Humans seek to improve their wellbeing by altering ecological processes to maximize the output of specific ecosystem services, which often leave the system vulnerable to unintended and undesirable side effects. Ecosystem services emerge from complex interactions among ecological structures and processes occurring at multiple scales. The degree to which an ecosystem maintains a predictable range of structures and processes in the face of disturbance can be described as its resilience. This dissertation is comprised of three essays that examine water management and conservation programs through the context of sustainable development. These essays are distinct case studies of national, state and local policies. Their common approach is that they all use common-pool resources theory to generate specific recommendations for policymaking and water management.

The study employed Geographical Information System (GIS) technology to investigate the vulnerability of groundwater to NO3 content in Buncombe County, North Carolina in two different approaches. In the first study, the spatial distribution of NO3 contamination was analyzed in a GIS environment using Kriging Interpolation. Cokriging interpolation was used to establish how NO3 relates to land cover types and depth to water table of wells in the county. Observed streamflow and climate data are used to test the hypothesis that climate change is already affecting the streamflow volume derived from snow accumulation in ways consistent with climate model-based projections of 21st century streamflow. Annual and monthly changes in streamflow volume and surface climate variables on the upper Rio Grande (URG) near its headwaters in southern Colorado are assessed for water years 1958-2015. Trends in discharge are examined together with variations in snow water equivalent and surface climate variables. This study examines the demographics of California’s 53 congressional districts and the relationship with the voting patterns on three environmentally focused propositions in the 2008 and 2010 elections. Peer effects are an increasingly studied field in economics, and can have large impacts at a local level. In this research we seek to identify whether there is an impact of early adopters on their neighbors to become adopters. The scope for this study is the LakeSmart program that operate in Maine. Specifically we are focusing on the Belgrade lakes, and analyzing data from 2005 to present in addition with a survey of demographic characteristics conducted in 2011. This paper aims to determine what effect water restrictions in Norfolk County, Massachusetts have on residential water usage. Using data from the Massachusetts Department of Environmental Protection, this paper analyzes subsequent municipal water usage within and across towns after water restrictions, both mandatory and voluntary, are implemented. Accounting for town fixed effects, the results indicate that for some towns, water restrictions do in fact have a significant impact on decreasing water usage.

Prior studies have expressed the value of location in real estate, but more recent studies have explored the influence that public transportation has had on housing prices. Access to public transportation is understood to increase the value of homes. Easier access to public transportation allows for shorter and more convenient commutes into or within cities. However, other studies have found that proximity to public transportation can also have adverse effects on property values. The Columbia River is home to anadromous salmon populations that migrate upriver every year to spawn. These fish require cool water temperatures (Tw) to survive. In recent years, high summer Tw in the Columbia River has caused increased mortality of salmon. Different possible explanations for increased Tw include climate change, deforestation, and decreased summertime streamflow (Q) due to dams. Rising atmospheric CO2 concentrations have motivated efforts to better quantify reservoirs and fluxes of Earth’s carbon. Of these fluxes from the atmosphere, one that has received relatively little attention is the atmospheric carbon sink associated with carbonate mineral dissolution. Osterhoudt (2014) and Salley (2016) explored new normalization techniques to improve and standardize a process for measuring this flux over large river basins. The present research extends this work to the 490,600 km2 Ohio River drainage basin and 11 subbasins. Mesoscale in situ meteorological observations are essential for better understanding and forecasting the weather and climate and to aid in decision-making by a myriad of stakeholder communities. They include, for example, state environmental and emergency management agencies, the commercial sector, media, agriculture, and the general public. Over the last three decades, a number of mesoscale weather and climate observation networks have become operational. These networks are known as mesonets. Most are operated by universities and receive different levels of funding. It is important to communicate the current status and critical roles the mesonets play. Understanding the trophic dynamics of large, riverine ecosystems is complex and requires knowledge from several inputs and outputs of the ecosystem. Most riverine ecosystems have been altered in some way whether through damming, channelizing, or diverting water. The Missouri River is not immune to these anthropogenic alterations. The river has dams throughout its middle portion and is channelized from Sioux City, Iowa to its confluence with the Mississippi River. Anthropogenic alterations to large rivers ranging from impoundments to levees have caused many rivers to no longer access the floodplain. The ecological integrity of floodplain rivers depends on the interaction between main-channel and floodplain habitats. Fish communities inhabiting floodplain habitats are often dictated by the type of habitat and conditions within that habitat. As restoration projects are undertaken it is imperative that managers understand how fish and macroinvertebrates respond to these events.
