The Lived Experience Of Flexible Education – Theory, Policy And Practice, Stuart R. Palmer

Journal of University Teaching & Learning Practice

The range of rationales that underpin conceptions of flexible education, and the re-making over time of the official meaning of flexibility in national education policy, have led to the point where flexibility might be found, or be required, in nearly every aspect of Australian higher education. This paper seeks to identify those rationales and the development of public policy rhetoric that have framed the development of the meaning of flexible education over time in an Australian context. By considering the intersection of theoretical and policy perspectives on flexible education with the realities of teaching and learning practice in the discipline …

Latin American Energy Dialogue, White Papers and Reports

The Washington-based Inter- American Development Bank earlier this year announced the approval of a $30 million medium- term financing facility for a Honduran bank to support loans to environmentally sustainable projects. The bank is developing a portfolio of loans to small- and medium-sized businesses in biofuels and other sustainable sectors. How important is lending to small- and medium-sized energy companies for their success? What challenges do banks face in Central America, in terms of regulatory measures or political uncertainty, as they seek to tap the SME market and emerging-industry businesses like those in the clean energy sector?

Memo To The Sec On The Proposed Rule On Disclosure Of Payments By Resource Extraction Issuers, Perrine Toledano

Columbia Center on Sustainable Investment Staff Publications

CCSI strongly supports the transparency of contracts and tax flows. CCSI shares the belief of many stakeholders that transparency is essential to leverage extractive industries for sustainable development and is in the mutual interest of all stakeholders. However, some industry players continue to voice the concern that increased transparency would be harmful for their business. Therefore, CCSI is working to also establish the business case for transparency.

In one such case, some industry players have been lobbying against the regulations developed by the Security and Exchange Commission to implement the mandatory disclosure provisions of the Dodd Frank Wall Street Reform …

Résonances Politiques Du Cahier D’Un Retour Au Pays Natal, Entre Hier, Aujourd’Hui Et Demain, Jérôme Roger

Présence Francophone: Revue internationale de langue et de littérature

The article shows that the Return to my Native Land by Aimé Césaire, facing the French literary standards, is a poem by the strangeness that rout and bother to any form of falsification of history, in any situation of ideological mystification, as well as any attempt at annexation heritage. Misunderstanding of reception in France among the most famous poets in the 1950s are a particularly significant example and invite you to reread the poem of Césaire as the tragedy of a timeless voice, open to our common future.

Teaching Implications Of Gifted And Talented Learners Within The Mainstream Classroom, Michelle Reid

Journal of Student Engagement: Education Matters

The purpose of this paper is to present the key implications for New South Wales classroom teachers that arise from the New South Wales gifted and talented policy, in conjunction with associated implementation documents and guidelines. Standards outlined within the policy and supporting documents show that it is the responsibility of teachers to identify gifted and talented learners in the mainstream classroom, establish and develop communicative and collaborative home–school partnerships and, further, implement appropriately differentiated curricula to adequately challenge gifted and talented learners. Through these actions, gifted and talented students will be more able to successfully develop their skills and …

El Paso Economic Development System Review & Recommendations, Edward Feser

Edward J Feser

This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

Will The Ethanol Sector In Brazil See Major Changes?, Inter-American Dialogue's Latin American Energy Advisor

Latin American Energy Dialogue, White Papers and Reports

Brazil's Sugarcane Industry Association (UNICA) further decreased its forecast for the 2011- 2012 harvest in the south center region, which is responsible for 90 percent of the country's production. The organization now expects a drop of some 12 percent from the 2010-2011 harvest of 557 million tons. Among the reasons for the fall in output are lower agricultural productivity, unfavorable weather conditions and new diseases and infestations. Is the ethanol sector likely to see similar problems in the future? What role will biofuels play in Brazil's short to medium term energy future? Is the government likely to make any significant …

Film Policy And The Coming Of Sound To Cinema In Colonial Korea, Brian M. Yecies Nov 2011

Film Policy And The Coming Of Sound To Cinema In Colonial Korea, Brian M. Yecies

Dr Brian Yecies

During the transition between silent and sound cinema in Korea (1929-1939), Japanese colonial film policies established stringent market barriers for local Hollywood distribution exchanges and simultaneously increased opportunities for domestic Korean and Japanese film productions. The Government-General of Korea enacted regulatory initiatives, including film censorship, as part of Japan's larger imperial agenda aimed at strengthening and expanding its Empire. In turn, the domestic film industry in Korea was invigorated and modernized by a number of Korean film people (younghwa-in) who gained valuable experience and training while travelling back and forth between Korea and Japan. Korean film pioneers innovated local solutions …

[Review Of The Book Private Pension Policies In Industrialized Countries: A Comparative Analysis], Gary S. Fields

Gary S Fields

[Excerpt] John Turner and Noriyasu Watanabe have written numerous articles and books on pensions and employee benefits. In this collaborative effort, they synthesize a great deal of institutional and analytical material on a wide range of countries, including those typically regarded as industrialized (most of the OECD countries are the subjects of case studies and illustrations) and those that would probably be happy to learn that they now fall into that category (in particular, Chile and Argentina). The book is both accessible (there are no equations in sight) and analytical.

