In August 2008, an armed conflict erupted between Georgia and Russia in the pro-Russian breakaway region of South Ossetia. An estimated 850 lives were lost, and more than 100,000 civilians fled their homes during the conflict. On August 14, 2008, the Prosecutor of the International Criminal Court (ICC) announced the commencement of a preliminary examination into the situation in Georgia. Progress was slow. However, on January 27, 2016, Pre-Trial Chamber I granted authorization to the Prosecutor to open an investigation into the situation. While the introduction of futuristic technologies will establish new options and precedents for state responses to security scenarios, there are important lessons to be drawn from prior crises. Beginning with a case study of newly sworn-in leaders during their first major foreign policy ‘test,’ this article envisions changes to such security scenarios with reference to the development of policies on Lethal Autonomous Weapons Systems (LAWS). Leadership perceptions and the politics of human versus machine error, or sharing accountability of fault by states, is considered in the context of a detailed thought experiment. As currently interpreted, Article 9 of the Japanese Constitution requires Japan’s Self-Defense Forces (JSDF) to operate in a purely defensive capacity. Recently, however, the United States has increasingly asked Japan to participate in joint military operations, in which Japanese forces would defend not only themselves, but also their American allies. This raises an important legal question: does Article 9 permit the JSDF engage in this kind of collective self-defense? Former Prime Minister Abe Shinzo believed so. After a government panel of legal experts found that collective self-defense was consistent with Article 9, the Abe administration adopted the panel’s conclusion. However, …

Japan used its export of pop culture in the post-war era not only to boost its economy but also as a means to improve its national image and project its soft power. Japanese pop culture exports emphasized a positive, non-threatening image of national culture. Though Japan’s pop culture export boom has been enormously successful, it has not been able to completely overcome its problematic past and erase historical tensions with Korea and other Asian nations. After the dissolution of the Soviet Union, many Uzbek immigrants found their ways to the United States. Given the unique historic context to their cultural and national identity, Uzbeks experience distinctive integration and adaptation process when they arrive in the United States. Despite political instability and a weak economy in Uzbekistan, data from the United States Department of Homeland Security reveal that many Uzbek immigrants are leaving the U.S. for their home country. Volunteering outside of one’s country and culture is a challenging endeavor. While abroad, international volunteers generally encounter a new language, culture, and lifestyle which can create challenges for volunteers. Pre-departure training can buffer and lend nuance to the difficulties that volunteers face. In Costa Rica, the organization Aliarse manages a volunteer project that experiences high volunteer attrition and incorporates minimal pre-departure training. This case study draws on quantitative and qualitative data collected from questionnaires and semi-structured interviews of former Aliarse volunteers over two months. Results from the data found that ninety-four percent of the interviewees said interacting either directly or …

Nelson Mandela is known across the world for his extraordinary peacemaking skills. This paper examines the negotiation tactics Nelson Mandela used to bring unity to South Africa. It begins with examining his childhood and young adult years to highlight the development of his skills, and then provides a comprehensive review of the negotiations he participated in. It explores the effectiveness of each one and describes lessons that can be received. In so doing, it provides an evaluation of his tactics and concludes with how these lessons can be applied in light of current societal issues.

Differential fertility preferences for men and women may provide insights into human sexual conflict. We explore whether pairbonded couples have different preferences for future offspring, which socioecological factors are associated with these preferences, and who achieves their desired fertility over time. We utilise the Indonesia Family Life Survey (IFLS), a longitudinal survey which collected data from 1993 to 2015, to compare desired future fertility for 9655 couples and follow couples who had divergent preferences. The majority of couples (64.8%) want the same number of future offspring. In 20.7% of couples, husbands want more future offspring than their wives, while the …
