Cultural stereotypes that link Black race to crime in the U.S. originated in and are perpetuated by policies that result in the disproportionate criminalization and punishment of Black people. The scientific record is replete with evidence that these stereotypes impact perceivers’ perceptions, information processing, and decision-making in ways that produce more negative criminal legal outcomes for Black people than White people. However, relatively scant attention has been paid to understanding how situations that present a risk of being evaluated through the lens of crime-related stereotypes also directly affect Black people. การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ มีจุดประสงค์เพื่อศึกษา 1. มาตรการด้านสิ่งแวดล้อมขององค์การการค้าโลกในการพิทักษ์รักษาและอนุรักษ์สิ่งแวดล้อม 2. ผลกระทบของมาตรการด้านสิ่งแวดล้อมขององค์การการค้าโลกต่อการค้าระหว่างประเทศ และ 3. ความสำเร็จของการบูรณาการการค้าระหว่างประเทศและการคุ้มครองสิ่งแวดล้อมขององค์การการค้าโลก  ผลการศึกษาพบว่า 1. มาตรการที่ถูกสร้างขึ้นภายใต้องค์การการค้าโลกเพื่อพิทักษ์รักษาและอนุรักษ์สิ่งแวดล้อมประกอบด้วย กลไกคณะกรรมาธิการด้านการค้าและสิ่งแวดล้อม กลไกองค์กรระงับข้อพิพาท และกลไกข้อตกลงที่เกี่ยวข้องกับเรื่องสิ่งแวดล้อมหลายฉบับ 2. คณะกรรมาธิการด้านการค้าและสิ่งแวดล้อมเป็นเพียงเวทีในการแลกเปลี่ยนความคิดเห็นและประสบการณ์ของประเทศสมาชิกที่มีต่อประเด็นด้านการค้าและสิ่งแวดล้อมเท่านั้น ส่วนแนวทางการตัดสินคดีสิ่งแวดล้อมขององค์กรระงับข้อพิพาททำให้ประเทศสมาชิกโดยเฉพาะกลุ่มประเทศพัฒนาแล้วได้มีการออกมาตรการการค้าเพื่ออนุรักษ์สิ่งแวดล้อมได้อย่างชอบธรรมซึ่งส่งผลกระทบต่อประเทศผู้ส่งออก ในขณะที่ข้อตกลงที่เกี่ยวข้องกับเรื่องสิ่งแวดล้อมต่าง ๆ ส่งผลทำให้ประเทศที่พัฒนาแล้วใช้มาตรการเหล่านี้เป็นเครื่องมือเพื่อกีดกันทางการค้า และ 3. องค์การการค้าโลกยังไม่ประสบความสำเร็จในการบรรลุเป้าหมายตามที่ได้ตั้งเป้าหมายไว้ในธรรมนูญ คือ การบูรณาการการค้าระหว่างประเทศและการคุ้มครองสิ่งแวดล้อมไว้ด้วยกัน แต่ในขณะเดียวกันมิได้ถือว่าล้มเหลว เพราะแม้มาตรการที่เกี่ยวข้องกับสิ่งแวดล้อมเหล่านั้นขององค์การการค้าโลกจะถูกพิจารณาว่าไม่มีประสิทธิภาพ แต่การมีมาตรการและมีการดำเนินงานที่เกี่ยวข้องสะท้อนให้เห็นถึงข้อเท็จจริงว่าองค์การการค้าโลกได้มีการดำเนินการอย่างเป็นรูปธรรมเพื่อที่พยายามที่จะบรรลุวัตถุประสงค์ดังกล่าว

การรับนักเรียนเข้าเรียนถือเป็นกิจกรรมที่เกี่ยวข้องกับปัญหาความเหลื่อมล้ำทางการศึกษาโดยตรง เพราะความเหลื่อมล้ำทางการศึกษาเป็นผลลัพธ์ของกระบวนการจัดสรรบริการด้านการศึกษาที่ไม่เป็นธรรม งานวิจัยชิ้นนี้ตั้งคำถามต่อนโยบายการจัดสรรที่นั่งเรียนในหน่วยบริการการศึกษาของรัฐไทยในระดับมัธยมศึกษา โดยมุ่งศึกษาว่าตัวแบบนโยบาย (Policy