The Precautionary Principle In Australia: Policy, Law And Potential Precautionary Eias, Warwick Gullett

Warwick Gullett

The precautionary principle has been adopted in such a widespread fashion that it is now difficult to find in either the international environmental arena or countries with advanced environmental protection frameworks an environmental policy document, a new environmental law, or even a political statement about environmental management that does not include a reference to the principle or reflect some of the core ideas of the precautionary concept. References to the principle can be found in documents produced by organizations such as the European Environment Agency, the World Trade Organization, and of course the United Nations; in numerous environmental treaties ranging …

This paper examines the role of urban agriculture as one such strategy within the local context of Cleveland, Ohio. This paper presents an analysis of the city’s growing urban agriculture movement with a focus on municipal policies supporting the practice of urban agriculture, including eighteen interviews with individuals knowledgeable about the development …

Electronic Theses and Dissertations

This dissertation investigates a major change in U.S. Government research and development policy away from its traditional mission-based model, toward a distinctly commercially-oriented research approach. The SEMATECH project is offered as an example of a Government Industry Partnership (GIP) dedicated to the development of dual-use programs (DUP) with the stated purpose of regaining technological superiority and market dominance in the production of a technology that had significant implications to national economic and military security. The study, builds upon the previous research of Horrigan, 1996; Porter, 1990; Geisler, 1993, 1997, 2003; Fong, 2000; Harlen 2008, 2010; and Brown, 2010. The study …

Deepwater Drilling: Law, Policy, And Economics Of Firm Organization And Safety, Mark A. Cohen

Vanderbilt Law Review

Nathan Richardson 64 Vand. L. Rev. 1853 (2011) Although the causes of the Deepwater Horizon spill are not yet conclusively identified, significant attention has focused on the safety-related policies and practices-often referred to as the safety culture-of BP and other firms involved in drilling the well. This Article defines and characterizes the economic and policy forces that affect safety culture and identifies reasons why those forces may or may not be adequate or effective from the public's perspective. Two potential justifications for policy intervention are that: (1) not all of the social costs of a spill may be internalized by …

Whole-School Mental Health Promotion In Australia, Phillip Slee, Katherine Dix, Helen Askell-Williams

Dr Katherine Dix

Although there is increasing recognition internationally of the significance of social and emotional health and wellbeing for the healthy development of young people, the levels of support that governments provide for mental health policy and program initiatives vary widely. In this paper, consideration is given to Australia's approach to mental health promotion from early years to secondary school, including specific reference to the KidsMatter Primary mental health promotion, prevention and early intervention initiative. Although it is now well established that schools provide important settings for the promotion of mental health initiatives, there are significant challenges faced in effectively implementing and …

Smoked Success? Social, Cultural, And Legal Changes In The United States, Japan, And France Have Led To A Decline In Tobacco Use. Yet, Teenagers Refuse To Budge!, Dalila V. Hoover

Dalila V Hoover

Once considered a part of everyday life, tobacco consumption has become a global public health crisis that has transcended national borders. By the end of 2011, tobacco will have killed nearly six million people, including more than 600,000 of people exposed to tobacco smoke. If current smoking patterns continue, the toll will nearly double by 2030 with more than 8 million deaths. To safeguard the public’s health, the United States, Japan, and France have taken action to change the acceptability of smoking. Although they have adopted a different approach, they have successfully altered and redefined their cultural perception of tobacco …

State programs and policies implemented between 1991 and 2008 as well as changes in access to contraception and public–private partnerships are discussed. Based on the lessons learned from …

The Effects Of Female Cabinet Ministers On Female-Friendly Social Policy, Amy Atchison Oct 2011

The Effects Of Female Cabinet Ministers On Female-Friendly Social Policy, Amy Atchison

Amy Atchison

A growing literature indicates that the representation of women in legislatures is positively associated with the passage of female-friendly social policy. However, there is little corresponding research concerning the effect of women in cabinet on female-friendly social policy. Yet, almost all advanced industrial democracies are parliamentary democracies, where policies typically originate within the cabinet and governments typically enjoy substantial control over the legislative process. Thus, to the extent that women promote female-friendly policy, women in cabinet positions should be ideally placed to do so, and indeed, possibly be more influential than women in legislatures. The purpose of this study is …

How Should The Dominican Republic Improve Its Power Sector?, Inter-American Dialogue's Latin American Energy Advisor

Latin American Energy Dialogue, White Papers and Reports

Dominican President Leonel Fernández on Oct. 11 inaugurated the largest wind energy farms ever built in the Caribbean nation. The Los Cocos and Quilvio Cabrera farms, which cost some $100 million, will save the country the cost of annual imports of 200,000 barrels of oil, the government said. However, critics say the 33 megawatts that the facilities will inject into to the national grid will do little to address its 600 megawatt ""energy deficit,"" and that the blackouts and other inefficiencies that have plagued the country's electricity grid will not be resolved by the wind farms alone. Is the Dominican …

What Is The Outlook For Paraguay's Electricity Sector?, Inter-American Dialogue's Latin American Energy Advisor

Latin American Energy Dialogue, White Papers and Reports

Paraguayan President Fernando Lugo has pledged to guarantee energy sovereignty for the country, claiming that its complicated energy sharing agreements with Brazil and Argentina are unfair. Paraguay is seeking to export excess power to Uruguay, an important source of revenue, but says that Argentine officials have made unreasonable demands. Are the energy sharing agreements unfair and if so, what changes should be made? How successful has Lugo been in negotiating ""energy sovereignty"" for Paraguay? Is the dispute with Argentina likely to be resolved soon and allow Paraguay to export energy to Uruguay?
