This article explores the capacity of the Frente Sandinista de Lib- eración Nacional (FSLN) to adapt to a changing Nicaraguan politi- cal environment over the last three decades. It focuses on the FSLN’s transformation from the 1980s until its recent return to power. The analysis uses the tools offered by studies on the trans- formation and adaptation of political parties in adverse contexts. It concentrates on the four key stages of the FSLN’s transformation: the 1980s, the five-year period following the FSLN’s defeat in the elections (1990–1995), the following decade in opposition (1996–2006), and the return to government. Venezuela is experiencing a transitional political process in which the government and the majority of Venezuelans want to move from a capitalist representative democracy to a more socialist participatory democracy. This transition is enmeshed in complexities, contradictions, and political opposition. Reflection on the experience of accompanying neighborhood groups in local decision making in Caracas from 2002 to 2006 suggests that planning practitioners and scholars can be allies in the grassroots processes of empowerment and self-determination of local communities and advocates and active agents in the "trickling-up" of greater planning participation to upper levels of government.

The main objective of this chapter is to analyze the public policymaking process in Paraguay, particularly with regard to the formulation and implementation of policies that affect the generation of remunerative employment. Concretely, the chapter addresses how the broad institutional (i.e., political, administrative and legal) environment influences—both negatively and positively—the potential for formulating and implementing a medium-term employment strategy for poverty reduction in Paraguay. The main policymaking focus of the employment strategy will be on the private sector. However, the potential contribution of an employment strategy for the public sector itself towards poverty reduction is also considered.

In recent years interest has grown in central bank independence as research has shown that it may affect many important financial issues such as unemployment, inflation, and inflation variability, among others. However, empirical evidence regarding its effect has been inconclusive and there is low correlation among various legal central bank independence measures. In this thesis, I attempt to resolve these problems by generating a new measure of legal central bank independence that takes into account divergence between laws and practices. In this paper I address various components to the human rights abuses in Argentina in the 1970s. The domestic political situation is analyzed with particular attention paid to the political culture and the history of the regime. Media outlets and interviews by victims are used to facilitate first-hand accounts of the regime. The international arena and the efforts of human rights groups are mentioned as a means to demonstrate the international implications of the regime. The author investigated the experience of embodied dreamwork. Participants were eight Puerto Rican women who were chronically ill, of low socioeconomic status, who lived in Boston. The data were analyzed using transcendental phenomenology. Each participant engaged in one embodied dreamwork–unstructured interview session lasting approximately 1.5 hours. In addition, each participant drew a picture of how she felt after the dreamwork interview. This snowball, purposive sample gave detailed information about how they experienced embodied dreamwork. The participants’ statements were grouped into themes: (a) sense of place—environment, surroundings, spatiality; (b) the players—self, others; (c) plot; (d) in the sea of emotions—naming affective …

Recent research argues that globalization in Latin America sometimes results in the homogenization of culture and loss of indigenous identity. This paper, however, explores how Q’eqchi’-Maya market women in San Juan Chamelco, Guatemala, generate Q’eqchi’ personhood by embracing the conflicts of value introduced by the confrontation of globalization with longstanding Q’eqchi’ values. I argue that in Chamelco, market women are mediators of value who participate in global capitalism to reinforce the categories that structure indigenous life. Lisa Yun's book The Coolie Speaks: Chinese Indentured Laborers and African Slaves in Cuba is an extraordinary exemplar of scholarship that examines the under-investigated and often misunderstood phenomenon of Chinese coolie servitude in Cuba. The book interrogates liberal philosophies and modernist epistemologies, and offers new theoretical perspectives and methodological approaches that shatter long-held notions of the labor "contract." Yun's analysis explores a unique body of 2,841 testimonies and petitions by Chinese coolies compiled in the 1876 Report of the Commission Sent by China to Ascertain the Condition of Chinese Coolies in Cuba.

Students in Mexican schools with previous experience in US schools are transnational students. To the extent their Mexican schooling does not recognize or build on their US life and school experience and their American school experience did not anticipate their later relocation to Mexico, these students are incompletely attended to by school. Yet these students, like all students, are agentive and have some control over how they make sense of their schooling.

Ongoing Potentially Traumatic Stress (OPTS) as a result of violence and insecurity along the U.S./México border remains understudied. Many residents of the border may be both indirectly and directly exposed to potentially traumatic events on an ongoing basis, particularly in the city of Cd. Juárez, México. The present study examined the impact of the violence and insecurity on daily traumatic stress levels and the potential for self-medication via alcohol, cigarettes, and illicit drugs within Spanish speaking young adult residents and commuters to Cd. This research focused on the detrimental effects of climate change on indigenous peoples in Latin America. Indigenous peoples throughout the region tend to live subsistence livelihoods, which tie them closely to their land and the surrounding environment. This close relationship often means that indigenous peoples acutely experience the effects of climate change and are more susceptible to its negative outcomes than other populations. Further, indigenous peoples in the region lack the mitigation and adaptation capacities to deal with damaging climatic effects.

Conflicts over extractive industry have emerged as one of the most visible and potentially explosive terrains for struggles over distribution, territory, and inequality in the Andes. We explore these relationships in Bolivia, focusing on gas extraction in the Chaco region of the southeastern department of Tarija. We consider how the expansion of extractive industry intersects with territorializing projects of state, sub-national elites, and indigenous actors as well as with questions of inequality and inequity. We conclude that arguments over the territorial constitution of Bolivia are inevitably also arguments over gas and the contested concepts of equity underlying its governance. © …

This dissertation explores the Royal Chicano Air Force (RCAF), a Chicano/a arts collective that produced numerous murals in Sacramento, CA, for over forty years. Grounded in Mexican and US aesthetic traditions, their murals reflect cultural hybridity and re-imagine US history through a Chicano/a perspective. Many of their works were and are located in Sacramento's Chicano/a barrios, while others occupy interethnic, public space in the vicinity of the State Capitol. By encoding hidden Chicano/a iconographies within each mural, the RCAF offers what scholar Alicia Gaspar de Alba calls "alter-Native" narratives of American history because they posit "Other" views of local history, …
