This dissertation explores how to better manage resources in mobile networks, especially for enhancing the performance of Unmanned Aerial Vehicles (UAV)-supported IoT networks. We explored ways to set up a flexible communication architecture that can handle large IoT deployments by making good use of mobile core network resources like bearers and data paths. We developed strategies that meet the needs of IoT networks and enhance network performance. Load sharing and synchronization techniques are essential for modern automation applications where single motor systems cannot meet the application requirements. Evenly sharing the load between multiple motors can increase the output of processes and reduce maintenance efforts due to uneven wear and tear. A commonality in the many applications and domains where signal processing (SP)is applied is the detection of events. Detection in SP requires the identification of the occurrence of an event, within a signal, and distinguishing the occurrence from no event. In a classical application of SP, seismologists seek to detect abnormalities in an electromagnetic (EM) signal to detect or not detect the occurrence of an earthquake, represented as an anomalous EM pulse. The novel ARMAS-SOM framework fuses collaborative all-source sensor information in a resilient manner with fault detection, exclusion, and integrity solutions recognizable to a GNSS user. This framework uses a multi-filter residual monitoring approach for fault detection and exclusion and is augmented with an additional "observability" EKF sub-layer for resilience. We monitor the a posteriori state covariances in this sub-layer to provide intrinsic awareness when navigation state observability assumptions required for integrity are in danger. Narcotics smuggling across the Caribbean Sea is a growing concern for the United States Coast Guard. One vector for this illicit trafficking is via small aircraft. This thesis proposes a multi-static radar architecture using the Global Positioning System (GPS) constellation as a transmission source to detect these aircraft as they transit a detection fence. The system developed in this thesis relies on the forward-scatter phenomenon in which a radar shadow is cast by a target as it crosses in front of a transmitter, creating a measurable difference in the signal amplitude at the receiver. Grid-based electrical infrastructure is unavailable at many remote locations including developing nation communities, isolated construction sites, and military contingency bases. Powering these locations with diesel generators requires regular fuel resupply, resulting in increased costs, environmental impacts, and burdensome logistics—making generators an obstacle for energy resiliency and sustainability. This research examines using solar renewable energy systems to replace generators at remote locations and presents a multi-objective optimization model that minimizes logistics variables. Replacing a single deployed generator would save over 500,000 gal of fuel annually, eliminating the need for 100 fuel tanker deliveries.

Battery equalizers are widely used in multi-battery systems to maintain balanced charge among individual battery cells. While the research on the hardware realization of battery equalizers has received significant attention, rigorous analysis of battery equalization from the system's point of view remains largely unexplored. In this research, we study three types of battery equalization system structures: series-based, layer-based, and module-based. Specifically, we develop mathematical models that describe the system-level behavior of the battery equalization processes under these equalization structures. A computer tool to aid in selecting the best Automatic Target Recognition (ATR) algorithm is developed. The program considers many quantifiers, accepts user-defined parameters, allows for changes in the operational environment and presents results in a meaningful way. It is written for Microsoft Excel. An ATR algorithm assigns a class label to a recognized target. General designations can include "Friend" and "Foe." The error of designating "Friend" as "Foe" as well as "Foe" as "Friend" comes with a high cost. Studying each algorithm's error can minimize this cost. Prescriptive models used to allocate resources for network improvement traditionally have used reliability or flow as Measures of Effectiveness (MOEs). Such metrics do not give value to efforts which make a component more difficult to exploit. This study developed an entirely new MOE for stochastic network improvement, flow damage utility, which uses a two person, zero-sum, non-cooperative game to optimize a probabilistic network for an estimate of expected flow minus performance degradation after a worst case component loss. A new saliency metric and a new saliency screening method are developed. This new metric, the SN saliency metric, is based upon signal-to-noise ratios, where the signal is provided by a sum of squared weights associated with a given feature, and the noise is based upon a sum of squared weights associated with a reference noise feature which is injected into the data. The resultant metric allows for a direct comparison of the feature of interest with a reference noise feature which is known to be nonsalient. A Multiple Model Adaptive Estimation (MMAE) algorithm is implemented with the fully nonlinear six-degree-of-motion, Simulation Rapid-Prototyping Facility (SRF) VISTA F-16 software simulation tool. The algorithm is demonstrated to be capable of identifying flight critical aircraft actuator and sensor failures at a low dynamic pressure (20,000 ft, .4 Mach). Research included single and dual complete failures. Tuning methods for accommodating model mismatch, including addition of discrete dynamics pseudonoise and continuous measurement pseudonoise, are discussed and demonstrated. Scalar residuals within each filter are also examined and characterized for possible use as an additional failure declaration voter. Robustness to sensor failures provided by …
