This article discusses the legal issues involving the owners of private computer networks. These issues include public/private network distinctions, First Amendment free speech issues, liability for computer network owners for improper speech posted on their networks, and anti-trust questions. The article analyzes the complexities that result from different forms of network ownership and the relationship of such networks to governmental entities.

Environmental Justice And Participatory Democracy: An Emancipatory Policy Proposal, Nancy Christine Gott

Environmental Justice and Participatory Democracy: An Emancipatory Policy Proposal analyzes the public participation guidelines for the Resource Conservation and Recovery Act. The author argues that four challenges must be addressed before the goal of environmental justice can be achieved. These challenges include the challenge of citizen participation, the epistemological challenge, the challenge of integrating public values with technical concerns, and the challenge of balancing environmental rights and responsibilities. The author develops a policy proposal for the creation of neighborhood environmental justice community centers in low-income neighborhoods.

This paper will discuss policy deployment and its implications for a company's successful pursuit of its vision. The main goal is to support my contention that information dissemination and employee motivation are key to achieving a company vision. The literature will be discussed by the means of relaying common, basic tenets (advice). Two diverse companies, Motorola and Berlin Packaging, were studied, with personal interviews being the major information-gathering technique. Mandatory Non-Anonymous Testing Of Newborns For Hiv: Should It Ever Be Allowed?, Jean R. Sternlight

In response to cries from both the public and the medical community for increased research and improved treatments with respect to pediatric AIDS, some state legislatures have attempted to enact legislation that would require routine mandatory testing of newborns for HIV on a non-anonymous basis.
Those who favor mandatory testing of newborns contend that such testing is necessary in order to protect the health of newborns and to ensure that the newborns' doctors provide them with adequate care. Moreover, testing advocates argue that because most hospitals already screen anonymously, failing to inform parents of the test results is inappropriate and …
