Piecemeal Reform Of Trade And Environmental Policy When Consumption Also Pollutes, Mark R. Metcalfe, John C. Beghin

We incorporate endogenous (price-responsive) consumption pollution into a dual trade model to assess welfare effects of coordinated trade and environmental piecemeal reform in a small, open and distorted economy. Pollution is generated by production and consumption. Producers control the level of pollution and face incentives to abate both types of pollution. We identify sufficient conditions for welfare-improving reforms of trade and environmental policies. An additional domestic environmental policy instrument must be imposed on exportables because of their supply response to foreign environmental taxes.

An emerging prospect for farm revenue from revegetation of saline and other lands that are marginal or non-productive for agriculture is the sale of carbon credits. Australian Government schemes for carbon credits include the Carbon Farming Initiative (CFI) and the proposed Emissions Reduction Fund (ERF) Therefore, this study aimed to assess the potential for woody vegetation (trees and shrubs) established on and around salt-affected lands in the Northern Agricultural Region (NAR) to remove carbon dioxide from the atmosphere and store (sequester) the carbon in new growth. We extend the trade restrictiveness indices (TRIs) approach to the case of market failures and domestic regulations addressing them, in presence of arbitrary tariffs and other domestic price policy distortions. We focus on standard-like non-tariff measures (NTMs) affecting cost of production and potentially enhancing domestic demand by increasing product quality or reducing negative externalities. The impact of NTMs on trade is ambiguous depending on the relative strength of the supply cost and demand enhancing effects. We apply the framework to the NTM database of Kee, Nicita, and Olarreaga (2009) and derive ad valorem equivalents for NTMs and other policy distortions. …

The horse industry in Kentucky is larger than thoroughbreds and racing. Competing sport horses is an increasingly popular form of riding and showing in the bluegrass and nationwide. Sport horse disciplines include dressage, eventing, and hunter-jumper horses. In Kentucky, sport horse enthusiasts are fortunate enough to be near the Kentucky Horse Park, a park known worldwide for its shows and courses. In 2010, the park hosted the World Equestrian Games, marking the first time that the World Equestrian Games had been held outside of Europe. This study uses conjoint analysis to examine the preferences of buyers for Bureau of Land Management (BLM) wild horses based on physical attributes of wild horses and individual characteristics of the buyers. Generalized ordered logit models and multinomial logit models are used to study the impact of the buyers’ demographic characteristics such as age, gender, knowledge about wild horse care, and number of wild horses previously adopted on physical attributes of the horses such as color, age, height, training status, temperament, conformation, and unique markings. Using a choice experiment, taken together, these attributes determine buyer’s preferences for a wild horse. …

There is a changing landscape in the wheat market from the emergence of foreign ownership of local elevators, increased consolidation in the milling sector, technology advancement, and changes in transportation. The changing landscape of the wheat market has been associated with greater degrees of vertical coordination through integration, strategic alliances, and contractual relationships. Particularly greater vertical integration has occurred between the millers, county elevators, and export and country terminal elevators. This thesis conducts a general assessment of the: main drivers of land use change; recent and projected land use patterns; and the evolution of agriculture in the Dakotas. Specifically, it determines the main motives of land use change in the Dakotas by investigating individual and joint effects of external drivers of land use change on farm operators’ decisions and also examines recent and projected agricultural land use patterns in the Dakotas. Farm operators’ perceptions about the evolution of agriculture in the Dakotas based on observed changes in their local area were also analyzed. The study region consists of 37 counties …

Job Mobility Among Young College Graduates, Kevin Camp

This study focuses on the question of whether job mobility relates to improved labor market outcomes among young college-educated individuals in the United States. I analyze unemployment duration, overeducation, and wage earnings among college graduates. The analysis centers around three specific questions: (1) Are there differences in labor market outcomes for those who migrate ("movers") and those who stay ("stayers")? (2) Did the recent economic crisis exacerbate the mover-stayer differences? (3) Do mover-stayer differences vary for individuals based on their demographic characteristics or where they live? ABSTRACT This research uses a Simetar simulation technique to evaluate the effect of the adoption of the Price Loss Coverage program included in the 2014 Agricultural Act on Louisiana’s rice equitable rental arrangement choices. Two scenarios are examined: one in which prices of the last three years are detrended and a second one in which they are not detrended. Each scenario includes six rental arrangements (Cash rent, Fixed Price, Fixed Yield, 60/40, 70/30, 80/20) and each rental arrangement has four adjustments (base, price trigger, yield trigger, and price and yield trigger). Four different grazing systems: two rotational systems, a continuous grazing system, and a modified high-intensity, short-duration (mob) system were evaluated from an economic return and risk perspective. Stocking rates and average daily gains (ADG) were obtained from 2011 – 2014 from university ranch experiments in northern Nebraska. Simulation models were used to examine net returns and risk in each system and rank systems according to risk preferences. A twice through rotational grazing system was most profitable. Mob grazing was the least preferred, although when risk aversion increased, it rose in preference. Mob grazing could be profitable if adjustments increased animal …
