This study is to assess the effects or impacts of construction and operation of the Dickey-Lincoln hydroelectric project upon the people in the St. John Valley, Maine, and New England. Having determined the effects of the project, a second objective is to discuss mitigation of defined adverse impacts. More specifically, this study attempts to identify adverse impacts and deal with how to minimize such impacts if at all possible.

Dickey-Lincoln School Lakes Project
The regional scope of this study (a three state area of approximately 33,000 square miles) necessitated an initial investigation to determine what data was available. Known and potential sources of data were identified through the use of the Environmental Data Reconnaissance Report* prepared by Comitta Frederick Associates for the United States Depart-ment of the Interior in March 1976. The collected data was then analyzed for its accuracy, reliability, mappability and compatibility with the scope of this study.

This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied. Revised draft combines data previously published in two separate impact statements prepared by the corps relating to the dams, reservoirs and power plants and by the U. S. Department of Energy for transmission facilities to link the St. John River development to the New England power grid. This report was under-taken primarily to evaluate the impact that the construction of the Dickey-Lincoln project would have upon the resources of the Upper St. John River, and to examine the assertion that the Dickey-Lincoln project constitutes a wise use of the public's environmental and economic resources. Since the case that has been made for the construction of the Dickey-Lincoln project rest primarily on the justification of the project in economic terms, this aspect of the project proposal will be intensively explored.

The problem of calculating the reliability of a complex system of interacting elements is delineated to a linear system, no element of the system having a reliability distribution in terms of any other e1ement of the system, where only one path is taken through the system at a time. A precise definition is then developed to specify the reliability of the linear, single path at a time, system. A precise and concise generating function is found that effortlessly produces the reliability of the linear, single path at a time, system directly from the reliability flew graph of the system.

The writer sought an improved approach for teaching theory of electronics to high school students. This approach was intended to require less expense and time needed to provide classroom instruction on electrical theory.
The purpose of this study were to:
(1) Prepare a number of demonstrations to illustrate phenomena associated with coils or inductors and their use in practical electronics.
(2) Prepare equipment and gather parts needed to perform demonstrations. Ease of construction and economy were important considerations.
(3) Evaluate the effectiveness of the demonstrations on student comprehension and the ability to apply information taught.
