Human Rights & Human Welfare

A possible accession of European Union (hereinafter: EU/the Union) to the European Convention on Human Rights (ECHR/the Convention) has been discussed in legal society for more than thirty years. The topic had widely opened after the 1979 Commission Memorandum where the major pros and cons were underlined and practical problems were addressed. This discussion led to an official request to the European Court of Justice (ECJ/the Court) in relation to the legality of such accession; the outcome was included in opinion 2/94 that found such accession incompatible with the European Community (EC/the Community) Treaty.

History can provide invaluable insights into important issues of the economic and social regulation of utilities, and offer lessons towards future debates. But the history of utility regulation – which speaks of changing, diverse and complex experiences around the world – was, unfortunately, sidelined or marginalised when economists and policymakers enthusiastically embraced the question of how to reform the utilities from the 1970s. From National Monopoly To Multinational Corporation: How Regulation Shaped The Road Towards Telecommunications Internationalisation, Judith Clifton, Daniel Díaz-Fuentes, Francisco Comín

One of the consequences of major regulatory reform of the telecommunications sector from the end of the 1970s – particularly, privatisation, liberalisation and deregulation – was the establishment of a new business environment which permitted former national telecommunications monopolies to expand abroad. From the 1990s, a number of these firms, particularly those based in Europe, joined the rankings of the world's leading multinational corporations. Their internationalisation was uneven, however: while some firms internationalised strongly, others ventured abroad much slower. From Boom To Doom To Boom: Offshore Financial Centres And Development In Small States, Richard Woodward

During the 1990s tax havens and offshore financial centres (OFCs) were subject to a string of initiatives designed to raise their tax and regulatory regimes to accepted international standards. Many commentators forecast that this would lead to the demise of OFCs, a worry for the many small states whose economic well being depended heavily on the provision of offshore financial services. Despite this regulatory onslaught many small state OFCs have prospered in the new millennium. This paper explains how some Oromos who were forced to leave their country, Oromia, by successive colonial Ethiopian governments and live in exile have been orga- nized in foreign lands to liberate their people and country by supporting the Oromo national movement. This paper evaluates the historical dynamics that have shaped the development of fiscal federalism in Nigeria and Canada over the years. It contends that certain contradictions have inhibited the efficient and equitable allocation of tax powers and expenditure responsibilities in Nigeria. These include Nigeria's defective federal structure, military rule, Presidential federalism, politicized sharing principles, and the parochial political culture. These absurdities now threaten the stability of the Nigerian federation. Among these agencies, each has different levels of communication, collaboration and knowledge of the other organizations operating in Rhode Island. The purpose of this thesis is to analyze and comment on the relationships that exist between Providence College students and the local Smith Hill‐Elmhurst community. In conducting my research I concentrated mainly on the nuanced perceptions that the students and the local residents have of each other. International Labour Migration: The Missing Link In Globalization, Piyasiri Wickramasekara

PIYASIRI WICKRAMASEKARA

The paper analyzes the linkages between globalization and international mobility of people and labour, and concludes that labour migration is the missing link in globalization. It highlights that recent trends in labour mobility across borders hardly match optimistic rhetoric on migration and development and transnationalism at the international level. This paper briefly reviews recent trends in international mobility, particularly of workers, and reviews evidence and causes of mounting barriers to mobility. It discusses the emerging areas of convergence and divergence on policy and institutional options to optimize migration of labour for the welfare of the global economy.

Under The Surface: The United States’ Failure To Effectively Communicate And Gain Credibility With Iraqis, Julia Dunlea

In the short term, the United States negatively impacted the relationships among the Sunnis, Shiites, and Kurds. The United States’ lack of communication and credibility led to this negative impact. Six variables: the United States’ lack of knowledge about Iraq, the preexisting anti-western political culture, removal of local elites and army, inadequate media outreach, impact on reactionary violence, and the inability to fulfill all their promises to the Iraqi population expanded problems in credibility and communication. The paper critically examines how indigenous peoples all over the world have been terrorized, exterminated, abused, and misused by those ethnonations that control nation-states in the capitalist world system. The homelands, economic and natural resources of indigenous peoples were expropriated and transferred to colonial settlers and their descendants and collaborators that have no interest to protect the political, economic, civil, and social rights that are articulated in the United Nations Universal Declaration of Human Rights and the Rights of Indigenous Peoples.
