One rationale for large public investments in clean energy technology points to concerns that have not been addressed by other policies, most notably greenhouse gas emissions and energy security. Another inspiration for clean energy policy suggests that strategic government investments would increase domestic firms' market share of a growing industry and thus help domestic firms and workers. This lecture examines the economic case for clean energy policy in the United States and addresses the issues state and local governments confront in building a clean energy industry.

Solar hot water is just not sexy to the general public—and that’s created a challenge for Pete Mokler, director of marketing at Sunvelope Solar. “Our technology can deliver more energy units per dollar invested—whether counted in therms, BTUs, or kilowatt hours—than photovoltaic, wind, geothermal and biomass,” says Mokler, “but you say ‘solar hot water’ and people yawn.”

GASCO has a valid existing right to extract mineral resources from federal leases UTU-16544, UTU-76262, UTU-75090 & UTU-78433 subject to the lease's terms and conditions. The BLM oil and gas leasing program encourages development of domestic oil and gas reserves and the reduction of U.S. dependence on foreign energy sources.

Fresh air: a natural and necessary commodity, and yet one that is missing from many of the world’s households. In rural communities and in the developing world, indoor air pollution is a very real health burden, constituting a factor in 2.5 million deaths every year. The homes of the IX Region of Chile are particularly disposed to indoor pollution, due to the use of biomass fuels for cooking and heating during the cold winter months. The events of March 2011 at the nuclear power complex in Fukushima, Japan, raised questions about the safe operation of nuclear power plants, with early retirement of existing nuclear power plants being debated in the policy arena and considered by regulators. Also, the future of building new nuclear power plants is highly uncertain. Should nuclear power policies become more restrictive, one potential option for climate change mitigation will be less available. Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.
This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.
