As the factual nature of legal inquiry has become increasingly apparent over the past century, courts and commentators have fallen into the habit of labeling the facts behind the law “legislative facts.” Loosely, legislative facts are general facts courts rely upon to formulate law or policy, but that definition is as contested as it is vague. Most agree that legislative facts exist in some form or another, but few agree on what that form is, on who should find them, and how. This Article seeks to account for and resolve that confusion. Broken Promises: Prolonged Diminished Quality-Of-Life Among Liberian Ebola Survivors Half A Decade After The 2014-16 West African Outbreak, Jessi Hanson-Defusco, Decontee Davis, Meghana Bommareddy, Zainab Olaniyan

Journal of Social, Behavioral, and Health Sciences

The 2014–2016 Ebola outbreak left thousands of Liberian survivors with severely diminished quality of life. Applying a social determinants framework, this mixed method study investigates to what extent Ebola virus disease (EVD) survivors suffer long-haul psychosocial stress, diminished quality-of-life factors, and the impact of EVD-related service provisions on their ongoing healing. We present the results of a quantitative analysis survey of data collected from 19 Liberian EVD survivors in 2022 using snowball sampling. Additionally, a qualitative analysis of survivor statements helps triangulate key statistical findings and inform causal mechanisms. The paper is a study of NIMASA Act on the development of indigenous maritime capacity since its enactment in twenty years ago with so much promises and expectations from various stakeholders in the Nigerian shipping industry. The Policy Implementation theory was utilized as framework for the study. In carrying out this research study, both primary and secondary data were used. Cities and the Environment (CATE)

The City of Houston’s Parks and Recreation Department (HPARD) created a first-of-its-kind Nature Preserve Ordinance to protect existing natural habitat within 26 parks totaling 7,423 acres of land. The purpose of this ordinance is to preserve and protect, in perpetuity, city-owned natural areas by regulating public use and development of these lands. The policy protects threatened ecosystems, important water resources, and locally rare plant and wildlife populations.

Background: Registered Dietitian Nutritionists and other health professionals should be involved in advocacy efforts related to food access and health care. However, education about, and opportunities to actively participate in, public policy are often limited for dietetics students. The goal of this project was to identify how dietetics programs meet ACEND standards relating to public policy in their current and/or accredited program. Methods: An online survey was sent to dietetics faculty at U.S. higher education institutions. China highlights the flaws and limitations of the World Trade Organization’s dispute resolution process. China’s importance in the global economy led to its selection. The paper overviews China’s accession process, the two initial safeguards against subversion—the Transitional Product-Specific Safeguard Mechanism and the Transitional Review Mechanism, and how the Product-Specific Safeguard Mechanism and the Transitional Review Mechanism, and how the WTO’s process can be subverted. The paper also analyzes the WTO process subversion counterapproaches used by other Member States, mainly the United States. This manuscript extends Romagnoli’s manuscript with specific illustrations of the ways grade point averages can be interpreted in context along with a call for a much more nuanced approach to data by policy makers and decision makers.

A General Model Of Good Executive Leadership In Policy Contexts, Thad Williamson

Interdisciplinary Journal of Leadership Studies

This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

Taking the perspective of a member state and its industries, it focuses on how stakeholders—EU bodies, industry associations, companies, and the state—communicate and collaborate while having divergent interests. The research approach combines perspectives from business studies and international political economy to explore stakeholder engagement and bargaining in formulating circular economy aims in a multi-stakeholder network. Demographic aging is accelerating in the Appalachian Region, resulting in a growing proportion of caregivers living in areas that lack services to support their needs. Strategies are urgently needed in Appalachia to address deficiencies in the region’s long-term supports and services for older adults and their caregivers. Strengthening equitable access to care and community supports for family caregivers is a policy priority for state and community leaders in Appalachia.

Today’s ocean and coastal governance system is made up of singular laws and government agencies, the product of years of evolution. In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.
