This year’s legislative and judicial activity surrounding wills, trusts, and estates did not bring any radical shifts in the law, but rather expansions and clarifications. In the legislative realm, the bulk of the activity centered on expanding protections for parties under guardianship, with a sensitivity to safeguarding vulnerable parties from neglect or even predation. The new rules aim to increase transparency in process, preserve confidential financial information, and ensure minimums of care and contact. The rules affect these goals by providing for more transparency through notice requirements as well as required written filings. Moreover, they protect parties under guardianship by …

Legal Representation Of Parents In Child Dependency Cases In Virginia, Eric J. Reynolds

Virginia’s current system of providing court-appointed legal counsel for parents involved in child dependency cases is unsustainable and inadequate, requiring swift and dramatic action from the state government. Inadequate legal representation for parents often leads to poor outcomes for children and a lack of protections for the parents’ due process rights. While attempts to improve the system have been made in recent years, they are often quickly dismissed. The largest hindrances in the current system, this Article suggests, is that court-appointed attorneys for parents are typically underpaid, undertrained, and consequently unable to meaningfully advocate for their client. Like all law, international law is a practice of reason-giving, one in which agents invoke legal norms to justify their conduct. Practitioners of inter- national law generally proceed on the assumption that those norms do, in fact, justify the conduct they sanction. Theorists, in contrast, tend to take a more critical stance towards the practice of international law, including the assumption that the law succeeds in providing a justification for its subjects’ conduct. Thermally activated delayed fluorescence (TADF) is a promising approach to harvest triplet excitons and achieve high-performance organic light-emitting diodes (OLEDs) for displays. In this study, we synthesized two new TADF emitters, 4Ac25CzPy and 4Ac35CzPy, featuring acridan–pyrimidine–carbazole moieties. Remarkably, a slight modification in the carbazole group position enables precise control of luminous color, resulting in emissions at 483 nm and 494 nm for 4Ac25CzPy and 4Ac35CzPy, respectively, in the electroluminescent device. Both compounds exhibit small energy difference between their singlet and triplet states (DEST) of 0.14 eV and 0.15 eV, confirming their TADF characteristics. The Setting Every Community Up for Retirement Enhancement Act (SECURE Act) of 2022 made a second round of changes (relative to the SECURE Act of 2019) to the required minimum distribution (RMD) schedule for individual retirement accounts (IRAs) and defined contribution retirement plans. Excel spreadsheet calculators are developed to calculate the new annual RMD cash flows throughout retirement for those who are retired and for those who are planning to retire. How Propaganda Affects Public Opinion In China: Evidence From The First Phase Of The Covid-19 Pandemic, Dan Chen

During a national crisis, can state propaganda shift public opinion, and if so, in what direction? Existing studies show that the effects of state propaganda on public opinion in China are mixed. Analysing data from an online survey experiment conducted during the initial phase of the COVID-19 pandemic in early 2020, this article finds that the Chinese public responded positively to propaganda that promoted Xi Jinping’s leadership, when these messages included text as well as images that showed Xi being compassionate during his visit to Wuhan. What makes Law? So formulated, the question is an ambiguous one. On what I will call the micro-level, it asks for the successful conditions for an assertion of law, what justifies or provides the truth conditions for claims such as ‘ I have a legal right to ϕ ’ or ‘ you broke the law ’. Much of the debate between Ronald Dworkin and Stanley Fish concerns this question; for example, the role that theory plays in actors’ identification of the law, or the constraints, if any, that legal materials themselves impose on what counts as an interpretation of them. …

Each person has a special relation to his or her own well-being. This rough thought, which can be sharpened in different ways, is supposed to substantially count against objectivist theories on which one can intrinsically benefit from, or be harmed by, factors that are independent of one’s desires, beliefs, and other attitudes. It is often claimed, contra objectivism, that one cannot be _alienated_ from one’s own interests, or that improvements in a person’s well-being must _resonate_ with that person.
