Maine’s materials management system is stuck in a disposal mode of waste governance. Despite significant investments in programs and policies designed to reduce the amount of waste the state buries each year, recent shocks and uncertainties have resulted in increased waste generation and disposal. This paper analyzes specific ways through which materials management in Maine has become locked in to a disposal mode of waste governance. We build a framework to help understand various forms of lock-in and how they might be unlocked. Abstract

Introduction:

There are currently no legally enforced restrictions on the broadcast time of gambling advertising on UK television. In August 2019, the Industry Group for Responsible Gambling (IGRG) introduced a voluntary policy which limited advertising around live sports, creating a “safe” window of 5 minutes either side of a match, known as the “Whistle-to-Whistle” period. This policy intended to protect young and vulnerable people from the widespread exposure to gambling adverts on television during pre-watershed (9pm) live sports games.

This thesis examines the postwar political economy of South Korea and Taiwan, aiming to find how Taiwan achieved higher GDP per capita and lower corruption perception than South Korea when both countries carried out similar policies as they developed their economies. By comparing a historical overview of policy and outcome and taking economic measures, the thesis seeks to find a method that could be applied to other developing countries. In the two years since the COVID-19 pandemic began, the landscape for work has shifted dramatically. Many companies and employers switched to telework when the pandemic hit, and many still do not require workers to come into the office. Research suggests these COVID-induced changes have led to a closing of the gap in childcare duties between men and women in households. Effects Of The Raising The Minimum Legal Purchasing Age For Tobacco On Cigarette, Cocaine And Inhalant Consumption, Ahmed Adil

Over the past few years, several states have passed laws that increase the minimum legal purchasing age (MLPA) for tobacco from 18 to 21 years. This study examines the impact of statewide MLPA laws on youth tobacco consumption. Using data from the 2009-2019 Youth Risky Behavior Surveys (YRBS) and a difference-in-differences approach, I find that the enactment of MLPA laws is associated with a decrease in tobacco usage among adolescents. I also find that MLPA laws have important spillover effects to other youth risky behaviors. MLPA law adoption is associated with a reduction in cocaine use and inhalant abuse.

We analyze the effect of a legislative candidate quota on the quality of congresspeople elected. We study a landmark legislation passed in 2014 in Mexico that required all parties to have an equal number of male and female congressional candidates. We observe a 31% increase in number of bills proposed in legislative sessions after the quota and a significantly higher likelihood for greater educational attainment among male and female deputies alike, controlling for an array of factors that could influence our quality measures. Although misinformation is rampant in social media and society, there is not an extensive literature exploring the impact of misinformation and fact checks on people’s political preferences relating to immigration policies in the US. The purpose of this study is to examine the impacts of misinformation and fact-checking on people’s policy preferences about immigration. Using an experimental survey and a between-subject approach, we observe how anti-immigration politician’s statements (ranging from false to partially true) impact participants’ perceptions of hot-topic immigration issues with and without fact checks. The three chapters of this doctoral dissertation estimate the responses of agricultural productivity, production value of agriculture, and crop supply to some external shocks and policies. Using unique panel datasets for Colombia and the United States, this research provides new insights regarding the responsiveness of agriculture to some socioeconomic effects and related market policies. Chapter 1 studies the impact of armed conflicts in rural areas on legal agricultural productivity in Colombia by using a production function that includes violence shocks such as the forced intra-national displacement of the rural population from 1995 to 2017. This thesis explores the correlation between county walkability and small business receipts, as well as other possible demographic variables that could explain the success of small businesses, by using a fixed-effect panel regression model. Using county-level data in the years 2012 and 2017, this paper finds that there is a significant correlation between an increase in walkability and an increase in receipts. When running the fixed-effect regressions, this paper found that there is a moderately high positive correlation between walkability and per capita income, suggesting that the effects of an increase in walkability may also capture the effects of an …

Buenvivir is a development ideology that arose from Indigenous ideas of protecting nature, generating autonomy, and generally living well. This ideology rose to the forefront of South American politics through its placement into the constitutions of Ecuador and Bolivia, as well as through dynamic policies such as the Yasuní-ITT Initiative. Ultimately, the efficacy of buenvivir in both countries was mixed. The objective of this research is to measure the impact of select buses on taxi ridership in NYC. Due to the phased implementation of select buses in NYC, a difference-in-differences model was used. Taxi ridership on the M14A/M14D, M34, M79, and M15 bus routes was examined as the treatment group. The control group is the M100/M101 non-select bus route that runs along Lexington and Amsterdam Avenue. The results from this model show that the M14A/M14D, M34, and M79 select buses had a negative statistically significant impact on taxi ridership. Determinants of migration, although researched copiously shed little light on the importance of access to sustainable, basic water and sanitation utilities on an individual’s decision to migrate. This research reveals that individuals originating from rural Upper Egypt, rural and urban Lower Egypt, and rural and urban Alexandria and Suez Canal regions are more likely to migrate relative to those from the urban Greater Cairo region. Access to water has been deemed as insignificant while access to sanitation is a significant factor in determining migration patterns as do macro- economic differences in origin governorates, gender, educational background before migration, and employment …

In this exploratory research, we examine the effect of economic and noneconomic indicators on the creation of Chinese state-owned enterprise policies. Using a VAR model, we find indicators that explain state-owned enterprise policy creation variance, which means that we can explain, to some extent, the incidence of state-owned enterprise policies. This reduces economic policy uncertainty, thereby having the potential to increase economic activity and reduce costs.

My three essays explore the effects of tobacco policies and addiction on the consumption of e-cigarettes and other tobacco products. Recently, jurisdictions imposed taxes and other regulations on e-cigarettes, with the hope to raise tax revenues and address health concerns regarding e-cigarette use, especially youth addiction. My first essay in Chapter 1 focuses on the effects of e-cigarette taxes on sales of e-cigarettes. It compares the two types of tax policies on sales of e-cigarettes, cigarettes, and smoking-cessation products. The program strategies and the assessment tools encourage early childhood teachers to adopt 26 strategies across three competency areas: 1) classroom design; 2) teachers’ rhythm and temperament; and 3) instructional strategies during the 10-month program year. Mentors are assigned to each teaching team and through supportive site visits and assessment visits help the teams change their thinking and practices to be more culturally and linguistically responsive.
