How to evaluate the effects of government policy on encouraging innovations? Existing studies strongly argue to reduce subsidies compared to indirect policy tools, such as tax rebate. However, direct government grants are popular and keep gaining momentum in China. Such a discrepancy between academic research and common practice is interesting and calls for further investigations. In the meantime, is there any difference for this issue if considering green attributes? Chinese Grammatical Error Correction (CGEC) has been attracting growing attention from researchers recently. In spite of the fact that multiple CGEC datasets have been developed to support the research, these datasets lack the ability to provide a deep linguistic topology of grammar errors, which is critical for interpreting and diagnosing CGEC approaches. To address this limitation, we introduce FlaCGEC, which is a new CGEC dataset featured with fine-grained linguistic annotation. Specifically, we collect raw corpus from the linguistic schema defined by Chinese language experts, conduct edits on sentences via rules, and refine generated samples manually, which results in 10k sentences …

The Partial Secularisms Of Singapore's Muslim Minorities: Arbitraging Model Citizenship And (In)Complete Selves At The Margins, Orlando Woods, Lily Kong

This article argues that the secular should be understood as a partial construct that is selectively deployed by individuals to structure everyday encounters with difference. The partiality of the secular is pronounced in Muslim minority contexts, in which Muslims must negotiate varying degrees of ontological incompatibility between their religious and nonreligious selves. How religious and secular understandings of “model” citizenship are negotiated throughout the spaces and aspirations of everyday life can provide insight into the partiality of the secular, and how such partiality can create difference where there might otherwise be unity. Why Do Farmers’ Cooperatives Fail In A Market Economy? Rediscovering Chayanov With The Chinese Experience, Zhanping Hu, Qian Forrest Zhang, John A. Donaldson

In The Theory of Peasant Cooperatives, Chayanov develops the theories of differential optima and vertical integration, which stress the vulnerability of peasant farming in capitalist markets, and argues that cooperatives can support smallholders only if they operate as ‘a cooperative movement’, are buttressed by a strong ‘cooperative culture’, and achieve ‘vertical integration’. Based on extensive fieldwork in China, we identify six major obstacles that explain the failure of most cooperatives. Chayanov’s arguments caution us to not only the vital importance of cooperatives to the resilience of peasant farming, but also the apparently insurmountable obstacles that cooperatives face in market economies.

Few countries have advanced their culture globally as China has done in the last two decades with its culture ‘going out’ strategy. Promoting cultural goods and services overseas and fostering cultural exchanges, the strategy is also part of the country’s efforts to advance its soft power abroad. Broadly, there are two contrasting perspectives on the strategy’s performance. Because of its stability and financial muscle, local analysts generally praise it, while the overarching official involvement provokes suspicion in some international contexts. This is the ninth annual review of Singapore’s performance in international moot court competitions. The preceding season (2021/22) had set a high bar, considering that Singapore law schools took the top two spots in the NICA Law School Rankings. The NICA rankings are based on how law schools throughout the world perform in various international moots, with points weighted according to the scale of the competition. With six championships (including two Grand Slams) as well as a third championship final appearance in the Jessup, SMU took top spot in the NICA rankings for the second time in its history.

Research on bryophytes (SL) in the tropics has been lacking compared with the high number of species found there and the potential benefit of bryophytes (SL) as indicators of pollutants and other forms of human disturbance. This study investigated whether or not bryophyte (SL) growth patterns showed relation when compared with environmental factors on the mountain Cerro Gaital in El Valley, Panamá.
