This decree regulates the rational and efficient use of energy, so that the country has greater energy efficiency to ensure full and timely energy supplies, competitiveness of the Colombian energy market, consumer protection and promotion of non-conventional sources of energy. Additionally, this decree creates an Intersectoral Commission for the Rational and Efficient Use of Energy and Non-Conventional Energy Sources.

CURL worked with the National Neighborhood Coalition (a coalition of national and local organizations concerned with building the capacity of neighborhood-level organizations throughout the U.S.) to collect survey data and conduct focus groups that gave NNC an understanding of current and emerging policy issues at the local level. CURL worked with NNC in presenting these results at a Neighborhood Development Trend Summit in Washington, DC in June 2003. The summit engaged community leaders, private and public sector thought-leaders, policy makers, and funders in dialogue about the most significant trends and issues affecting the future of neighborhoods.

This paper examines knowledge sharing processes in digital government projects (DGPs). Although knowledge sharing processes are a central feature of the functioning of government, they have received little attention in the literature. The importance of knowledge sharing has become even more evident with the rise of digital government initiatives, as these have a networking effect on bureaucracies. With multiple agencies and multidisciplinary knowledge coming together, it is necessary to combine and reconnect the required knowledge. Based on empirical data from four DGPs in Switzerland and the United States, a theoretical model for knowledge sharing in DGPs is proposed. The model …

The threat to the international system from the many forms of violent conflict, terrorism being the most prominent among them, is greater today than it was at the end of the twentieth century. This escalation of global conflict has been attributed to the breakup of the Soviet State, increasing ethnic tensions, weak governance at both the nation-state and international levels, and the rise of religious extremism. Each of these factors contributes to instability and the social tensions that lead to violence. Microenterprise Performance: A Comparison Of Experiences In The United States And Uganda, Margaret S. Sherraden, Fred M. Ssewamala, Cynthia K. Sanders

This article compares microenterprise performance in the United States and Uganda. In-depth interview data and published sources suggest that many of the same factors affect business performance in both countries although scale and details vary considerably. Micro, mezzo, and macro strategies are proposed to maximize entrepreneurial effort, reduce barriers, and strengthen institutional and policy support in both contexts.

Asset-building policy is a complementary alternative to income replacement policies that simply subsidize short-term consumption (Sherraden, 1991). This approach may seem novel, but the Homestead Act provides historical precedent for federal involvement in promoting asset development for individuals. This one policy allowed 1.5 million households to receive 246 million acres of land. More importantly, it provided a tangible asset that could also benefit future generations.

High levels of wealth inequality, combined with insufficient policymaker attention to the asset base of the poor, warrant discussion of emerging public policies to build assets for the poor. This paper summarizes current federal asset-building policies; offers principles and guidelines for designing and advancing more ambitious policies to build assets; and proposes nine specific policy options to build assets inclusively.

In July 2000, the Taipei City Government launched an anti-poverty program, Taipei Family Development Accounts, which drew heavily on Sherraden’s asset-based welfare theory, and was to provide matched savings accounts for low-income families in the City. Abstract Over the past decade, policy makers in developed countries have begun to pay increasing attention to reform of the long-term care system for the frail elderly and younger people with disabilities. A continuum of strategies have generated interest, including integrated systems of care with agency/professionally managed service packages on the one end, and programs offering cash benefits along with the flexibility to decide how to best use these funds to meet individual needs and preferences, on the other. This Article will provide a brief review of the purpose and history of punitive damages. It will then examine the various reforms adopted by the states, with a particular focus on "split-recovery" laws that require punitive damages recoveries to be shared with the state or a state-specified fund. This Article explains that such laws may actually fuel, rather than curb, punitive damages awards. The Article also explains that these laws are ethically and constitutionally problematic. This Article concludes that states seeking to reform their punitive damages laws would be better served by (1) adopting a heightened burden of proof and …
