The international scientific community has long recognized the need for coordinated drought monitoring and response, but many factors have prevented progress in the development of a Global Drought Early Warning System (GDEWS): some of which involve administrative issues (coordinated international action and policy) while others involve scientific, technological, and logistical issues. The creation of the National Integrated Drought Information System (NIDIS) Portal within the United States provided an opportunity to take the first steps toward building the informational foundation for a GDEWS: that is, a Global Drought Information System (GDIS). The United States Geological Survey (USGS), in cooperation with the Papio-Missouri River Natural Resources District (PMRNRD), conducted this study to map the water-level altitude of 2009 within the Elkhorn River Valley, Missouri River Valley, and Platte River Valley alluvial aquifers; to present the predevelopment potentiometric-surface altitude within the Dakota aquifer; and to describe the age and quality of groundwater in the five principal aquifers of the PMRNRD in eastern Nebraska using data collected from 1992 to 2009. In addition, implications of alternatives to the current PMRNRD groundwater-quality monitoring approach are discussed.

This study assessed the feasibility and suitability of a Water Quality Trading (WQT) program within the Kentucky River Basin (KRB). The study’s focal point was based on five success factors of a WQT program: environmental suitability, geospatial orientation, participant availability, regulatory incentive, and economic incentive. The study utilized these five success factors, geographical characteristics, and Discharge Monitoring Reports (DMR) to assess the feasibility of a WQT program.
The assessment divided the KRB into five eight digit Hydrologic Unit Codes (HUC), North, Middle, and South Fork, Middle Basin, and Lower Basin, to determine regional impacts caused by the nutrient PSs. Individual …

In this thesis, the role of soil water storage change on the annual water balance is evaluated based on observations at a large number of watersheds located in a spectrum of climate regions, and an annual water balance model is developed at the seasonal scale based on Budyko hypthesis. The annual water storage change is quantified based on water balance closure given the available data of precipitation, runoff, and evaporation estimated from remote sensing data and meteorology reanalysis. The responses of annual runoff, evaporation, and storage change to the interannual variability of precipitation and potential evaporation are then analyzed. Both …

The following is a compilation of field data collected in 2011 and 2012 in Apalachicola, FL as part of a five year study assessing the ecological effects of sea level rise in the northern Gulf of Mexico. Many coastal communities, both natural and developed, will soon be working to mitigate the effects of sea level rise, if they are not already doing so. Surface water contamination can often be reduced by passing runoff water through perennial grass filters. Research was conducted in 2006 to 2008 to evaluate the size of cool season grass filters consisting primarily of tall fescue (Festuca arundinacea Schreb) with some orchard grass (Dactylis glomerata L.) relative to drainage area size in reducing runoff sediment and phosphorus (P). The soil was Pohocco silt loam Typic Eutrochrepts with a median slope of 5.5%. The grass filters occupying 1.1 and 4.3% of the plot area were compared with no filter with four replications. Surface mining, in the form of contour mining and mountain-top removal, is a common means for retrieving coal in the Appalachian Coal Belt region of Kentucky. Overburden or excess spoil generated by these two methods is placed in valley fills. Traditionally Constructed fills have been shown to adversely impact headwater ecosystems via stream burial and through alterations to the hydrology, sediment supply, water quality and biological composition of downstream reaches. Contaminants in waterways continue to be a problem especially in watersheds dominated by land use changes such as agriculture. Clearing the land for agricultural use is needed to support the population; however, agricultural contaminants are cited as contributing the greatest input of suspended solids and nutrients to waterways. Quantifying various contaminants in surface water is useful in determining their origin, thus aiding in their mitigation. Water allocation is a fundamental part of water resources management. Water allocation is often a contested process because it involves multiple uses and users of water. Issues of justice arise when resources are, or are perceived to be, in short supply. When water is allocated the rules for the distribution of the resource may result in just outcomes for some stakeholders but may create injustices for other stakeholders. Modeling transient effects of streams near well fields is an important tool for understanding water balance within the Rio Grande Project (Project). The results are known as stream leakage. Stream leakage quantifies the amount of water seeping from a stream, canal and/or drain to/from a well field. Stream leakages near the Canutillo Well field, primary river losses for years 2005 through 2010 along with historical gain/losses and allocations of surface water with the associated agreements were evaluated.
The overall loss rates per mile in the Project for years 2005 to 2010 averaged -0.75 cubic feet per second (cfs). The historical …

Shoreline buffers are essential to maintaining lake water quality and there are numerous methods for their assessment. There is uncertainty in the benefits and drawbacks of different shoreline buffer assessment methods. In this study I explore three methods of remotely assessing shoreline buffers in the Belgrade Lakes Region of Maine: household surveys, geotagged shoreline photos, and satellite imagery. By comparing these three methods I will evaluate their accuracy and applicable scale when used to assess the presence and quality of shoreline buffers.

Anthropogenic activities have increased phosphorus (P) loading in tributaries to the Laurentian Great Lakes resulting in eutrophication in small bays to most notably, Lake Erie. Changes to surface water quality from P loading have resulted in billions of dollars in damage and threaten the health of the world’s largest freshwater resource. To understand the factors affecting P delivery with projected increasing urban lands and biofuels expansion, two spatially explicit models were coupled. This thesis presents a method, Ensemble Kalman Filter (EnKF), applied to a highresolution, shallow water equations model (DG ADCIRC-2DDI) of the Lower St. Johns River with observation data at four gauging stations. EnKF, a sequential data assimilation method for non-linear problems, is developed for tidal flow simulation for estimation of state variables, i.e., water levels and depth-integrated currents for overland unstructured finite element meshes. The shallow water equations model is combined with observation data, which provides the basis of the EnKF applications.
