Calling All Actors: A Holistic Framework For Tackling Supply-Side Proliferation, Christopher Hobbs, Elisabeth Young

International Journal of Nuclear Security

This article proposes a new holistic framework for tackling supply-side proliferation, based on a mix of punishments, incentives, and new normative standards (PIN) that could be taken by industry. After outlining a brief history of illicit nuclear trade, highlighting the increasingly sophisticated strategies adopted by proliferators, we explore in detail the PIN framework. We argue that to meet this challenge, industry must adopt behavior that goes beyond compliance with current regulations, particularly in the area of due diligence and information sharing.

International Journal of Nuclear Security

The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.

The scheme that carved world order during the Cold War was a pitched battle for 'containment' against burgeoning communism. In the wake of the 2011 Syrian Civil War, hundreds of thousands of refugees fled to neighboring Jordan. The government of Jordan received them and along with NGOs from around the world, provided for some of their most basic needs including food, education and healthcare. In the summer of 2014 I travelled to Amman and Mafraq, Jordan in order to learn more about the work being done among the Syrians by non-governmental organizations (NGOs). Instead, these approaches place the state as the conventional unit of development and tended to address poverty at the societal level. In these respects, these approaches have neglected how development affects poverty at the individual level.

All international sanctions are embedded in larger contexts of overlapping policy instruments and other sanctions regimes. Yet we tend to look at sanctions and evaluate their effectiveness from the vantage point of a single sender of sanctions – whether it is the UN, the EU, or an individual country like the United States – rather than consider the combined and interactive effects of different, co-existing sanctions regimes. EU sanctions tend to be imposed in conjunction with measures by other actors: their interplay deserves closer analysis in terms of sequencing, objectives, complexity and legitimacy. One year after the terror attacks of September 11, 2001, the administration of President George W. Bush introduced a revolutionary foreign policy strategy--the Bush Doctrine. Proponents of this strategy advocated the use of American 'hard power' as a tool to promote freedom and democracy, beginning with the invasions of Afghanistan and Iraq. Opponents of the doctrine saw it as dangerously nationalistic, with the potential to entangle the United States in a myriad of protracted international conflicts. On November 8, 2014 one of the most powerful typhoons in recorded history made landfall in the Philippines leaving the country in a declared state of national calamity (NPR 2013; BBC 2013). This research seeks to place in sociological context my experience as a Peace Corps Volunteer serving in the Philippines during the landfall of typhoon "Yolanda". I utilized autoethnographic methods with a focus in personal narrative to analyze my experience.

Citizenship policy is important for democracies and for the people who live in them. Citizenship status is important for the individual enjoyment of social, political and human rights, and restricting access to citizenship can hamper a state’s enjoyment of legitimacy and stability. Across democracies, citizenship policies range from no allowance for dual nationality and very onerous naturalization policies, to acceptance of dual nationality and non-capricious paths to naturalization. The question of this dissertation is what accounts for the variation in citizenship regimes across democracies?

While the amount of interstate war in the international system had declined by 2013, since then both intrastate and internationalized intrastate war has increased. In 2015 there are sixteen UN peacekeeping operations around the globe, involving about 130,000 military, police, and civilian personnel. Over the past seventy years, UN peacekeeping operations have evolved from simple buffer forces tasked with observing cease-fires and armistices to complex multidimensional operations in intrastate conflicts, involving peacebuilding in an increasingly dangerous environment.

This study sought to determine whether or not the rhetoric of the Obama administration in response to the attacks on the consulate in Benghazi provided motivation for deception in Secretary of State Hillary Clinton's testimony before the Senate Foreign Relations Committee. This was done by utilizing Burke's dramatistic pentad to frame the events of the attack the responsive rhetoric to lay the foundation for a qualitative analysis that was conducted using criteria distilled from Buller and Burgoon's Interpersonal Deception Theory.
