In response to the global pandemic, governments have compelled the production of ventilators, limited service provision to “essential” goods, suspended bills for electricity, gas and water, and implemented price and export controls. Regulatory measures have consciously inhibited economic activity and disrupted investment interests. Inevitably, foreign investors are among those adversely affected by measures directed towards the containment of COVID-19. Since the first bilateral investment treaty (“BIT”) was concluded in 1959, international investment agreements (“IIAs”) have served as derogations to the general international law principle that States have absolute discretion to restrict and regulate foreign investors within their territories.2 As such, …

Incorporation of personal service companies provide tax and non-tax advantages. With the introduction of a tax avoidance surcharge in Singapore, incorporation for non-tax advantages risks additional “tax costs” if challenged by the revenue authorities, introducing uncertainty and litigation costs. Instead of relying on a GAAR, targeted measures should restrict tax advantages to the first company incorporated by each individual taxpayer.

R&D Subsidies In Permissive And Restrictive Environment: Evidence From Korea, Yumi Koh, Gea M. Lee

This paper investigates the extent to which a regulatory environment for R&D subsidies shapes the magnitude and direction of R&D subsidies set by a government and consequent innovation paths. When the WTO adopted a permissive regulatory environment, we find that the Korean government increased R&D subsidies significantly (89.21%) and selectively so for firms and industries with higher returns. Recipient firms conducted less basic research and more development research. Improvements in innovations were mostly incremental and minor. However, such changes did not persist once the WTO switched to a restrictive regulatory environment. Our findings show that the regulatory environment imposed by …

The Demands Of Displacement, The Micro-Aggressions Of Multiculturalism: Performing An Idea Of "Indianness" In Singapore, Orlando Woods, Lily Kong

This paper explores the ways in which state-defined discourses of multiculturalism can unintentionally create a framework through which micro-aggressions are enacted against those interpreted as "other". These definitions cascade down from the state to majority and then minority ethno-national groups, who leverage positions of relative dominance to establish the terms of acceptance and integration into society. By negotiating these terms, ethnicity becomes a performative construct through which difference is asserted and reified. We illustrate these ideas through an empirical analysis of Singapore's minority Indian community, and how Singaporean Indians perform an idea of "Indianness" in response to their Singaporean Chinese …

This thesis explores the challenges of work-commuters living in Mexico yet working in American border cities. As the majority of work-commuters have limited educational backgrounds and limited English proficiency, workers are often restricted to low paying, onerous jobs in construction, landscaping, agriculture, and domestic work. However, there is a small percentage of workers in managerial and professional positions. Workers in these industries are at higher risk of experiencing occupational hazards and labor abuses, particularly because of the nature of these positions. Financial inclusion is a critical means of empowering individuals to improve their own lives, and Uganda provides an excellent case study for examining various financial mechanisms in a developing country context. This thesis investigates four such mechanisms: formal banks, microfinance institutions, mobile money, and contribution clubs. The analysis is conducted using five criteria to evaluate their level of inclusion: (1) quantitative coverage, (2) standard of living, (3) gender, (4) education, and (5) social capital. This thesis examines the impact of conventional pollutants on the environment, communities, and individuals in Pakistan. It begins by investigating the causes of conventional pollutants and exploring Pakistan’s agricultural industry, domestic practices, non-renewable energy sources, and industrial practices (the brick industry, leather tanning industry, and textile industry). It then analyzes factors that continue to contribute to conventional pollution in Pakistan such as economic incentives, politics, and traditional practices within industries. Exploring the measures that have been taken by Pakistan and other organizations to decrease conventional pollutants, it then suggests potential opportunities for improvement.

This paper argues that UNSCR 1325 on Women, Peace, and Security exemplifies how the international security system is constructed in a way that not only preserves militarism and hegemonic masculinity, but further perpetuates gendered power disparities and exacerbates human insecurity. Xi Jinping is leading China in a new direction, but how are we to understand the PRC’s global strategy? To understand domestic and international politics in most countries, we would look for clues in authoritative sources—leaders’ speeches, official documents and statistics, elite interviews and essays, and public opinion surveys. In the 2000s this method worked well to probe Chinese politics. But since civil society and independent thought have been severely restricted over the past decade under Xi, it’s necessary to go beyond such “factual” sources. To understand China’s global strategy, it’s best to read fiction, especially Chinese science fiction.

This paper explores the political ecology of death and the affective tensions of secularised burial rituals in Singapore. Although scholars have recently acknowledged the roles of biopower and affect in shaping environmental politics, religion and death as socio-affective forces have not been substantively engaged with by political ecologists. We argue that death is inherently both a spiritual and ecological phenomenon, as it exposes not only the spiritual geographies that structure how people see the natural world, but also the affective tensions and struggles over what counts as a “proper” form of burial in relation to religion and nature. The past few years have seen an emergence of populist leaders around the world, who have not only accrued but also maintained support despite rampant criticism, governance failures, and the ongoing COVID pandemic. The Philippines' Rodrigo Duterte is the best illustration of this trend, with approval ratings rarely dipping below 80 percent. What explains his high levels of robust public support? It is common knowledge that Martin Heidegger’s attempts at engaging non-Western philosophy are very much a construct of his own making. This article in no way seeks to disagree with those observations, but argues two things: first, that Heidegger’s “dialogue” with his two main other sources of inspiration, the ancient Greek thinkers and the German poets, is not different in kind or in principle from his engagement with East Asia. The COVID-19 pandemic has claimed an extremely high number of lives worldwide, causing widespread panic and stress. The current research examined whether COVID-19 stress was associated with everyday cognitive failures, using data from a seven-day daily diary study of 253 young adults in Singapore. Multilevel modeling revealed that COVID-19 stress was significantly associated with cognitive failures even after adjusting for demographic factors, both at the within-person and between-persons levels. Specifically, individuals experienced more cognitive failures on days they experienced more COVID-19 stress (as compared to their own average levels of COVID-19 stress), and individuals who experienced more COVID-19 stress overall …

Postmaterialism And Corporate Tax Avoidance, Yujia Cui, Jiwei Wang, Kangtao Ye

Using a proprietary dataset of China tax audits, we found that firms owned by investors from countries with higher postmaterialism values were less likely to engage in tax-avoidance behavior in China. In addition, we found some evidence that the negative association between postmaterialism and tax avoidance is more pronounced when tax enforcement is stronger, indicating that national culture and formal institutions act as complements. To check the external validity of our main results, we further used a cross-country sample from 21 countries over 22 years.
