This chapter examines recent developments in the U.S. competitive position from both economywide and sector-specific perspectives. At the former level, competitiveness may be measured by comparing the average of domestic prices or costs with those abroad, after allowing for changes in exchange rates; while at the disaggregated level, the price and cost comparisons are carried out with respect to sectors, industries, and products.

Batek Negritos from the vicinity of Taman Negara National Park in West Malaysia are a hunting and gathering people presently experiencing rapid encroachment by the modern world. Under the authority of the Malaysian government, they are being encouraged to settle and to emulate Malay subsistence farming communities. With regard to the trading order, questions have arisen about the benefits from freer trade at a time when more countries are turning to managed trade and protectionist sentiment is on the rise. Some believe that the international financial system, for its part, no longer facilitates the transactions of goods but dominates them. This chapter examines the effects of recent U.S. policies on such "external" variables as exchange rates and the balance of trade. It also examines their repercussions for America's principal trading partners. The focus is on adjustment in the short run and on the role of price and wage rigidities in bringing about the observed results. The chapter begins with a brief review of the major developments and then proceeds to an analysis of the relevant interrelations. An appendix provides a more formal treatment of the major analytical issues.

For at least the last ten years cross-cultural research on the cognitive consequences of education has been dominated by the theoretical dichotomy between "formal" and "informal" education. The paradigm of formal education is the style of schooling developed in the industrialized West. It has been defined as any form of education that is deliberate, carried on "out of context" in a special setting outside of the routines of daily life, and made the responsibility of the larger social group. A feasibility design and cost estimate was completed for a 1 megawatt photovoltaic (PV) facility which would float on an island reservoir at Catalina Island off the coast the coast of Southern California. If built, this project would be one of the largest PV operating facilities to date and also the first floating PV system. The modular facility consists of 250 floating platforms each supporting 430 square feet of flat panel PV cells. This facility would provide 25% of Catalina's yearly peak energy demand and reduce the amount of diesel fuel used.

An approximation method is provided for calculating the present worth of nonintegrable continuous cash flows that have common industrial economic applications. Two limiting cases of particular use in engineering screening analyses are given for each model. Practical examples are presented to illustrate the application of the cash flow models to manpower reductions due to computerized process control and to cash flows for a pollution-abatement facility.

So much has been done in the name of nuclear deterrence, so much destructive power built by ourselves and the Russians that it may seem rather late in the day, not to say absurd, to wonder whether or not mutual deterrence really occurs and ask what evidence can be adduced to prove it. Yet such a question may be essential to an understanding of international nuclear politics. The problems thus posed are difficult, however, and cannot be solved by direct means. Flat Plate Solar Collector Materials (And Designs With An Economic Methodology For Optimizing Collector Design), Michael L. Day '79, Donald S. Remer, Daniel Hyatt '82

The desirability of specific materials and designs for conventional flat-plate solar collector components is considered. Then a methodology for choosing the most economic component is presented, consisting of a computer simulation and a rate-of-return analysis. The effect of rising conventional fuel costs is examined. Examples of using the methodology are given, based on Southern California climatic and user-demand conditions. Selective absorber-plate coatings and film inner glazing are shown to be economic, yielding a rate-of-return of 23 percent and 29 percent, respectively.

New perspectives are presented on the material interface with the three E's -- Energy, Environment, and Economics. The past, present, and future energy picture is described from 1850 through the year 2030. The major energy sources such as oil, natural gas, coal, nuclear, and several new emerging energy options are compared and contrasted. The lead time, capital, and materials required for bringing on-stream new energy sources is described. Previous U.S. energy forecasts are reviewed and are found to be too optimistic. The major message of this report is that juvenile diversion, as practiced by the three Sheriff's Department Projects in southeast Los Angeles County, appears to be quite successful. The accomplishments of these three projects were assessed with regard to two primary goals: 1. Reduction of the number of juveniles referred further into the juvenile justice system (probation and the courts) by law enforcement. 2. Reduction of the incidence of juvenile delinquency among youthful offenders subsequent to diversion. 1. A number of analyses of contemporary Chinese society have centered on the presumed conflicts between politically reliable "reds" and technically proficient "experts." This article challenges this mode of analysis by indicating the multi-dimensionality of both categories and by setting them in their historic and cultural contexts. Particular emphasis is accorded to the importance of organizational affiliation in defining the social role of the expert. A short history of the interaction between organizational development and the role of the expert is presented, along with some considerations of future trends in this area.

Policy Choices In An Open Economy: Some Dynamic Considerations, Sven W. Arndt

Decision rules for stabilization policy in an open economy are examined under alternative specifications of the balance of payments. In particular, distinction between interest-sensitive debt capital and equity capital which responds to an activity variable alters the comparative static properties of instrument assignment. Various aspects of dynamic adjustment are further investigated in a context in which time is endogenous and in which the decision process minimizes a criterion function. It is shown that traditional one-to-one pairing of targets and controls may be inferior to assignment of clusters of instruments to some targets for specified time intervals.

The major purpose of this ongoing research program is to determine how students are affected by the colleges they attend (Astin, Panos, and Creager, 1966). Consequently, subsamples of the original groups of participating students have been periodically followed up. These follow-up surveys consist in part of post-tests on selected items administered previously in the Freshman Information Form and in part of items that cover the student's experiences and achievements at his institution, his aspirations and plans for the future, his perceptions and evaluations of the college environment, and his educational outcomes and academic standing.
