Sports Arenas, Teams And Property Values: Temporary And Permanent Shocks To Local Amenity Flows, Yulia Chikish, Brad Humphreys, Adam Nowak
Sports Arenas, Teams And Property Values: Temporary And Permanent Shocks To Local Amenity Flows, Yulia Chikish, Brad Humphreys, Adam Nowak
Economics Faculty Working Papers Series
Professional sports facilities and teams generate local amenity flows in cities that may affect property values. Previous research shows evidence of important positive and negative local amenity flows based on case studies of changes in residential property values in specific cities. We analyze changes in residential property values in Oklahoma City over a period, 2000 to 2016, where both temporary and permanent exogenous shocks to local sports-related amenities occurred. Results from hedonic price models and repeat sales regression models show that nearby residential property prices increased after the opening of a new arena and the arrival of a new, permanent …

Professional Sports, Hurricane Katrina, And The Economic Redevelopment Of New Orleans: Revisited, Victor Matheson, Robert Baade, Callan Henderschott
Economics Department Working Papers
Hurricane Katrina devastated the city of New Orleans in late August 2005, resulting in damage to much of the city’s sports infrastructure and the temporary departure of both of New Orleans’ major league professional sports teams, the National Football League Saints and the National Basketball Association Hornets. The city spent over $500 million restoring the sports infrastructure in New Orleans, and both teams subsequently returned to the city. In addition, New Orleans has since hosted numerous mega-sporting events including the Super Bowl, NCAA Men’s Basketball Final Four, and several college football national championships. This paper examines the economic impact of …
The Rise And Fall (And Rise And Fall) Of The Olympic Games As An Economic Driver, Victor Matheson
The Rise And Fall (And Rise And Fall) Of The Olympic Games As An Economic Driver, Victor Matheson
Economics Department Working Papers
This paper traces the economic history of major sporting events focusing on the Olympics. Historically, the Olympic Games as well as other major sporting events have been considered costly events that place a burden on host cities. Only in relatively recent years, coinciding with the massive increases in the cost of hosting these events, have event organizers begun to claim that these events bring with them large economic benefits.
Point/Counterpoint: Is There A Case For Subsidizing Sports Stadiums?, Victor Matheson
Point/Counterpoint: Is There A Case For Subsidizing Sports Stadiums?, Victor Matheson
Economics Department Working Papers
In recent decades, governments have committed enormous public resources to subsidize construction of new stadiums, and the dollar value of taxpayer contributions for these subsidies continues to climb. Spending of taxpayer dollars includes both direct subsidies from state and local governments, as well as indirect subsidies from the use of tax-exempt bonds to finance construction. In granting stadium subsidies, governments claim that the stadiums are a public good that attracts tourists and businesses, thereby generating increased spending and job creation—benefits that flow to the community rather than to team owners. But do such benefits exist, and are they large enough …

The Impact Of In-House Unnatural Death On Property Values: Evidence From Hong Kong, Zheng Chang, Jing Li
The Impact Of In-House Unnatural Death On Property Values: Evidence From Hong Kong, Zheng Chang, Jing Li
Research Collection School Of Economics
The occurrence of in-house unnatural death could negatively affect the value of housing property. This study evaluates the geographic and temporal scope of the impact of unnatural death on property values in Hong Kong. By exploiting the spatial and intertemporal variation of the shock in a difference-in-differences approach, we find significant negative externalities of unnatural death incidence on neighborhood housing values. On average, units in which an unnatural death occurred experience a 25% drop in value following the death. Nearby units on the same floor also show a significant price drop of 4.5%. Prices of units on other floors of …
Strategic Sequential Bidding For Government Land Auction Sales – Evidence From Singapore, Sumit Agarwal, Jing Li, Ernie Teo, Alan Cheong
Strategic Sequential Bidding For Government Land Auction Sales – Evidence From Singapore, Sumit Agarwal, Jing Li, Ernie Teo, Alan Cheong
Research Collection School Of Economics
This paper studies the extent to which equilibrium auction prices are pushed up sequentially due to strategic bidding behaviors in government land auction sales. Using a unique dataset that covers the universe of tendering prices submitted by all developers for all residential land auction sales in Singapore, we find that a tenderer’s bids are significantly higher where there was a previous land parcel sold within two years and located within four kilometers. The elevated price margin decreases with time and geographic distance. Tracking sequential bids submitted by same developers over time, we find that the incumbent winner of a previous …
Could An Alternative Policy Design Have Produced A Stronger Mortgage Modification Outcome For Hamp?, Sean Macdonald
Could An Alternative Policy Design Have Produced A Stronger Mortgage Modification Outcome For Hamp?, Sean Macdonald
Publications and Research
This paper conducts a study of the relative effectiveness of the Home Affordable Modification Program (HAMP) - the primary federal mortgage loan modification program - from early 2009 through 2016. It evaluates U.S. Treasury Department and other data sources, and reviews the recent literature on the relative success of the program. The analysis suggests that HAMP’s success rate in modifying mortgage loans was likely constrained by its voluntary design, a structure that enabled lenders and servicers to prioritize the interests of investors in assessing the risks of modification. It then considers the economic issues surrounding the foreclosure issue and presents …

With close to 200 countries in the world today, these countries are at various stages of development from less developed to more develop; these stages are often labeled in a rising numerical sequence such as Stage 1 to 3. Countries in the world compete in a global economy to benefit their domestic firms and citizens. As countries move to a higher stage of economic development they offer more global competitiveness for global businesses seeking new markets for sales, offshore outsourcing, and investments.

