The Confucius Institutes are Chinese government-backed nonprofit organizations that promote Chinese language and culture. They are housed on collegiate campuses and designed to complement Chinese language and cultural studies by providing teachers, curriculums, textbooks and other educational materials. Their establishment has been a source of controversy, especially in the United States, due to the institutes’ close ties with and the financial, administrative, and political support they receive from the Chinese government. Critics have had two primary concerns: that the Confucius Institutes provide the Chinese government access to increase soft power by issuing propaganda and that their presence on American collegiate …

This article examines the political and social forces surrounding the April 23, 2010 passage of Arizona’s stringent immigration enforcement measure, Senate Bill (S.B.) 1070, which empowered local law enforcement to demand proof of legal residency from any person suspected of being undocumented. A person’s failure to produce documentation would result in arrest, detention, investigation, and potentially deportation to his or her nation of origin. Through the law’s lens, the article explores the development of the social tension that followed Arizona’s explosive population growth, and examines how Arizona’s large Hispanic population has been unable to assert itself at the ballot box …

July 1, 2013 marked Croatia's official induction into the European Union. For Croatia this was the culmination of a long negotiation process filled with concessions and challenges. This situation inspired the question of how Croatia's alliance with the EU has affected the state? This paper analyses the diplomatic dynamics that define and underpin the relationship between the Commonwealth Games Federation (CGF) and the Commonwealth Games host city. For the host city, the Commonwealth Games holds out the promise of global visibility, urban regeneration, improved economic activity and social cohesion. For the CGF, the appeal of the host city can improve athlete participation in the event, enhance the appeal and longevity of the sports involved and strengthen the sustainability of the sporting institution itself. This paper will analyze key cyber warfare terms from authoritative sources and show that all of them can be broken down into three fundamental branches that are common to both the People’s Republic of China and the United States of America. Defining Scavenger-Actors: Understanding A Global Menace, James Harrold

This article introduces a new international actor, the 'scavenger-actor', as a replacement for warlords and pirate gangs. The article first reviews literature on both piracy and warlordism in historical and modern contexts in order to provide a basis for its argument of a new definitional term encompassing both groups. A negative binomial regression model is then applied to data on pirate attacks and measurements of state health to show that piracy is as closely tied to state failure as is warlordism. Separation of the Sudan into the Republic of Sudan (North) and the Republic of Southern Sudan (South) was globally extolled as the long-lasting solution to one of the longest civil wars in post-Colonial Africa. However, recent developments in Sudan: continued clashes between north and south, crises in the contested areas and tribal civil wars have uncovered that: separation without addressing the principal root causes of the conflicts is not the panacea to prone and protracted civil wars. Taking a historical analysis framework, the paper attempts to tackle issues of causes, opportunities and challenges for peace in Sudan.

Beginning with a discussion of the philosophical and cultural frameworks concerning "rights" that developed in Europe and the Americas throughout the 18th and 19th centuries, this work moves into the post-World War II climate that shaped Jimmy Carter and his unique understanding of human rights and America's role in the Cold War world.
