The index of biotic integrity (IBI) is a commonly used bioassessment tool that integrates abundance and richness measures to assess water quality. In developing IBIs that are both responsive to human disturbance and resistant to natural variability and sampling error, water managersmust decide how to weigh information about rare and abundant taxa, which in turn requires an understanding of the sensitivity of indices to rare taxa. Executive Summary
Niobrara National Scenic River spans a 122-km (76-mile) long reach of the Niobrara River in rural, north-central Nebraska. The scenic river encompasses 9,338 ha (23,074 acres) of land and water, all of which is in private ownership, except for about 320 ha (790 acres). Because the scenic river does not own land, it achieves management goals by coordinating and collaborating with federal, state, and local jurisdictions and private landowners.

Salzman, the Samuel F. Mordecai Professor of Law and the Nicholas Institute Professor of Environmental Policy at Duke University, explains when and where ecosystem services can be provided by voluntary markets rather than government actions.