"Kovel’s contributions to a critique of psychiatry, of political theory and of the ruination of the biosphere have been pathfinding, highly revered, and reviewed and debated in highly prestigious journals and publications such as The New York Times. His work with revolutionaries around the globe (including sojourns in Nicaragua during the Sandinista revolution as just one of many examples), and his achievements alongside some of the leading political activists worldwide have secured for Kovel a premier place in the history of the left. But notoriety is not what drives Kovel’s work. What drives Kovel’s work is a relentless struggle for …
Toxic Effects Of Lead Disposal In Water: An Analysis Of Tri Facility Releases, Patrick Koval
Toxic Effects Of Lead Disposal In Water: An Analysis Of Tri Facility Releases, Patrick Koval
Economics Department Working Papers
Using county-level TRI data from 2003 to 2016, I find evidence that lead emissions in water adversely affect birth weights within the emitting county, especially with respect to the percentage of births considered low birth weight within that county (less than 2,500 grams). I find that a one percent increase in lead emissions per square mile increases the proportion of low birth weights by 0.27 percentage points. For a county with an average number of births in a particular year, this one percent increase in lead per square mile translates to an additional $475,000 in hospitalization costs from complications with …
The Role Of Royalties In Resource Extraction Contracts, Robert F. Conrad, Robert Bryce Hool, Denis Nekipelov
The Role Of Royalties In Resource Extraction Contracts, Robert F. Conrad, Robert Bryce Hool, Denis Nekipelov
Research Collection School Of Economics
The manner in which governments charge mineral resource producers has been the subject of considerable debate. Income-based charges such as resource rent taxes have been advocated on the theory that royalties and other output-based charges create inefficiency by distorting production decisions. Using a principal-agent approach to resource contracts, separating asset ownership from asset use, we demonstrate that royalties can be efficient under conditions of certainty and also when there is uncertainty and asymmetric information. Royalties serve a key pricing purpose, signaling the marginal impact of extraction on the residual value of reserves and surrounding land or sea.
Smart Sentencing Guidelines: The Effect Of Marginal Policy Changes On Recidivism, Sarah M. Estelle, David C. Phillips
Smart Sentencing Guidelines: The Effect Of Marginal Policy Changes On Recidivism, Sarah M. Estelle, David C. Phillips
Faculty Publications
Public appeals regarding criminal justice have shifted somewhat from “tough on crime” to “smart justice” that is more lenient when tradeoffs merit it. Among other considerations, smart sentencing policy depends on how sentence severity affects recidivism. Using administrative data on two common non-violent felonies committed by adults in Michigan, we measure the effect of sentences on offenders' future criminal activity. Discontinuities in the legislative guidelines that constrain sentences chosen by Michigan judges provide exogenous variation in sentence severity. Harsher sentences generated by sentencing guidelines significantly reduce recidivism by felony shoplifters but not repeat drunk drivers. Recidivism falls most for young, …

Pretrial Release And Failure-To-Appear In Mclean County, Il, Jonathan Monsma
Stevenson Center for Community and Economic Development—Student Research
Actuarial risk assessment tools increasingly have been employed in jurisdictions across the U.S. to assist courts in the decision of whether someone charged with a crime should be detained or released prior to their trial. These tools should be continually monitored and researched by independent 3rd parties to ensure that these powerful tools are being administered properly and used in the most proficient way as to provide socially optimal results. McLean County, Illinois began using the Public Safety Assessment-CourtTM (PSA-Court or simply PSA) risk assessment tool beginning in 2016. This study culls data from the McLean County Jail …

Reflections On Two Years Of P.R.O.M.E.S.A., David A. Skeel Jr.
All Faculty Scholarship
This Essay draws both on my scholarly and on my personal experience as a member of Puerto Rico’s oversight board to assess the first two years of the Board’s existence. I begin in a scholarly mode, by exploring the question of where P.R.O.M.E.S.A., the legislation that created the Board, came from. P.R.O.M.E.S.A.’s core provisions are, I will argue, the product of two historical patterns that have emerged in responses to the financial distress of public entities in the United States. The first dates back to the 1970s crisis in New York City, while the second is much more recent. If …

