Welcome to Colorado College’s seventh State of the Rockies Report Card. Building upon a strong start in 2004 and continuing each year since, the Rockies Project this year provides a fresh look, through thoughtful analysis, at a fundamental challenge to this beautiful but fragile region: maintaining the Rockies’ key roles in the nation’s food supply and vibrant agriculture. This Report Card and the companion series of 2009- 10 monthly State of the Rockies Food and Agriculture campus speakers are significant outreach activities of Colorado College: Vision 2010, an agenda to strengthen our college and our engagement in the region.

Abstract The purpose of this thesis was to investigate the relationship between bicycle ridership and bike racks in a given area. The goal was to discern whether or not the density of bike racks determines the number of riders in the area. I predicted that there would be higher ridership in the areas with a denser bike rack concentration. To investigate this point, I set up five different areas of varying sizes with a similar number of bike racks, and then observed them over a period of 5 business days. The United States remains the largest consumer of energy products in the world and is the second leading producer of green house gas (GHG) emissions. To be sustainable, an organization must be balanced in the three principles of economy, environment, and society. Advances in pro-environmental technology have overcome roadblocks limiting the economic and environmental principles. The remaining hurdle to becoming sustainable is having society’s beliefs and behaviors align. Understanding the interaction between an individual’s environmental belief and environmental behaviors is essential to bringing them into alignment. To explore this relationship, a model was developed that included the new ecological paradigm (NEP) scale and a generalized version of the theory of planned behavior (TPB). Improving technology has made anaerobic digestion a viable method for disposing of organic waste and creating alternative energy. The purpose of this research was to examine the feasibility of installing an anaerobic digester on a Department of Defense installation, and measure its contribution to the execution of Executive Order 13423. A present worth equation was derived in accordance with 10 Code of Federal Regulations 436 expressing viable costs and benefits of an anaerobic digester. A case study of Wright Patterson Air Force Base (WPAFB) was then presented using the derived equation and operational data from functional digesters in the Ohio …

The accelerating pace of human-influenced climate change and our growing awareness of its negative public-health, environmental, and economic consequences compel decisive action. In recent years, many institutions of higher education have taken leadership roles to promote sustainability and climate neutrality at the campus level. In January 2008, Bucknell University became a signatory to the American Colleges and University Presidents Climate Commitment (ACUPCC). Under this agreement, Bucknell is required to prepare a comprehensive inventory of greenhouse gas emissions by May 2009, to update the inventory every other year thereafter, and to implement tangible emissions-reducing actions in the short-term (two years). This paper outlines proposals designed to be used in an updated and improved Harvest Strategy and Decision Rules Framework (referred to as the ‘Decision Rules’) that has been developed to meet the short and long term sustainability and economic needs of the West Coast Rock Lobster Managed Fishery. This approach represents international ‘best practice’ for fisheries management and is consistent with the Commonwealth Government’s Fisheries Harvest Strategy Policy1 .

Commercialisation of carbon in the Australian Rangelands could lead to the development of a multi-billion dollar industry, and Western Australia has the potential to capture a significant share of this revenue. A significant proportion of the WA Rangelands is degraded which is the legacy of the exploitative practices of historical pastoral development and the mining industry. Full environmental restoration of these areas is well beyond the fiscal capacity of land managers and the WA State Government. UNLV sociologists conducted the Las Vegas Metropolitan Area Social Survey (LVMASS) to identify the socio-spatial distribution of attitudes and attributes relevant to urban sustainability in the Las Vegas Valley. The project goal is to understand how Las Vegas residents think about urban sustainability issues across three dimensions: 1) natural environment; 2) community and quality of life; 3) economy.

The passage of AB 32 in 2006 initiated the need for city planners in California to consider the quantification of greenhouse gas emissions at the community level in order to develop policies and programs to reduce emissions in the future. Although local jurisdictions are not required to quantify and report emissions at this time, the AB 32 Climate Change Scoping Plan recommended a reduction goal for local governments of 15 percent below today’s levels by 2020 to ensure consistent reduction goals at the state and local levels.

Over the next 30 years, the population of Oregon is expected to grow by 1.6 million residents, of which half is expected to locate in the three counties comprising the Portland metropolitan region. At current rates of population growth and water use, by 2040 the region will consume the amount of water equivalent to Crater Lake. Combine with this demand, climate projections which suggest a substantial decrease in available water during summer months when water use is highest.
