Srad Director's Corner: Afghanistan: The Logic Of Failing, Fast And Slow, George Shatzer
The US Army War College Quarterly: Parameters
In the fifth installment of the SRAD Director’s Corner, “Afghanistan: The Logic of Failing, Fast and Slow,” George Shatzer focuses on the failure of the US-led war and reconstruction campaign in Afghanistan. He reviews The Forty-year War in Afghanistan: A Chronicle Foretold by Tariq Ali and The Fifth Act: America’s End in Afghanistan by Elliot Ackerman. He brings personal experience to bear in his review, painting a picture of why the United States failed in Afghanistan and posing these failures as lessons that must be learned before the next war. The books also provide insights for strategists attempting to plan …

The endangered California condor (Gymnogyps californianus) is negatively affected by lead poisoning from spent lead‐based hunting ammunition. Because lead poisoning is the primary mortality factor affecting condors, the California Fish and Game Commission banned lead hunting ammunition during 2008 in the southern California condor range followed by a statewide ban implemented in 2019. In contrast, the Arizona Game and Fish Department instituted an outreach and awareness program encouraging voluntary use of nonlead hunting ammunition in the northern portion of the state during 2005 and a similar program was launched in Utah during 2012. The juxtaposition of policy tools provided a …

Preventing the rise in obesity is a global public health priority. Neighbourhood environments can help or undermine people’s efforts to manage their weight, depending on availability of nutritious and nutrient-poor ‘discretionary’ foods. The proportion of household food budgets spent on eating outside the home is increasing. To inform nutrition policy at a local level, an objective assessment of the nutritional quality of foods and beverages on food service menus that is context-specific is needed. This study describes the development and piloting of the Menu Assessment Scoring Tool (MAST), used to assess the nutritional quality of food service menus in Australia. …
Balancing Human Development With Wildlife Habitat And Connectivity Through The Creation Of Land Use Regulations For Private Property In Los Angeles, California, Kat Superfisky
Cities and the Environment (CATE)
Urban areas are uniquely positioned to have a significant impact on biodiversity and the health and resilience of ecosystems and therefore play an essential role in advancing conservation goals. Unlike more “wildland” ecosystems, urban ecosystems are not solely owned and/or managed by public entities or with the sole goal of ecosystem restoration. The important plants, animals and ecosystems in cities are scattered across open spaces and public parks that are already protected and being managed for conservation, as well as on private properties that often comprise the majority of land in cities, which supports the need to address biodiversity and …

Executive Statement
Recent congressional attention has focused on the online risks of youth [1]. Parents, caregivers, and families are often unprepared to handle many of these risks, and parents/caregivers also experience some of these risks themselves. Although not an exhaustive list, risks can include cyberbullying, social comparisons, exposure to sexualized content, gambling addiction, Internet addiction, self-harm, and negative impacts on family and personal relationships [1]. Internal platform policies and design features are not enough to fully address key aspects of risky online behavior and potentially harmful digital habits. Additionally, current public policies and …
The Rise And Fall Of Section 502b, John Ramming Chappell
The Rise And Fall Of Section 502b, John Ramming Chappell
Northwestern Journal of Human Rights
The first major foreign policy legislation of the human rights revolution of the 1970s,1 Section 502B of the Foreign Assistance Act (FAA) is a latent oversight tool that Congress could use to promote human rights in U.S. security assistance. Section 502B may be the most potent provision of law regarding human rights and security assistance that has never been used. The provision prohibits U.S. security assistance to governments that engage in a consistent pattern of gross violations of human rights, requires the State Department to report on human rights issues, and provides Congress with a mechanism to enforce the statute’s …

Reporting Of Doctoral Student Attrition: A Policy Brief, Cece Lively

Roughly half of all doctoral students in the United States will never complete their degree requirements (Council of Graduate Schools, 2020). That staggering number is larger for ethnic minority and female students, particularly for Black students who have the lowest completion rate (47 percent) and who make up only 13 percent of doctoral degrees (Lovitts, 2001). Additionally, retention rates for online students are an additional 10 to 20 percent lower than students who attend in-person (Rovai & Wighting, 2005). Thus, ethnic minority students in online doctoral programs are at a higher risk of not finishing their degrees compared to other …

Water Resources, Agriculture And Pasture: Implications Of Growing Demand And Increasing Scarcity, M. W. Rosegrant, R. A. Valmonte-Santos, S. A. Cline, C. Ringler, W. Li
IGC Proceedings (1997-2023)
- Water availability for irrigation is threatened in many regions by rapidly increasing demand for nonagricultural water uses in industry, households, and the environment. The scarcity of irrigation water will not only impact crop production, but also meat production, as much of the pasture used to feed livestock is irrigated.
- Grassland is caught between two countervailing forces: a requirement for increasing meat demand that boosts the need for additional pasture to support livestock production, and rapidly increasing water scarcity that makes pasture irrigation uneconomical.
- The most effective means of dealing with water scarcity is likely to be conserving water in existing …

Strengthening Policies And Structures To Combat Illicit Tobacco Trade In The Philippines, John Rafael Y. Arda, Alen Josef A. Santiago
Strengthening Policies And Structures To Combat Illicit Tobacco Trade In The Philippines, John Rafael Y. Arda, Alen Josef A. Santiago
Ateneo School of Government Publications
The Philippines has been seeing an increase in illicit tobacco trade in recent years, undermining the impacts of legal measures such as tobacco products' taxation and regulation due to circumvention of established avenues and costing the government its revenue. Currently, the country has twelve policies related to the prevention of illicit tobacco trade with gaps identified in its lack of licensing systems for tobacco retailers and policies on law enforcement cooperation, which manifests in the country being fully compliant to only 5 of the 16 articles under the World Health Organization's Illicit Tobacco Trade Protocol. It is recommended that the …

This research discusses about licensing is a policy instrument of the government to control negative externalities that may be caused by social or economic activities. License is also an instrument for legal protection for the ownership or operation of activities. The Acceleration of Business Licensing Services in Indonesia is still far from ideal as expected by business people. Seeing this fact, there is a need to change the service paradigm, especially investment licensing services, so that investment licensing procedures can be created that can be categorized as cheap, fast and clear in accordance with predetermined public service standards. Therefore the …
Effects Of The Raising The Minimum Legal Purchasing Age For Tobacco On Cigarette, Cocaine And Inhalant Consumption, Ahmed Adil
Theses and Dissertations
Over the past few years, several states have passed laws that increase the minimum legal purchasing age (MLPA) for tobacco from 18 to 21 years. This study examines the impact of statewide MLPA laws on youth tobacco consumption. Using data from the 2009-2019 Youth Risky Behavior Surveys (YRBS) and a difference-in-differences approach, I find that the enactment of MLPA laws is associated with a decrease in tobacco usage among adolescents. I also find that MLPA laws have important spillover effects to other youth risky behaviors. MLPA law adoption is associated with a reduction in cocaine use and inhalant abuse.

The coronavirus disease 2019 (COVID-19) crisis has caused unprecedented levels of disruption to education systems worldwide. Across the Asia region, it is estimated that around 760 million children were impacted by school closures at the height of the pandemic. Government response strategies have varied across the region, with some countries imposing prolonged school lockdowns while others have had short, repeated closure periods. As countries begin to reopen schools and continue to prepare for subsequent waves of COVID[1]19 infection, there is a need to develop the greater capability of education systems to safeguard learning and address persistent barriers to learning equality …

Experiential Education In Advocacy For Occupational Therapy Students: Didactic Approaches And Learning Outcomes, Aaron Bonsall, Rebecca L. Wolf, Abe Saffer
Journal of Occupational Therapy Education
Advocacy is a foundational value in occupational therapy, but uniformity in teaching and learning advocacy is lacking. This paper proposes and reports on the implementation of an advocacy course based on experiential education. The objective of the study was to evaluate student learning after an advocacy course with an experiential education component using an open-ended survey design. Participants were occupational therapy doctoral students, and the setting was a course taught in a health sciences university. Students voluntarily completed a four-item anonymous survey after participating in an experiential advocacy course. Written responses were coded into themes using an inductive approach. The …