Moderate Growth With A Stronger Industrial Sector, Eric Thompson
Moderate Growth With A Stronger Industrial Sector, Eric Thompson
Business in Nebraska
Nebraska will record solid economic growth during the forecast period but will lag U.S. growth. While Nebraska’s large farming sector has stabilized, it will not contribute much to economic growth during the forecast period. Job growth also will be sluggish in transportation, retail trade and state and local government. Job growth, however, will be stronger in the services, finance, manufacturing and construction. Projected growth rates for 2018 to 2020 are presented in Table 1.
Employment will grow by 0.8% to 1.0% per year, below the national rate. Non-farm income will grow between 3.6% and 3.8% each year. This growth is …

Policy Innovations For Affordable Housing In Singapore: From Colony To Global City, Sock Yong Phang
Research Collection School Of Economics
Global cities today are facing fundamental challenges in relation to unaffordable housing and growing economic inequality. Singapore’s success in making home ownership possible for 90% of its population has attracted much attention internationally. This book represents a culmination of research by the author on key housing policy innovations for affordable housing. Housing policy changes were effected in the 1960s through reforms of colonial legislation and institutions dealing with state land acquisition, public housing, and provident fund savings. The comprehensive housing framework that was established enabled the massive resettlement of households from shophouses, slums and villages to high-rise government-built flats. In …
Election Administration Within The Sphere Of Politics: How Bureaucracy Can Facilitate Democracy With Policy Decisions, Nicholas S. Martinez
Election Administration Within The Sphere Of Politics: How Bureaucracy Can Facilitate Democracy With Policy Decisions, Nicholas S. Martinez
FIU Electronic Theses and Dissertations
Public bureaucracy finds itself in a strange place at the intersection of political science and public administration. Political science finds that, within representative democracy, discretion granted to bureaucrats threatens the nature of democracy by subverting politicians who represent the will of the people – bureaucracy vs democracy. At the same time, public administration holds that, in the interest of promoting democracy, bureaucracy should be objective in its implementation of policy in a way that eliminates the influence of politics from decision-making – politics vs bureaucracy. Those positions are seemingly contradictory in nature. From one perspective, bureaucracy is undemocratic because it …

2018 Chapman Environmental Audit: Sustainable Purchasing Policy, Kc Hoppel
Student Scholar Symposium Abstracts and Posters
Chapman University maintains its commitment to a “campus culture that promotes a sustainable future” in its Sustainability Policy, which was implemented in 2014. However, the University currently has no mechanism to ensure this sustainable decision-making process occurs. One of the surest ways to guarantee this change is to enact a University-wide sustainable purchasing policy that ensures consistency between departments. Institutions benefit from sustainable procurement by receiving more efficient and long-lasting products, protecting and enhancing the local and global environment, supporting innovative technologies, creating a diverse supply chain, and gaining a competitive edge as a leading institution. A few cost-benefit analyses …

Was The Amt Effectively Repealed?, Reed Shuldiner
Was The Amt Effectively Repealed?, Reed Shuldiner
All Faculty Scholarship
The individual alternative minimum tax (AMT) was a much disliked feature of the tax law prior to the Tax Cuts and Jobs Act (TCJA). Yet, despite repeated promises to repeal the AMT as part of tax reform, the TCJA dropped AMT repeal in favor of increasing the AMT exemption and its phaseout threshold. The question raised by this development is whether the AMT changes should be viewed as yet another stop-gap tweak of the AMT or whether the changes should be viewed as returning the AMT to its roots as a tax on high-income taxpayers using excessive loopholes. In this …
Can Risk Models Extract Inflation Expectations From Financial Market Data? Evidence From The Inflation Protected Securities Of Six Countries, Arben Kita, Daniel L. Tortorice
Can Risk Models Extract Inflation Expectations From Financial Market Data? Evidence From The Inflation Protected Securities Of Six Countries, Arben Kita, Daniel L. Tortorice
Economics Department Working Papers
We consider an arbitrage strategy which exactly replicates the cash of a sovereign inflation-indexed bond using inflation swaps and nominal sovereign bonds. The strategy reveals a violation of the law of one price in the G7 countries which is largest for the eurozone. Testing the strategy's exposure to deflation, volatility, liquidity, economic and policy risks suggests that the observed pricing differential is an economic tail risk premium which is more pronounced in the eurozone. We conclude that inflation expectations implied by models that view this pricing differential as compensation for risk are likely to be accurate and useful for policy-making.

The United States economy has been through its fair share of struggles in recent years. Following the 2008 Financial Crisis, many people were uncertain of how it was going to impact the future of American business, policies, and individual states economic potential. After the election of President Donald Trump, it is evident that there has been a great amount of growth in the United States economy, and the growth that has been made can be reflected in multiple ways. Using the tools and knowledge we have obtained in our Economic and Financial Forecasting course at Sacred Heart University, we are …
