The City of Niagara Falls, New York has maintained an Insurance Services Office (ISO) PPC grade of 3 out of 10 over the two most recent ISO evaluations, one in 2010 and another in 2016. A significant portion of the ISO rating derives from water supply as it contributes to fire suppression. In Niagara Falls, control of the water infrastructure is controlled by a public benefit corporation, the Niagara Falls Water Board, separate from city government. The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. In this master’s project I explore ways to improve a budget process by integrating the principles and tools of creativity and Creative Problem Solving. I do this by prototyping, testing, and revising a creativity-budget model. The creativity-budget prototype model was based on my professional experience in federal budgeting and a literature review on topics including governance, the budget process, stakeholders, collaboration, the impact of the budget process on the creativity of an organization, and the principles of creativity and creative problem solving. On March 6th, 2017 President Trump signed Executive Order 13780: Protecting the Nation from Foreign Terrorist Entry into The United States. This effectively lowered the refugee admissions cap by more than half and thus had an impact on the work of local refugee resettlement organizations. This change is especially relevant to Buffalo, as the city has a significant refugee population which relies on these organizations for various services. This project explores the connection between creativity and public policy-making through guided facilitation. In this exploration, there are several products that have been developed. The first is an index that provides definitions, charts, and process explanations for creativity, facilitation and public policy. The second is a completed facilitation plan that incorporates both the FourSight model for group facilitation (Miller, Vehar, Firestein, Thurber & Nielsen, 2011a) and Marvin Weisbord’s (1992) exploration of creative strategies for discovering common ground through policy conferences. The purpose of this Master’s Thesis Project is to implement essential practices in the museum profession in relation to the stabilization, digitization, and exhibition of the Howard D. Beach Photography Studio Collection. Through skills learned in the Museum Studies MA program, negatives from the Beach Collection were systematically chosen, digitized, and researched. This process resulted in an exhibition titled Picturing Buffalo: The Howard D. Government documents are a necessary part of life for citizens, but the complexity of language and specific jargon can make them substantially challenging to comprehend. Guidelines have been put forth to improve readability of such documents, but the government has lagged in implementing these recommendations. Therefore, the current research aims to determine if modified documents: a) are easier to read; b) are easier to comprehend; and c) require less assistance to understand than the original, unmodified documents. This qualitative case study examines the intersection of a Native-owned casino, revenue-sharing with its host community, and the impact of tourism marketing efforts vis-à-vis funds provided to the community’s tourism agency. Specifically, this report studies downtown Niagara Falls USA from the time period between 2006 and 2016, and seeks to determine whether and how funds from Seneca Niagara Resort & Casino boosted tourism marketing efforts by Niagara Tourism & Convention Corporation (NTCC). Caring for our nation's veterans is a responsibility of the federal promise that began with a promise by Abraham Lincoln on the event of his second inauguration. The 2017 National Defense Authorization Act requires the Army to recruit an additional 16,000 enlisted personnel and retain an additional 9,000 soldiers by the end of September 2017, with the Army offering enlistment bonuses of up to $40,000 and upwards of $10,000 for soldiers willing to extend their contracts for one year (Myers, 2017). The NY SAFE Act is a controversial gun control law in New York State. Since its passage on January 15, 2013, it has been the source of a continuing controversy. The primary purpose of this study is to explore the reactions of New York State (elected) county clerks tasked with the law’s implementation. In this phenomenological study, semi-structured interviews were conducted with 11 county clerks across New York State. The researcher asked various questions about how the SAFE Act has affected their offices. Preschoolers that have obtained Non-Accidental Injury (NAI) from familial child abuse are in need of having a unique place for neurorehabilitation in correlation with traditional therapies. My thesis project suggests adding an exhibit annex to an existing giant panda exhibit that will give preschoolers an opportunity to help develop new neuropathways when exposed to mediation and creative activities. Meditation and creative activities are being examined by neuroscientists as an aid in neuroplasticity after brain injury.
