Archival Discretion: A Survey On The Theory And Practice Of Archival Restrictions, Katrina Windon, Lydia M. Tang
Archival Discretion: A Survey On The Theory And Practice Of Archival Restrictions, Katrina Windon, Lydia M. Tang
Journal of Contemporary Archival Studies
In 2019, the Society of American Archivists’ Privacy and Confidentiality Steering Committee surveyed SAA members with the goal of identifying current practices and concerns across the field regarding archival access restrictions. Survey results yielded rich and sometimes contradicting information about how archivists approach access restrictions in theory and practice. The authors explore the survey methodology and results. Key observations include the ubiquity of restricted collections across archival repositories; the influence of donors on repositories’ restriction decisions; and variances in approaches to administering, tracking, and lifting expired restrictions.
Not having a comprehensive codified professional standard for privacy and restrictions is entirely …

Affective Risk Perceptions Toward Travel In A Covid Era: Policy And State Political Influences, Chloe Riley
Affective Risk Perceptions Toward Travel In A Covid Era: Policy And State Political Influences, Chloe Riley
Theses and Dissertations
This paper aims to analyze the influence of state political affiliation and policy on affective risk perceptions, in the context of COVID-19. The study of risk perceptions in the travel literature is important because it can help industry leaders predict tourist decision-making and ensure feelings of safety for travelers. The relevance of risk perceptions has become even more apparent since the start of the COVID-19 pandemic. This study analyzes three policies put into place to mitigate the spread of COVID-19: mask mandate, cancellation of public events, and school closures. Affective risk perceptions were measured by the Tourism Crisis Management Initiative’s …

Works of the FIU Libraries
The FIU Librarians will reveal the statistics from a pilot program to formalize their Incident Management and Problem Management processes using the LibAnswers ticketing system on Springshare's LibGuides CMS. The ticketing system allowed the librarians to track the effectiveness of their troubleshooting steps, measure turnaround time for resolution, and manage their transition to new products and services. The pilot program enhanced interdepartmental communication, improved customer service outcomes, increased transparency, and identified trends and potential problems before they became widespread issues.
Applying Design-Led Approaches To Public Sector Innovation: A Case Study Of New Zealand’S Service Innovation Lab, Jane Lehtinen
Applying Design-Led Approaches To Public Sector Innovation: A Case Study Of New Zealand’S Service Innovation Lab, Jane Lehtinen
DRS Biennial Conference Series
This paper adds to emerging research on the application of design-led approaches to public policy and services by public sector innovation labs. It presents key findings from the first in-depth case study on the New Zealand government Service Innovation Lab, which operated between 2017 and 2020 as part of broader public sector efforts for citizen-centric digital transformation. Based on a thematic analysis of semi-structured interviews and organizational documentation, it discusses how the challenges of applying the Lab’s design-led approach in this public sector context were navigated by professionals involved with the Lab over time. The findings reveal that to navigate …

Co-Designing Public Value: Collective Ownership Of Outcomes In The Public Sphere, Jez Bebbington, Leon Cruickshank, Niall Hayes
DRS Biennial Conference Series
Design principles and practices have contributed substantially to the discipline of public management, particularly over the last decade. Service design, design for policy, and design for social innovation demonstrate the increasing degree of convergence between design and public management. This paper considers the concept of ‘creating public value’, at a strategic level beyond specific policies and services, from a co-design perspective. The paper explores opportunities for co-design principles and methods to contribute to the creation of public value - via policy design and enactment - through the examination of public value and co-design literature. Implications for co-designers and policymakers are …

Psychosocial Considerations For The Child With Rare Disease: A Review With Recommendations And Calls To Action., Leslee Belzer, Margaret Wright, Emily J. Goodwin, Mehar N. Singh, Brian S. Carter
Manuscripts, Articles, Book Chapters and Other Papers
Rare diseases (RD) affect children, adolescents, and their families infrequently, but with a significant impact. The diagnostic odyssey undertaken as part of having a child with RD is immense and carries with it practical, emotional, relational, and contextual issues that are not well understood. Children with RD often have chronic and complex medical conditions requiring a complicated milieu of care by numerous clinical caregivers. They may feel isolated and may feel stigmas in settings of education, employment, and the workplace, or a lack a social support or understanding. Some parents report facing similar loneliness amidst a veritable medicalization of their …

