An Empirical Analysis Of Cost Recovery In Superfund Cases: Implications For Brownfields And Joint And Several Liability, Howard F. Chang, Hilary Sigman

Economic theory developed in the prior literature indicates that under the joint and several liability imposed by the federal Superfund statute, the government should recover more of its costs of cleaning up contaminated sites than it would under nonjoint liability, and the amount recovered should increase with the number of defendants and with the independence among defendants in trial outcomes. We test these predictions empirically using data on outcomes in federal Superfund cases. Theory also suggests that this increase in the amount recovered may discourage the sale and redevelopment of potentially contaminated sites (or “brownfields”). We find the increase to …

Aerosol emissions from biomass burning are of specific interest over the globe due to their strong radiative impacts and climate implications. The present study examines the impact of paddy crop residue burning over northern India during the postmonsoon (October-November) season of 2012 on modification of aerosol properties, as well as the long-range transport of smoke plumes, altitude characteristics, and affected areas via the synergy of ground-based measurements and satellite observations. During this period, Moderate Resolution Imaging Spectroradiometer (MODIS) images show a thick smoke/hazy aerosol layer below 2-2.5 km in the atmosphere covering nearly the whole Indo-Gangetic Plains (IGP). Paradoxes Of Democratisation: Environmental Politics In East Asia, Mary Alice Haddad

This chapter examines environmental politics in four polities that run the full spectrum of political regimes: mainland China (authoritarian), South Korea and Taiwan (newly democratic), and Japan (mature democracy). The chapter argues that variation in environmental politics in each place resulted primarily from the timing of their environmental movements, with subsequent movements learning from predecessors and gaining increasing access to global NGO networks. Paradoxically, when environmental movements became linked to democratization movements (in South Korea and Taiwan), they also became linked to political parties, which hindered access to government policymaking when non-allied parties were in power.

Background: Horizontal drilling, hydraulic fracturing, and other drilling and well stimulation technologies are now used widely in the United States and increasingly in other countries. They enable increases in oil and gas production, but there has been inadequate attention to human health impacts. The accidental release of hazardous, denser-than-air gases during their transport or manufacture is a vital area of study for process safety researchers. This project examines the importance of molecular diffusion on the developing concentration field of a gas gravity current released into a calm environment. Questions which arose from the unexpectedly severe explosion in 2005 at Buncefield, England were of particular interest. The accidental overfilling of a large tank with gasoline on a completely calm morning led to a massive open air explosion. The expansion of Interstate 26 from Erwin, TN to the North Carolina border was a project that potentially adversely impacted South Indian Creek because of the steep landscapes and potential for erosion. Several studies have shown the short-term, negative effects of road construction on the water quality of nearby water bodies. Non-point source pollution is the major source of water pollution in the United States. This project tested the hypothesis that non-experts' rankings of ergonomic stressors differ from those of health professionals. Tennessee ranks fifth in the production of tomatoes, an industry in which stoop labor, hand harvesting, and packing predominate. Specific parts of tomato workers' bodies are at risk of ergonomic injury such as, shoulders (loads), backs (stoop labor), lower extremities (posture), and upper extremities (repetitive motion). Of equal importance is our expectation that the scores assigned by non-experts will correlate with those of experts, leading to a community consensus for action and practical intervention research. The central Everglades serve as a Wildlife Management Area and as a Water Conservation Area for the Miami-Fort Lauderdale metropolitan area. It is also home to over 22 nonnative freshwater fish species and carries restrictive fish consumption guidelines for Mercury. In my study, boat anglers and canal bank anglers were personally interviewed in the field, to research their awareness and perspectives of these potential environmental and health threats. The study found 78% of anglers were aware of the presence of nonnative fish species, but favored native fish species, and that 69% were aware of mercury advisories, but did not eat …

Sources Of Nutrient And Fecal Microbe Pollution In Otter Creek, Madison County, Kentucky, Kandice L. Smith, Walter S. Borowski

We measured nutrient (nitrate, ammonium, phosphate) and fecal microbe concentrations in surface waters of the Otter Creek watershed, Madison County, Kentucky to access sources of these contaminants. The watershed is approximately 12.5 miles long covering ~169 km2 (41,832 acres). The watershed includes East Fork, West Fork, and Dreaming Creek, all tributaries to the main trunk of Otter Creek. The upper portion of the main trunk and Dreaming Creek drain urban areas of Richmond, but 85% of total watershed area is agricultural land, used mainly for grazing cattle. Rural residential areas and woodlands also occur.

We analyze the dynamics of global fossil resource markets under different assumptions for the supply of fossil fuel resources, development pathways for energy demand, and climate policy settings. Resource markets, in particular the oil market, are characterized by a large discrepancy between costs of resource extraction and commodity prices on international markets. We explain this observation in terms of (a) the intertemporal scarcity rent, (b) regional price differentials arising from trade and transport costs, (c) heterogeneity and inertia in the extraction sector.
