The Nebraska Center for Justice Research was established in 2014 with a mission to develop and sustain research capacity internal to the State of Nebraska. Our hope is to assist the Legislature in research, evaluation, and policymaking to reduce recidivism, promote the use of evidence-based practices, and improve public safety. The primary purpose of this report is to provide an overview of recent trends in Nebraska’s adult criminal justice system.

The Nebraska Center for Justice Research (NCJR) was established in 2014 with a mission to develop and sustain criminal justice research capacity internal to the State of Nebraska. Our goal is to assist the Legislature, justice agencies, practitioners, foundations, and stakeholders with research and evaluation to reduce recidivism, promote the use of evidence-based practices, and improve public safety. This inaugural annual report summarizes the activities and financial status of NCJR in its first year. The Completely Kids Liberty Project 2014-2015 Evaluation Results, Nebraska Center For Justice Research, University Of Nebraska At Omaha, Completely Kids, Category One Consulting

The Completely KIDS (CK) program at Liberty Elementary was evaluated to determine its relationship with youth program outcomes. The data were analyzed and the report was compiled by Category One Consulting. On average students attended Completely KIDS 142 days, which is substantially higher than the previous two years. Students and parents rated the program very highly, both in terms of satisfaction and student outcomes. Students who attended more days of CK attended more days of school compared to students who attended less days of CK. Pre-K through second grade students who attended more days of CK tended to have better …

n 2015, the University of Nebraska at Omaha (UNO) began working in conjunction with Nebraska Commission on Law Enforcement and Criminal Justice (Nebraska Crime Commission or NCC) to create a 3-year strategic plan for the Edward Byrne Memorial Justice Assistance Grant (JAG) funding. The JAG Program, (42 U.S.C. § 3751(a)) is the primary provider of federal criminal justice funding to state and local jurisdictions, providing critical funding necessary to support a range of program areas. JAG funding is awarded annually and the applicant must show how funds will be used to improve or enhance the criminal justice system.

The Nebraska Coalition for Juvenile Justice (NCJJ) was established in 1982, as required by the Juvenile Justice and Delinquency Prevention Act and acts as an advisory group to the Nebraska Crime Commission. In 2013, NCJJ submitted a technical assistance request for strategic planning to the State Relations and Assistance Division of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) seeking assistance in the development of an action oriented, strategic plan to guide its future activities. Purpose: Examine trends in law enforcement and corrections related to the possession and sale of marijuana in Nebraska subsequent to the legalization of medicinal marijuana in Colorado. Comparison groups of counties: We are assuming that the impact of marijuana in Colorado will be most substantial for Nebraska counties bordering Colorado. We assume that the next strongest impact will be for Nebraska counties along the I-80 corridor. The least impact of Colorado’s marijuana laws should be found in our “control counties” which neither border Colorado nor contain I-80.

Purpose Examine trends in law enforcement and corrections related to the possession and sale of marijuana in Nebraska in the first full year of recreational legalization in Colorado. County Group and Statewide Comparison According to the testimony of county and state officials in September 2014, counties along the border, in the panhandle, and along the I-80 corridor should be the hardest hit by increases in marijuana arrests, jail admissions and associated costs. A Jello Shot is an alcoholic beverage consisting of liquor incorporated into sweetened gelatin dessert and chilled in a small container. Given the various kinds of gelatin and liquor on the market, the types of Jello Shots are almost unlimited. Since the mid-1950s, people have developed their own recipes and personalized their production in various ways through the use of colors and chilling molds. Many do not view these as actual “alcoholic beverages” given the addition of what they have come to know as a sweet desert. A significant problem is that when people have this view then they often …

This paper examines the theoretical and empirical argument or moving away from residential placement for juvenile offenders. To that end, the use ofres1dential placement for Juvenile offenders and incarceration for adult offenders are compared to shed light on the inconsistencies between rhetoric and actual practices as related to the deterrence theory. While residential placement and incarceration are generally regarded as two separate mechanisms, the literature suggests that residential placement is counterproductive and the U.S. must continue to reassess its approach to juvenile offending.

This dissertation examines the global mobility of security knowhow in relation to the management of terrorism in megacities. Specifically, it offers three insights. First, it shows how historical events are performed as sites in need of transnational policy intervention. Second, it enables an understanding of how and why the sourcing of policy ‘models’ actually takes place. Third, it sheds light on how mobile policy schemes travel geographically and are put to work in particular contexts. In doing so, it elaborates on the conditions under which policies move geographically but also addresses the kinds of constraints and contradictions they face.

In recent years, police legitimacy has generated a great deal of scholarly attention. Numerous studies carried out in a variety of settings have demonstrated that citizens are more likely to perceive the police as a legitimate authority when they interact with citizens in a procedurally fair way. In turn, citizens become more likely to accept police decisions, comply with the law, and cooperate with the police. Yet until very recently, scholars have only focused on citizen perceptions of legitimacy while neglecting the perspective of the police themselves. Peace and Conflict Studies

This study investigates perceptions of the Liberian Truth and Reconciliation Commission (TRC), particularly focusing on understandings of, and the links between, truth, justice, and reconciliation. Forty-five semi-structured interviews were conducted at three research sites in Liberia. Findings indicate that although most Liberians agreed with the TRC in principle, most of those who followed its proceedings saw major problems in its implementation, harming perceptions of reconciliation. Participants expressed concerns that the Commission had failed to discover the full truth of wartime abuses, that the truth that was discovered was not told in the right way, and that there had been problems …

This is an in-depth analysis of coal fire burning power plants, their effects on human health and the environment. It also employed case study data from Tampa Electric Company’s Big Bend facility to examine environmental infractions at that facility. Tampa Electric Company’s Big Bend Utility Plant, violated the Clean Air Act, which led to a lawsuit filed by the Department of Justice on behalf of the United States Environmental Protection Agency and the Florida Department of Environmental Protection in 1997. This case study details the lawsuit, and subsequent settlement as well as Tampa Electric Company’s record of compliance since 2000. …

In the last two decades, drug courts have been introduced throughout Australia, to address the issue of drug related crime. Drug courts aim to reduce criminal recidivism by placing drug dependent offenders into intensive supervision and treatment programs. Research has revealed that drug courts, including the Perth Drug Court, can reduce criminal recidivism in offenders for whom drug use is a dynamic risk factor for their criminal behaviour. In recent years, there has been a trend towards making law enforcement officers more well-rounded first responders by increasing their required medical competencies. The required medical competencies of six law enforcement agencies of varying sizes in Northeast Ohio were examined by interviews conducted with a representative from each agency. Interview question topics included information on current training requirements and the types of medical equipment issued to officers. The purpose of this study is to investigate the formation of SWAT teams on college campuses and some of the reasoning behind their deployments. The study provides an overview of the early formation of SWAT, policing in a college setting and finally the creation of such teams that began in municipal policing but have migrated into campus law enforcement.

Data for this study was collected using a 20 question survey sent to college campuses that are members of IACLEA or International association of college law enforcement administrators. The return rate was 37% and the surveys were analyzed using SPSS version …

Employing a life-course framework, this research examines how various relationship typologies expands Sampson and Laub’s (2003) discussion of ‘marriage’ as a crucial mechanism involved in desistence. Moreover, recent contributions to life-course theory has identified a void in the literature in regards to how ‘turning points’ operate within female offenders. As such, this research fills those gaps by re-conceptualizing relationship typologies and focusing on the similarities between marriage and relationships.
