data and exploiting the introduction of a regulation that restricted the number of housing units for certain land lots, we find that households discount density: a 10% increase in within-development density decreases the price per square meter by 5%. Further, the mean price per square meter of the average development increased by 1%–3% after the regulation was introduced, while the amount of built-up space remained constant. The increase in total revenue suggests developers may underestimate the externality caused by density.

Social data production also presents critical challenges for the various legal regimes that are encountering it. The imposition of an additional luxury tax on menstrual health products, otherwise referred to as the “Pink Tax” or the “Tampon Tax”, is present in some states while absent in others. In this paper, I explore explanations for and effects of variation in stringency in occupational licensing requirements across states. Focusing on data on cosmetology, I first analyze the effect of characteristics of the professional licensing board, including its membership composition and department within the state government, on the regulations the board implements. I find evidence that the department of a board impacts its licensing fees, with health-based departments requiring lower fees than commerce- and general licensing-based departments. The Integrated Ocean Observing System of the United States provides a large variety of oceanographic and related data at no charge through 11 Regional Associations. Since the data is distributed without price it is difficult to determine the economic value of the data. That value is useful in explaining and justifying the investment in ocean observing. This study applies discrete choice modeling to determine valuation of the data for users of data through the RA websites. Carbon pricing has been criticized by environmental justice advocates on the grounds that it fails to reduce emissions significantly, fails to reduce the disproportionate impacts of hazardous co-pollutants on people of color and low-income communities, hits low-income households harder than wealthier households, and commodifies nature. Designing carbon pricing policy to address these concerns can yield outcomes that are both more effective and more equitable.

We study how the intersection between skin tone and sex shapes intergenerational mobility of economic resources in Mexico. Using two recent social mobility surveys, we estimate the rank persistence and transition matrices by sex combined with skin tone groups. First, we find no differences in intergenerational mobility patterns between light-skin men and women. Second, the colorist mobility pattern observed in previous literature affects men and women differently. Namely, while women of intermediate and dark-skin tonalities have a lower expected rank than their light-skin peers, only men of the darkest tonalities suffer from the same penalization. The Philippine economy grew 7.2 percent, featuring robust growth despite facing domestic challenges. Fourth quarter growth reflected a more optimistic consumer sentiment as the economy continued to open up. Economic growth in Q4 2022 was 7.2 percent year-on-year and 17.1 percent quarter-on-quarter (q-o-q), showing the Philippines’ consistent effort to create a positive growth outlook for the economy (see Table 1). Year-on-year growth exceeded the median analyst forecast of 6.8 percent despite accelerating inflation and growing food security issues. A portfolio can be viewed as the collection of the businesses, policies and practices of constituent companies. We measure investors' Ownership of this collection. Ownership metrics aggregate an assortment of company specific Environmental, Social and Governance (ESG) characteristics to the portfolio level, and they can inform investment and engagement decisions. Relative to a benchmark, investor Ownership is active and satisfies a zero-sum property, which underscores the distinction between Ownership and impact. Ownership of ESG characteristics may be interpreted as ascribing ethical responsibility, but that conclusion and any decisions that result from it belong to the investor.

We look into technology transfer by an insider patentee in a spatial duopoly model under three types of licensing contracts—(i) two-part tariff with fixed fee and per-unit royalty, (ii) two-part tariff with fixed fee and ad-valorem royalty and (iii) general three-part tariff with fixed fee, per-unit and ad-valorem royalties. Under two-part tariff contracts, the licenser is better off with the per-unit royalty contract but the general contract does better than the other contracts. In contrast to the existing literature, all three licensing contracts may make the consumers worse-off compared to no licensing, with the lowest consumer surplus achieved under the …

When COVID-19 swept into the United States in early 2020, it upended two patterns of behavior critical to transportation funding: how people traveled and where economic activity occurred. This study explored how, one year into the pandemic, experts in California believed that the COVID-19 pandemic was impacting local transportation budgets. We interviewed 34 funding experts who represented local transportation and public works departments, state officials, and municipal finance experts. This paper estimates the effects of time-varying consumer preference bias on trade flows and welfare. We use a unique data set from the BBC World Service Poll, which surveys (annually during 2005–2017 with some gaps) the populations of a wide array of countries on their views of whether an evaluated country is having a mainly positive or negative influence in the world. It traces the expansion of academy schools as part of ongoing educational reforms that were reinforced by a neoliberal narrative and facilitated by the state through subsidies and the underfunding and disinvestment of state-run schools. The dissertation comprises three chapters that analyze the social and economic responses to crises and disasters. In the first chapter, I have investigated whether media affects the US official foreign aid channel or crisis related aid. I have examined natural disaster citations in four mainstream US newspapers to analyze whether they influence the Official Development Assistance (ODA) or the short-term crisis related aid need of a recipient following a natural disaster.