A New Lens: Using The Policy, Systems, And Environmental Framework To Guide Community Development, Caroline Backman, Clea Rome, Laura Ryser, Rebecca Sero, Debra Hansen
The Journal of Extension
Extension is uniquely positioned to deliver data-driven solutions to complex community issues with University applied research, particularly through crises like COVID-19. Applying the Policy, Systems and Environmental (PSE) framework to community development is an effective, innovative approach in guiding Extension leaders to create, document, and share long-term transformative change on challenging issues with stakeholders. Beyond the public health sector, applying a PSE approach to community development provides leverage points for population-level benefits across sectors. This article describes current public health approaches, methodologies, and how the PSE framework translates to other programs with four examples of high-impact, systems level Extension projects.
Justifying Injustice: How Caricatured Depictions Of African Americans Impacted Worldwide Perception, Jaida Noble
Justifying Injustice: How Caricatured Depictions Of African Americans Impacted Worldwide Perception, Jaida Noble
Global Honors Theses
Despite racist depictions of African Americans in art seeming to be behind us, the consequences of such representation, including the baggage of stereotypes alongside them, live on. This paper will argue that the racist caricaturing of Black people throughout history has been used as a form of propaganda, affecting the overall perception of African Americans and influencing policies that have determined them as belonging to the lower levels of the American caste system.
A Comparative Analysis Of Best Practices In A Facial Recognition Policy For Law Enforcement Agencies, Terry H. Smith
A Comparative Analysis Of Best Practices In A Facial Recognition Policy For Law Enforcement Agencies, Terry H. Smith
College of Education Theses and Dissertations
Facial Recognition Technology (FRT) and the plethora of applications that have adopted this technology have exploded in the last decade. Most people have probably heard about local law enforcement agencies utilizing FRT to catch criminals, locate missing persons, and provide large-scale event security. Law enforcement's use of FRT has been criticized since its implementation. Critics have lambasted FRT, citing inaccuracy of the technology; potential race, age, and gender bias; the collection and retention of images; and a lack of governing standards as to when the technology can be applied. In addition, the lack of transparency has been met with fierce …

Postsecondary Students With Disabilities: The History Of Higher Education Legislation, Toby Tomlinson Baker
Postsecondary Students With Disabilities: The History Of Higher Education Legislation, Toby Tomlinson Baker
The Scholarship Without Borders Journal
Legislation for SWDs led to the enrollment of postsecondary students with disabilities (SWDs) in higher education, but it has also created the increased prevalence of dropouts among postsecondary SWDs (NCES, 2020) Although postsecondary disability status has garnered attention, it continues to be neglected as a political need in higher education. Historically, postsecondary students with disabilities were discouraged from attending higher education settings (Madaus & Shaw, 2004). Disability laws were amended decades later, and therefore impacted the progress of students with disabilities. Thus, SWDs did not attend college since there was minimal activism by individuals seeking greater access to colleges and …
Sewage And Pathogen Contamination In Urban Streams In Schenectady In The Lower Mohawk Watershed, Joanna Wright
Sewage And Pathogen Contamination In Urban Streams In Schenectady In The Lower Mohawk Watershed, Joanna Wright
Honors Theses
Urban streams are becoming increasingly polluted by anthropogenic activity, and in Schenectady (NY) two primary stressors include poor wastewater infrastructure and road salt use. Urban streams in Schenectady include Mill Creek and Cowhorn Creek that empty into the Binnekill (feeder to the Mohawk), and the Hans Groot Kill that empty directly into the Mohawk River. These streams were sampled to evaluate water quality and analyzed for pathogens. This study is primarily focused on fecal indicator bacteria (FIB) Enterococcus, which is an EPA-approved method of determining surface water quality and it is an established indicator of sewage in waterways. The average …
The Effects Of “No Pro Homo” Policies On Lgbtq+ Perceptions In The American South, Isabella L. Brocato
The Effects Of “No Pro Homo” Policies On Lgbtq+ Perceptions In The American South, Isabella L. Brocato
Honors Theses
Five states in the American South currently have “no pro homo” policies in place, while an increasing number of bills targeting discussions about sexuality and gender identity in public schools are being introduced to House floors around the country. Although there is extensive research on the ways in which these policies put the physical and mental well-being of LGBTQ+ students at risk, there is little to no research about how they shape public perceptions of the LGBTQ+ community collectively. With inspiration from Kenneth and Mamie Clark’s social science study cited in Brown v. Board of Education (1954), this study works …
The Effects Of School Selectivity On Student Loan Default Rates, Joshua Snapp
The Effects Of School Selectivity On Student Loan Default Rates, Joshua Snapp
Culminating Projects in Economics
The student debt crisis is one of the most prominent financial problems facing the United States today. As of 2018, the student loan market is now the largest source of non-mortgage household debt in the United States. Using data from 4-year public universities in the United States from 2013 to 2018, I examine the relationship between school selectivity and student loan default rates. I employ an OLS model with measures of selectivity defined as ACT scores of incoming freshmen and admission percentages of universities. Where higher ACT scores and lower admission percentages signify an increase in school selectivity, I find …

Subjective Wellbeing Among University Students And Recent Graduates: Evidence From The United Kingdom, William E. Donald, Denise Jackson
Research outputs 2022 to 2026
This study compares students’ and recent graduates’ perceptions of their subjective wellbeing and offers support mechanisms and resources to enhance wellbeing in higher education. Survey data were collected in September 2021 from 414 UK-based higher education students and recent graduates on their self-perceived subjective wellbeing in March 2020 (before COVID-19 regulations restrictions) and September 2021 (18 months later). Findings showed that subjective wellbeing scores fell for almost three-quarters of university students and recent graduates between March 2020 and September 2021. Interestingly, around one-fifth of participants reported increased subjective wellbeing scores whilst the remaining participants reported no impact. Positive impacts of …
Unveiling The Mask Of Post-Race Legitimacy: Preserving White Supremacy Through The Use Of Colorblind Racism In Policy Preference, Vanessa Gonzalez
Unveiling The Mask Of Post-Race Legitimacy: Preserving White Supremacy Through The Use Of Colorblind Racism In Policy Preference, Vanessa Gonzalez
Senior Theses
Recent literature has brought attention to an avoidance of race-talk among Whites that not only attributes social inequalities to non-racial factors, but challenges the existence of racism at all, and reinforces the power of white supremacy in a way that is hard to detect. The paradigm shift from Jim Crow to colorblind racism simply demonstrates a practice of oppression that has been redefined and reshaped, but the foundation of our society that has been built on white supremacy and racial inequality has yet to change. In order to preserve this foundation, colorblind ideology has been used to implement coded language …

The Art And Dark Of Assessments: A Literature Review And Personal Arts-Based Research, Liza Dennis
Expressive Therapies Capstone Theses
This critical literature review and personal arts-based investigation provides a brief history, a summary of the current use, and limitations of mental health and art therapy assessments today. Every individual is uniquely and authentically created from a combination of biological attributes, surroundings, personal experiences, and preferences. We share commonalities such as interests, values, morals, culture, religion, age, etc., but this is not to say that we will behave or respond identically in any situation. Therapists must learn how to adapt and use appropriate tools and measures for each client's specific needs, however, there is no specific training or precise guidelines …
Our Streets: Increasing Equity In Active Transportation Planning Through Community Outreach, Jordan Hoy
Our Streets: Increasing Equity In Active Transportation Planning Through Community Outreach, Jordan Hoy
Master's Projects and Capstones
ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. Despite the fact that communities of color will benefit the most from active transportation infrastructure development, historical disenfranchisement in tandem with a lack of diverse representation within public participation contributes to an inequitable distribution of walking and biking investments throughout the city of San Francisco. While research shows that Black …

Will Reducing Drug Prices Slow Innovation?, Gregory Vaughan, Fred Ledley
Mathematical Sciences Faculty Publications
The pharmaceutical industry has long argued that high drug prices reflect the high cost of innovation and that reducing drug prices would necessarily slow the pipeline of new drugs. These arguments have been bolstered by studies of large pharmaceutical companies showing statistical associations between the projected market size or revenue for pharmaceutical products and research & development (R&D) activity. Our analysis recognizes the increasingly important role of small biopharmaceuticals in drug development , companies that typically have little revenue and negative earnings, but are now responsible for more than 40% of new drug approvals. We examine the relationship between changes …
