Methamphetamine use among the employed population is on the rise as general methamphetamine use increases. Many employers are unaware of the extent of the methamphetamine crisis and the harmful effects that employee methamphetamine use has on the firm. While methamphetamine use is associated with tremendous expenses for society in the form of direct health care, law enforcement, and environmental costs, this study focuses exclusively on the increased costs that firms bear as a result of the methamphetamine use of their employees. Facing traffic congestion in the Central Business District and enormous demands on scarce land resources by the growing number of motor vehicles, Singapore, a small island city-state the size of Seattle, embarked on a bold decision to reduce road congestion by implementing the famous Area Licensing Scheme in 1975. This was a manual system of tolls for multiple entries into the Restricted Zone. While achieving the intended effect of cutting down on the volume of vehicular traffic in the Restricted Zone, the authors (and others) found that the problem of congestion had merely shifted in time and place. This paper discusses a series of methodological issues that arise when assessing regional differences in the propensity of households to be relatively poor, focusing specifically on whether it is better to base such comparisons on measures of income that are defined before or after deducting housing costs. It is argued on conceptual grounds relating to the factors that give rise to regional differences in housing costs, that an after-housing costs measure of income is preferable for some, but not all, regional analyses. The current sluggish performance of the US economy follows one of the more remarkable booms in modern history. The late 1990s was a period of simultaneous output and productivity growth,1 low unemployment and stable inflation, culminating in an unemployment rate of only 3.9% in the fourth quarter of the year 2000. The absence of rising inflation during this period came as a surprise to many since the level of the natural rate of unemployment was commonly estimated to be in the range of 5-6% by the mid 1990s. The small village of Cheshire, Ohio was recently acquired in its entirety by the firm whose giant power plant, located at the edge of town, caused it serious pollution problems. Although the plant was worth substantially more than the town, this was not a simple Coasean bargain. This paper combines an ethnographic methodology with theoretical insights from law and economics to present an empirical and theoretic challenge to the standard account of nuisance disputes. We explore the transaction in detail and explain what prevented collective action and holdout problems that are usually thought to hinder bargaining with groups. Specifically, we …
