Evaluating Home Lending Patterns For Discrimination In Worcester, Ma, Curtis B. Wiemann

Sustainability and Social Justice

This paper analyzes home lending trends measured in dollars lent per census tract per capita in Worcester, MA, in order to determine whether anti-discrimination measures have been successful, and to suggest this framework for analysis and policy remedies for cities with similar challenges. When analyzed alone with Federal Housing Administration (FHA) and conventional lending by tract, proportional rates of African-American residency were found to be negatively correlated with conventional lending, and Hispanic residency was found to be negatively correlated with both conventional and FHA lending, rejecting the null hypothesis that race/ethnicity and home lending would have no observable relationship. Drawing on the Spatial Network Analysis of Multimodal Urban Transport Systems (SNAMUTS) accessibility tool, this paper introduces comparative results of public transport network performance measures in 19 metropolitan regions in developed countries. These results are assessed typologically and functionally to highlight the contribution of each common public transport mode to maximize (or not) the integration of transport networks with the urban structure to optimize accessibility outcomes. Recent studies on transit service through an equity lens have captured broad trends from the literature and national-level data or analyzed disaggregate data at the local level. This study integrates these methods by employing a geostatistical analysis of new transit access and income data compilations from the Environmental Protection Agency. By using a national data set, this study demonstrates a method for income-based transit equity analysis and provides results spanning nine large auto-oriented cities in the US. Results demonstrate variability among cities’ transit services to low-income populations, with differing results when viewed at the regional and local levels. Regional-level analysis …

Public transportation systems in several developing cities face congestion, air pollution, and safety problems, yet many passengers use them regularly. This study examines the structure of passenger satisfaction and the role of mental adaptation under such conditions. Metro Manila MRT-3 was analyzed as a case study.

The actual and perceived conditions at the MRT-3 were assessed using surveys. Results of the waiting time and PM_2.5 monitoring surveys revealed that passengers queue for 30 minutes, on average, while being exposed to unsafe levels of PM_2.5. The questionnaire survey results show some discrepancies between actual and perceived values, suggesting …

This paper presents an analysis of regularity in public transport usage based on a large-scale bus transportation data of Lisbon, Portugal. By exploring the combined information from the bus boarding history of riders and bus arrivals at each bus stop, an analysis of individual bus usage was performed. Daily and weekly patterns were extracted, from which it was observed that a rider takes, on average, 2 trips, visits 1.93 distinct stops, and uses 1.55 distinct bus lines daily. Inter-trip time analysis revealed a daily cycle, and a study of the interaction between riders and bus infrastructure explored how usage was …

The experiment-based design on group decision making that we put forth provides a path for understanding collective decision making. Understanding more about the dynamics of collective decision making will benefit public policy making and design of roundtable discussions, which can enhance communication and cooperation on important issues such as the design and placement of transportation infrastructure, hospitals facilities, and housing for the homeless, and many others.

School District Enrollment Forecast Reports

This report presents a series of three scenarios of district-wide enrollment forecasts by grade level for the North Santiam School District (NSSD) for the 15-year period between 2017-18 and 2031-32. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series scenario are also presented for the 15-year period.

This report is an update to the CLACLS report "The Latino Population of New York City, 1990-2010" issued in November 2011. It uses the most current data from the U.S. Census Bureau's 2015 American Community Survey released in October 2016. The report examines a wide range of social and economic variables tracing how these changed for Latinos in general within the City in comparison to non-Hispanic whites, non-Hispanic blacks, and Asians. This study was conducted to analyze professors’ perceptions on the institutional redevelopment of brownfield sites into usable greenspaces. The U.S. Environmental Protection Agency (2011) refers to brownfields as sites, (either facility/land) under public law § 107-118 (H.R. 2869), which are contaminated with a substance that is classified as a hazard or a pollutant. Usable greenspaces, however, are open spaces or any open piece of land that is undeveloped, has no buildings or other built structures, and is accessible to the public (EPA, 2015).

There are many studies that have evaluated the successes associated with the policy of dispersing the urban poor to the surrounding suburban areas in various cities. Two things exercised my brain this week, both of which reminded me of a late, lamented magician. The first is the government’s Planning and Development (Housing) and Residential Tenancies Bill 2016. This is the bill that will send planning applications for 100 or more residential homes directly to An Bord Pleanala. Ireland’s rural population has increased by just over 19%in the past 20 years, according to Teagasc, the state research body for the food and agriculture sector. A study, carried out by Dr David Meredith, senior researcher at Teagasc, looked at rural Ireland —its economy and where people are going to live. Media reports tend to focus on specific components of population decline, especially the headlinegrabbing “Can’t even field a GAA team” line, which focuses on young men. Populations comprise more than young men, however, and increases can be found in other age categories, such as the over-55s.

This has manifested physically as slums, which represent the worst residential urban areas, marked by lack of access to good quality housing and basic services. To effectively combat the slum phenomenon, local slum conditions must be captured in quantitative and spatial terms. However, there are significant hurdles to this.
