This chapter reviews the financial development strategies adopted by the Singapore government as it navigates internal and external changes to build a vibrant center of finance in the Asia Pacific region. Sections 2 and 3 provide an overview of the structure of the financial system and the financial governance framework respectively. This is followed by a discussion, in Section 4, on the outward looking development strategy that underpinned the successful development of Singapore’s financial sector. In 2017, Singapore introduced wide-ranging reformsto its insolvency and restructuring laws with a view to enhancing itsattractiveness as an international centre for debt restructuring. Central tothese reforms is the transplantation (with modification) of certain provisionsfrom Chapter 11 of the US Bankruptcy Code including the automatic moratorium, cross-creditorcram-down, rescue financing and pre-packs. Drawing upon the US experience andsimilar reform proposals in the EU (including the UK), we critically evaluate theimpact of the new Singapore law. We argue that there remain challenges inensuring that the transplantation works well and highlight the possibleunintended consequences of such transplantation.

The Canada-EU Free Trade Agreement (CETA) has been completed and awaits ratification against a backdrop of global economic uncertainty. The Trans-Pacific Partnership Agreement (TPP), which includes five Asian parties among its signatories, has lost the support of the United States and its fate is uncertain as well. The CETA is significant for Asian countries given that one of its parties -- the EU -- has signalled strongly that it wishes to negotiate a number of free trade agreements in the Asian region. On 26 June 2018, the UnitedNations Commission on International Trade Law (UNCITRAL) approved, largelywithout modification, the final drafts of the Convention on International SettlementAgreements Resulting from Mediation (the Singapore Convention) and amendmentsto the Model Law on International Commercial Mediation prepared by WorkingGroup II. These instruments aim to promote the enforceability of internationalcommercial settlement agreements reached through mediation in the same way thatthe New York Convention facilitates the recognition and enforcement ofinternational arbitration awards. This paper provides a critical analysis of theSingapore Convention and some commentary from an Asian perspective.

This article approaches the question of Anglo-American hegemony in urban studies by examining publication and citation patterns. The past one or two decades have witnessed critical arguments about how knowledge production in social sciences is characterised by centre–periphery relations, and risks universalising US–American and European knowledge and epistemology. While not much systematic analysis has been done to address the extent to which urban knowledge has been shaped by Anglo-American centrism, it is not difficult to tell that the field is dominated by the Anglophone world in terms of authorship, institutional affiliation, the cities under scrutiny, and the urban theories arising. …

This case note discusses the Singapore High Court case of UKM, in which an order was granted to a gay man to adopt his biological son conceived through a gestational surrogacy arrangement in the United States. In particular, the High Court’s assessment of the welfare of the child and of public policy, in light of two factors—the prohibition of male homosexual acts in section 377A of the Penal Code and the de facto curtailment of domestic surrogacy by Singapore’s restrictive rules relating to the use of assisted reproduction technology services—will be examined.

The article examines the evolution of Taiwan’s engagement in Southeast Asia since the 1990s as a unique case study in international law and international relations (IR). Under the one-China policy, the evolution of bilateral relations with Taiwan highlights the theoretical concept of recognition premised on identity and status in interstate affairs. The article argues that the states of the Association of Southeast Asian Nations (ASEAN) have established diverse forms of recognition of Taiwan in line with a policy of non-recognition. A solid agricultural foundation is required to build a strong industrial sector. However, how such a foundation can be established remains debated. This study addressed this question by examining the politics of state responses to the food crises in Indonesia and Nigeria. Despite the similar problem of food shortages faced by the two countries in the mid-1960s and early 1970s, respectively, why did they pursue divergent policy responses? During the 1980s, an influx of Cambodian Americans resettled in the United States due to the Cambodian genocide. Those Cambodian refugees who came to the United States as either infants, children or adolescents due to warfare, are members of the 1.5 generation. This thesis examines the educational trajectory of 1.5 generation Cambodian Americans in the context of family, school, and community from their resettlement in the United States to adulthood. This thesis examines implicit assumptions about democracy among Burmese residents in Chicago, Illinois and Fort Wayne, Indiana. A major focus of the research is the durability of foundational cultural models – basic, simple, widely-shared modes of thought – that may or may not change over time, measured in this study through length-of-residency. As such, I examined three distinct sample groups: temporary residents, immigrants, and adult offspring of immigrants. How did Myanmar’s military embrace liberalization more during 2011-2015 than in the 1988-2002 period? Myanmar has long been treated as an outlying case by studies on democratization, liberalization, and transitions from authoritarian regimes due to its longstanding military regime. Protests in 1988 led to pressure on the regime to hold elections in 1990, leading to an electoral victory for the opposition party the National League for Democracy (NLD), but the results were ultimately overturned, and Myanmar’s military regime persisted. Since the resurgence of Rakhine State's conflict in 2017, and the resulting 750,000 refugees, Myanmar has received increased scrutiny by the United Nations Security Council (UNSC). However, some of Myanmar's ethnic conflicts have been continuous since independence in 1948, and thus begs the question: what explains the difference in attention? Three analytical lenses will be utilized to examine UNSC behavior: Bureaucratic Institutionalism, Geopolitics, and the null hypothesis of sheer Magnitude. Coming from a relatively wealthy landowning family, at the age of sixteen, Hemen dropped out of school and ran away to Calcutta to pursue his passion for painting. He enrolled at the Government College of Art in 1911, but left in 1912 for another institution, Jubilee Art Academy.
