While the majority of Chile’s intact watersheds are located in the largely uninhabited southern Patagonia regions of the country, the majority of the Chilean population lives in the nation’s parched central regions. In the face of recent trends in climatic change, including dramatic decreases in snowpack, diminishing glaciers, and shifts in precipitation cycles and seasons, mountain contributions to local watersheds are predicted to continue dwindling as aridification worsens around the world and throughout Chile. Civil society has exploded in Latin America as democratization has continued over the last 30 years. Civil society organizations (CSOs) are thought to improve governance and oversight and to increase social capital. Nonetheless, we have limited knowledge about what motivates CSOs’ political strategies, which include participating in formal political institutions, attending demonstrations, and providing services. We build knowledge here by evaluating data from a unique survey of nine hundred CSOs across seven Brazilian cities. Our findings showcase several parallel processes: poorer CSOs continue to rely on the state and actively participate in political processes despite protesting at greater rates than …

This dissertation research examines the negotiations Latino professional migrants engage in to navigate the interplay between the provisions of legal and social citizenship through the migration process. In this work, legal citizenship refers to the rights given to individuals that result from their formal membership to a nation. Social citizenship refers to the real ability individuals have to enjoy those rights and experience full social inclusion in a political community.

Populism, as the Manichean juxtaposition of the elites versus the common citizen ("the People"), has become an entrenched phenomenon of the modern moral order. Political populism, which feeds from and reinforces the “elite vs the people” confrontation in the political arena, has been a recurrent feature of Latin American politics. The present work studies one its strains, say, the successful conflation of populism and the left in Venezuela—and the lack thereof in Mexico. Through process-tracing (George & Bennet 2005) several mechanisms explaining the success of the radical populist (Chavista) movement in Venezuela are identified, while a comparison with Mexico helps …

This poster presents a case study of how archived documents provide multi-faceted, dynamic opportunity for teaching and learning in both academia and indigenous communities. Anthropologist Jules Henry compiled extensive language and cultural field notes in the 1930s while living among the Xokleng Laklãnõ (Brazil) and Pilaga (Argentina) communities. Until recently, these documents and photographs archived at Washington University in St. Louis were seldom used. However, by starting a collaborative digital project with Unicamp State University (São Paulo, Brazil) a number of innovative uses have emerged. "In this essay, I use three nontraditional forms from the visual culture of colonial Brazil—Tupinambá featherwork, Portuguese Atlantic mandinga pouches, and azulejos (tilework)— in order to meditate upon materiality and temporality as methodological problems with which our discipline should engage. Each of these art forms has historical trajectories that span cultures, continents, and centuries, a circumstance that raises questions as to how such diverse and stubbornly nonhistoricizable genres can be melded into a coherent historical narrative of the visual and material cultures specific to 'Brazil,' especially when two of them — the mandinga bags and azulejos — are not intrinsically …

This research examines the funding practices of international non-governmental organizations supporting grassroots women's groups in Nicaragua. Specifically, it explores the disconnect between the theoretical ideals and organizational practices of foreign donor agencies and the "on the ground" perspectives of grassroots women's organizations regarding the best use of international development resources in promoting women's rights and empowerment in Nicaragua. Highly qualified individuals are leaving the Caribbean and relocating to the United States and other developed countries. Researchers describe this resulting flight of human capital, or brain drain, from the Caribbean as a problem which has no clear definition or immediate solution. This phenomenological study explored perceptions of government senior executives in the United States Virgin Islands (USVI) of the cause and impact of brain drain. Burns' and Bass's transformational and transactional leadership theories were used as the framework for this study. After the uprising that took place in Madera, Chihuahua on September 23, 1965, the first armed challenge to the state since the Mexican Revolution, the north became a region of historical significance for understanding the subsequent "Dirty War" that spanned from the late 1960s to the early 1980s. Ciudad Juárez was a key locale in which a wide variety of revolutionary groups conducted both open and clandestine activities. Attempting to rouse the masses, a dedicated few organized protests, counter-meetings, popular assemblies, and launched a prepa popular to reorganize and democratize education. The productivity of Trinidad and Tobago's public sector workplaces is related to their absorptive capacity for technological adoption. Guided by the technology acceptance model, which suggests that individuals' and institutions' use of technology increases in relation to perceived ease of use and apparent value, this case study explored how Trinidad and Tobago used information and communications technology from 2001 - 2010 to improve public sector workplace productivity. Trust in government is essential to democratic practice. This article analyzed the factors shaping trust in the federal government using a survey of 260 Mexican immigrants living in rural Illinois and in-depth interviews with 32 participants. To analyze these data, we drew a distinction between support for the regime (system of government that is relatively stable in a political system) and support for authorities (those who temporarily occupy positions of power) to test whether regime or authorities’ considerations shaped respondents’ political trust.
