Can International Criminal Law Deter Rebel Groups? The Case Of Uganda, The Lord's Resistance Army, And The International Criminal Court, Julia Reilly

How does a state’s commitment to international criminal accountability mechanisms affect the tactics of rebel groups fighting against it? I examine the conflict between Uganda and the Lord’s Resistance Army, spanning four phases from 1996 until 2015, and parse out whether Uganda’s stance on the Rome Statute and the International Criminal Court affected the LRA’s propensity to target civilians. I use descriptive statistics of civilian and military casualties and qualitative case studies, drawing largely on newspaper and NGO reports of events in the conflict. This report is an update to the CLACLS report "The Latino Population of New York City, 1990-2010" issued in November 2011. It uses the most current data from the U.S. Census Bureau's 2015 American Community Survey released in October 2016. The report examines a wide range of social and economic variables tracing how these changed for Latinos in general within the City in comparison to non-Hispanic whites, non-Hispanic blacks, and Asians. It also examines the changes within the five largest Latino nationalities in the City: Dominicans, Puerto Ricans, Mexicans, Ecuadorians, and Colombians. In a commentary, SMU Associate Professor of Law Eugene Tan noted that 2016 will probably be remembered as the year of the populist revolt against the elites, against the backdrop of bewildering disruptions and an abiding sense of displacement and control accentuated by technological advancements. He highlighted that the critical challenge is to bring trust back into the core of the relationship between those in power and the masses, adding that governments need to purposively deal with people's resentments, fury and fears.

This study examines the translators’ invisibility in postcolonial translated Palestinian fiction. On one hand, this analysis revolves around the ethical stance of translators towards authors in a postcolonial theoretical framework. On the other, it brings postcolonial translation scholars’ approaches into practice and examination. Therefore, this study provides a critical analysis of reading novels in translation as both a channel of decolonization from Oriental and imperial discourses and an aesthetic catalyst for freedom in exile, specifically translated by Trevor LeGassick, Elizabeth Fernea, Salma Jayyusi, Adnan Haydar, and Roger Allen. Purpose There is considerable variation in prevalence rates of triple-negative breast cancer (TNBC) reported by various studies from India. We performed a systematic review and literature-based meta-analysis of these studies.
Methods We searched databases of Medline, Scopus, EMBASE, and Web of Science for studies that reported on the prevalence of TNBC in India that were published between January 1, 1999, and December 31, 2015. We extracted relevant information from each study by using a standardized form. We pooled study-specific estimates by using random-effects meta-analysis to provide summary estimates. We explored sources of heterogeneity by using subgroup analyses and metaregression.

Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. In recent decades, research on ‘political apology’, wherein the state apologizes to victims of its past wrongs, has multiplied, as redress movements based on human rights have proliferated around the world. Since most of this research has been conducted by political philosophers, however, analyses of political apologies tend to adopt formal and normative perspectives. To propose an alternative, empirically-grounded approach, in this paper, I develop the ‘cultural pragmatics’ of political apology. Most accounts of the 2002 departure of some conservative Anglican parishes from Vancouver’s Diocese of New Westminster (DoNW) over same-sex blessings seemed to fit the narrative of a battle over sexuality in the global realignment of the Anglican Communion. However, attention to the consecration of two new Chinese Anglican bishops—Silas Ng Tak-yin and Stephen Leung Wing-hong, both from Hong Kong—reveals that their split from the DoNW’s Bishop Michael Ingham had more to do with an ideology of cultural pluralization deploying “Asian values.” I, therefore, argue that the schism in Vancouver was a division over the three bishops’ imaginations of global …

This article analyzes data collected from Liberian women afflicted by the Ebola virus disease, survivors of the virus and noninfected persons living in Ebola-affected homes. This research is one of the first statistical analyses examining factors diminishing quality of life: negative experiences, stigma, and psychosocial symptoms among females affected by the virus after the outbreak. The research presents a thorough literature review, including research related to other infectious diseases like HIV/AIDS, to inform the gap in studies on Ebola’s effects on quality of life. The purpose of this study was to validate the Multi group Ethnic Identity Measure (MEIM) on a sample of Afro- Caribbean American college students. This investigation is unique in that it disaggregated the data to go beyond the usual labels of Black and African American used in past validation studies. Due to being subsumed in the past under such monikers, information on the ethnic identity of Afro-Caribbean American college students has largely been missing from the literature. Northern Uganda is still recovering from over two decades of civil war between the Government of Uganda and the Lord Resistance Army (LRA). The conflict created over 1.8 million Internally Displaced Persons (IDPs) who sought refuge in camps for 23 years. Around 80% of the affected population are mainly women and children.
