Who Is A Southern Writer?, Suzanne W. Jones

Richard Ford’s response to a questioner at the University of Mississippi symposium—that he is a “southerner” but not a “southern writer”—makes him only the latest in a long line of distinguished writers who grew up in the South, but have refused to be corralled into a regional stall. Other contemporary writers from the South, feeling “left out” of a potentially profitable niche market, have sought to broaden the definition of “southern literature.” Instead of worrying about who qualifies as a “southern writer” or rigidly delimiting “southern literature,” we might more fruitfully ask questions about who is writing about the U.S. …

Karyotypes of eight species of Leptodactylus (Anura, Leptodactylidae) with a description of a new karyotype for the genus. Eight species of the Neotropical genus Leptodactylus were karyologically studied: seven of them (L. gracilis, L. mystacinus, L. petersii, L. pustulatus, L. macrosternum, L. ocellatus, L. labyrinthicus) presented 2n=22 and L. silvanimbus showed a distinctive karyotype with 2n=24. Nucleolar organizer regions (Ag-NORs) were detected in two different pairs of chromosomes: pair 4 at the proximal region of the long arm of one individual of L. mystacinus from São Paulo state and of L. petersii; and …

Genetic Resolution Of The Enigmatic Lesser Antillean Distribution Of The Frog Leptodactylus Validus (Anura, Leptodactylidae), Keneth Yanek, W. R. Heyer, Rafael O. De Sá

Leptodactylus validus has an unusual distribution, inhabiting Trinidad, Tobago, and the Lesser Antilles, but not the mainland of South America. This distribution is inconsistent with other distribution patterns observed for these islands. Although slight variation in adult morphology has been observed among the different island populations of L. validus, call data suggest the presence of a single species. Calls of L. pallidirostris from Venezuela and Brazil suggested that this taxon might be conspecific with L. validus. Sequence data from the 12S and 16S mt rDNA genes indicate that L. validus represents a single species throughout its distribution and is conspecific …

A Conversation With Harry Martz, Paul H. Kvam

Harry F. Martz was born June 16, 1942 and grew up in Cumberland, Maryland. He received a Bachelor of Science degree in mathematics (with a minor in physics) from Frostburg State University in 1964, and earned a Ph.D. in statistics at Virginia Polytechnic Institute and State University in 1968. He started his statistics career at Texas Tech University's Department of Industrial Engineering and Statistics right after graduation. In 1978, he joined the technical staff at Los Alamos National Laboratory (LANL) in Los Alamos, New Mexico after first working as Full Professor in the Department of Industrial Engineering at Utah State …

The State‐Led Transition To Liberal Capitalism: Neoliberal, Organizational, World‐Systems, And Social Structural Explanations Of Poland’S Economic Success, Lawrence P. King, Aleksandra Sznajder Lee

Neoliberals argue that rapid liberalization and privatization can transform postcommunist economies into Western-style capitalist systems. Organizational sociologists argue that these policies produce a unique variety of capitalism, while world-systems theorists argue that they lead to underdevelopment. This article advances a social structural alternative in a crucial case. Poland’s relative economic success resulted from prolonged state ownership and an interventionist state employing various industrial policy tools that facilitated efficiency-enhancing market-oriented restructuring before ushering in beneficial foreign direct investment. The resulting capitalist system closely resembles the typical pattern found in most late industrializers.

With President George W. Bush's promise to continue working toward tort reform, medical malpractice issues are once again garnering media and voter attention. This article examines recent judicial decisions and statutory amendments affecting patients and health care providers in the commonwealth in the context of medical malpractice law.

This article will examine major issues in Virginia law affecting the accrual of causes of action, specifically in the contexts of contract, tort, and property. In addition to surveying the basic accrual requirements for each area of law, this article will look more deeply into several specific issues that guide an accrual analysis particularly the distinction between causes and rights of action, as well as the continuous treatment, discovery, and economic loss rules.

Constitutional Crisis In The Commonwealth: Resolving The Conflict Between Governors And Attorneys General, Michael Signer

In this article, I argue the solution to agency conflict and the broader problem of establishing the proper scope of executive authority lies in establishing that Virginia has a "statutory" rather than a "common-law" model of the Attorney General's powers, and that the Office of the Attorney General is therefore circumscribed by statute. Contrary to popular understanding, I will argue that Wilder v. Attorney General of Virginia effectively establishes Virginia as a statutory state and resolves the conflict in favor of the Governor. Advances in Virginia's election law happen incrementally. This year was typical in that regard. While over one hundred bills and resolutions pertaining to elections were introduced in the 2006 Regular Session of the General Assembly, the legislature was judicious in its approval of election related legislation. This article surveys recent developments in Virginia's election laws by focusing on those legislative enactments and judicial decisions that are significant, interesting, or show some developing trend in the area of election law.

This article reviews significant developments in the law affect- ing Virginia taxation. Each section covers recent legislative changes, judicial decisions, and selected opinions or pronouncements from the Virginia Department of Taxation and the Attorney General of Virginia over the past year. The overall purpose ofthis article is to provide Virginia tax and general practitioners with a concise overview of the recent developments in Virginia taxation most likely to have an impact on their practices. This article will not, however, discuss many of the numerous technical legislative changes to the State Taxation Code of Title 58.1.

The General Assembly enacted legislation dealing with wills, trusts, and estates that added or amended a number of sections ofthe Virginia Code in its 2006 Session. In addition, there were sixopinions from the Supreme Court of Virginia during the periodcovered by this review that presented issues of interest to the general practitioner as well as the specialist in wills, trusts, and estates. This article reports on all of these legislative and judicial developments.

Under what conditions, if any, do those the law addresses have a moral duty or obligation to obey it simply because it is the law? In this essay, I identify five general approaches to carrying out this task, and offer a somewhat detailed discussion of one or two examples of each approach. The approaches studied are: relational-role approaches that appeal to the fact that an agent occupies the role of member in the political community; attempts to ground the duty to obey the law in individual consent or fair play; natural duty approaches; instrumental approaches; and philosophical anarchism, an approach …