design) ของนโยบายการรับนักเรียนเข้าเรียนในสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) มีการประกอบสร้างภาพลักษณ์ของโรงเรียนและนักเรียนไว้อย่างไร? และการประกอบสร้างดังกล่าวมีส่วนช่วยบรรเทาหรือซ้ำเติมความเหลื่อมล้ำด้านการศึกษาอย่างไร? ผู้วิจัยใช้วิธีการวิเคราะห์นโยบายเชิงตีความ (Interpretive Policy Analysis) การวิเคราะห์กรอบการจำแนกแยกแยะ (Category Analysis) และใช้กรอบแนวคิดการประกอบสร้างกลุ่มเป้าหมายของนโยบาย (Social construction of target population) ของ Schneider and Ingram ที่มองว่า “ภาพลักษณ์” ของกลุ่มเป้าหมายของนโยบาย (ในที่นี้คือโรงเรียน) มีอิทธิพลต่อการออกแบบนโยบาย ซึ่งสุดท้ายจะมีผลตอกย้ำความไม่เป็นธรรมที่มีมาแต่เดิมในสังคม งานวิจัยพบว่า เนื้อหาของนโยบายการรับนักเรียนเข้าเรียนของสพฐ. มีการประกอบสร้างภาพลักษณ์ของโรงเรียนบนมโนทัศน์ของหลักกลไกตลาด ที่แยกแยะ “โรงเรียนอัตราแข่งขันสูง” ออกจาก “โรงเรียนทั่วไป” และสร้างแนวปฏิบัติที่เป็นการผลิตซ้ำภาพลักษณ์ทางสังคมที่มีมาก่อนของโรงเรียนทั้งสองประเภท กล่าวคือ ภาพลักษณ์ของโรงเรียนอัตราแข่งขันสูงถูกประกอบสร้างให้เป็นผู้ให้บริการการศึกษาของรัฐคุณภาพสูง ส่วนภาพลักษณ์ของโรงเรียนทั่วไปถูกประกอบสร้างให้เป็นผู้ให้บริการการศึกษาของรัฐคุณภาพต่ำ ในกระบวนการสร้างภาพลักษณ์ดังกล่าว นโยบายมีการจัดสรรภาระให้แก่โรงเรียนประเภททั่วไปที่สูงกว่าโรงเรียนประเภทอัตราแข่งขันสูงอย่างไม่สมเหตุสมผล เช่น โรงเรียนประเภทอัตราแข่งขันสูงมีสิทธิ์ในการคัดกรองผู้เรียนที่มีศักยภาพทางวิชาการ “สูง” ไปก่อนโรงเรียนประเภททั่วไป ในทางกลับกัน โรงเรียนประเภททั่วไปต้องรับภาระการจัดสรรสวัสดิการขั้นพื้นฐานและภาระในการพัฒนาผู้เรียนที่มีศักยภาพแตกต่างหลากหลาย

การวิเคราะห์เครือข่ายนโยบายในการพัฒนาพื้นที่สาธารณะสีเขียวในเขตกรุงเทพมหานคร, แพรพลอย วัฒนะโชติ, ปรีชญาณ์ นักฟ้อน

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์ระหว่างตัวแสดงในเครือข่ายนโยบายในการขับเคลื่อนการพัฒนาพื้นที่สาธารณะสีเขียวในเขตกรุงเทพมหานคร โดยใช้แนวทางการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากการค้นคว้าเชิงเอกสารและการสัมภาษณ์แบบเจาะลึกกับผู้ให้ข้อมูลสำคัญ ผลการวิจัยพบว่า การขับเคลื่อนงานเป็นในลักษณะตามแนวคิดการบริการสาธารณะแนวใหม่ โดยมีกรุงเทพมหานครเป็นตัวแสดงหลัก เนื่องด้วยเป็นหน่วยงานที่มีอำนาจหน้าที่แก้ไขปัญหาและพัฒนาในเขตพื้นที่ ซึ่งมีความสัมพันธ์ในลักษณะของการประสานความร่วมมือจากการบูรณาการการทำงานกับหน่วยงานในสังกัด หน่วยงานซึ่งเป็นเจ้าของพื้นที่ และหน่วยงานที่มาสนับสนุนการดำเนินงานทั้งในทางตรงและในทางอ้อม ที่เป็นหน่วยงานภาครัฐและนอกภาครัฐ ทั้งภาคเอกชน ภาคีวิชาการ ภาคีวิชาชีพ ภาคประชาสังคม และสมาคม/ชุมชนที่อยู่ในย่าน เพื่อเสริมเติมองค์ประกอบของเครือข่ายในส่วนที่เป็นช่องว่างการดำเนินงาน นอกจากนี้ ยังมีความสัมพันธ์ที่เกิดขึ้นโดยอิสระจากกรุงเทพมหานคร ที่มาจากการพัฒนาพื้นที่สาธารณะสีเขียวโดยเจ้าของพื้นที่ซึ่งเป็นเอกชนหรือปัจเจก โดยเครือข่ายการประสานความร่วมมือที่เกิดขึ้น ประกอบด้วยตัวแสดงต่างๆ ที่แตกต่างกันไปในแต่ละพื้นที่ที่พัฒนา

การเมืองของชนชั้นนำเวียดนามคือ การเมืองในพรรคคอมมิวนิสต์เวียดนามที่อาศัยความชอบธรรม 2 ชนิดที่ค้ำจุนให้อยู่ในอำนาจนับแต่ได้เอกราชในปี 1945 คือ ประการแรก ความชอบธรรมทางอุดมการณ์ที่อ้างอิงจากการต่อสู้เพื่อปลดปล่อยประเทศจากการเป็นอาณานิคมฝรั่งเศสและเปลี่ยนแบบแผนทางการเมืองให้เป็นแบบอำนาจนิยมรวมศูนย์อยู่ที่พรรคคอมมิวนิสต์เท่านั้น และมีแบบแผนทางเศรษฐกิจเป็นแบบสังคมนิยม ประการที่สอง ความชอบธรรมทางด้านผลงานจากความสำเร็จทางเศรษฐกิจหลังการปฏิรูปโด่ยเหมยในปี 1986 ซึ่งได้เปลี่ยนแปลงเศรษฐกิจจากแบบวางแผนเป็นเศรษฐกิจสังคมนิยมแบบตลาด เปิดโอกาสให้ประชาชนเวียดนามได้สะสมความมั่งคั่งขึ้นมาได้อย่างมาก บทความนี้ใช้แนวคิดของ Samuel Huntington ที่ว่าความสำเร็จในการพัฒนาเศรษฐกิจจะนำไปสู่ความเป็นประชาธิปไตยเพราะกลุ่มคนที่มั่งคั่งมักจะเป็นกลุ่มกดดันทางการเมืองเรียกร้องการเปลี่ยนแปลงเพื่อให้รัฐตอบสนองความต้องการและทำให้การสะสมความมั่งคั่งทำให้ราบรื่นมากขึ้น แต่ได้โต้แย้งว่า แม้ความสำเร็จทางเศรษฐกิจจะก่อให้เกิดชนชั้นใหม่ในเวียดนาม แต่กลุ่มพลังทางสังคมกลุ่มนี้ไม่ได้แสดงความเป็นปรปักษ์หรือท้าทายต่ออำนาจนำทางการเมืองของพรรคคอมมิวนิสต์แต่อย่างใด เพราะเหตุที่พวกเขาล้วนอาศัย โครงสร้างอำนาจ นโยบาย และเส้นสายในกลไกรัฐและพรรคคอมมิวนิสต์ในการสร้างฐานะขึ้นมา กล่าวในอีกแง่หนึ่งการรวมศูนย์อำนาจของพรรคคอมมิวนิสต์ไม่ได้เป็นอุปสรรคต่อการดำเนินธุรกิจและการสะสมความมั่งคั่งของชนชั้นใหม่นี้แต่อย่างใด ในอีกทางหนึ่งความสำเร็จทางธุรกิจของชนชั้นใหม่นี้มีส่วนอย่างมากในการเกื้อหนุนความชอบธรรมในเชิงผลงานแก่พรรคคอมมิวนิสต์ทำให้มีแรงสนับสนุนให้อยู่ในอำนาจได้ต่อไป สิ่งที่ท้าทายอำนาจของพรรคคอมมิวนิสต์เวียดนามยุคปัจจุบัน คือกลุ่มคนที่ถูกละเลยหรือพลาดโอกาสในการใช้โครงสร้างทางอำนาจของพรรคและรัฐเพื่อสนองความต้องการของตนเองหรือกล่าวอีกนัยหนึ่งคือ นอกจากจะไม่ได้รับผลประโยชน์ใด ๆ จากการพัฒนาหากแต่ยังอาจจะได้รับผลกระทบให้เกิดความเสียหายอีกด้วย กลุ่มคนเหล่านี้ได้อาศัยสื่อสังคมออนไลน์เป็นเครื่องมือในการแสดงออกและเรียกร้องสิทธิของตนเอง ซึ่งทำให้พรรคคอมมิวนิสต์ต้องหาทางตอบโต้ จำกัด และกำจัดในที่สุด บทความนี้พัฒนาจาก“โครงการชนชั้นนำและแรงงานในเอเชียตะวันออกเฉียงใต้:องค์ประกอบ โครงสร้างและพลวัตในยุคเปลี่ยนผ่าน” ซึ่งศึกษาและสำรวจการเมืองชนชั้นนำของเวียดนามจากเอกสารของภาครัฐ รายงานขององค์กรเอกชน หนังสือ วารสารและรายงานของสื่อมวลชนเป็นหลัก

The overall goal of this dissertation is to examine how the built and natural environment influences how potential criminals identify crime sites to offend within. Guided by the theoretical principles of crime site selection and crime pattern theory, this study specifically focuses on the crimes of street robbery and commercial burglary in three unique study locations—Atlanta, GA, Fayetteville, NC, and Rochester, NY. The data for this study were collected from multiple publicly available data repositories. As needs assessments are comprised of subscales that include non-observable, latent constructs, the comprehensive assessment of these items and scales is essential. Specifically, to ensure these tools are measuring offender needs as intended, their construct validity must be confirmed. The current project used a multi-level, multi-group analysis of the MPACT with a large, 10-state sample of youth. Building on previous work (see Mei et al., 2022), authors confirmed the dimensionality and reliability of the six MPACT needs domains. The acronym SWERF, or Sex Work(er) Exclusive Radical Feminism, and its attendant ideologies brings up a number of questions and potential schisms for the enterprise of feminist thought more broadly. This inquiry examines what it means for feminism to exclude, what the excluders believe is gained by protecting certain boundaries around which identities and practices are included, and the ideological foundations and consequences of this thinking. There is a high prevalence of suicide in people who engage in Suicide by Cop (SbC), a method of suicide that involves provoking law enforcement into fatal use of force. This research study aimed to examine the changes in knowledge about SbC, self-efficacy when dealing with SbC offenders, and empathy toward SbC offenders in response to law enforcement officers’ (LEO) participation in a 30-minute SbC intervention training. Objective: This is a meta-analysis focused on the success rates of scent detection canines and potential factors that could influence their accuracy. A series of statistical analyses were conducted to determine if certain demographic factors, such as the dog’s gender, age, and breed, have an effect on a scent dog’s accuracy during a search. Or if more circumstantial factors, like the dog’s level of experience in scent work, the type of target scent, and their handler’s awareness of the target’s location, affect the outcome of the search.

In this Article, we argue that the Bond decision continues a line of judicial decisions that make it difficult for plaintiffs to seek civil redress against officers who cause serious injury or death to private citizens. We note that this judicial trend runs counter to public demand for police accountability and thwarts the legislative intent behind the enactment of 42 U.S.C.A. § 1983. We suggest that police practice, policy, standards and training-not judicial opinions ­should govern whether officers will be immune from the conse­quences of their actions, especially in areas where a substantial amount of empirical evidence exists to alert …
