We continue support the Federal Bank of Boston “Working Cities” challenge which aims to support social and economic recovery of underperforming small and mid-sized cities in the New England region. We continue to extend our data profiles of these cities located in Massachusetts, Rhode Island and now Connecticut. In this paper, we present an experiment-based design to examine the dynamics of group decision making. The experiment-based design on group decision making that we put forth provides a path for understanding collective decision making. Understanding more about the dynamics of collective decision making will benefit public policy making and design of roundtable discussions, which can enhance communication and cooperation on important issues such as the design and placement of transportation infrastructure, hospitals facilities, and housing for the homeless, and many others.

School District Enrollment Forecast Reports

This report presents a series of three scenarios of district-wide enrollment forecasts by grade level for the North Santiam School District (NSSD) for the 15-year period between 2017-18 and 2031-32. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series scenario are also presented for the 15-year period.

This study was conducted to analyze professors’ perceptions on the institutional redevelopment of brownfield sites into usable greenspaces. The U.S. Environmental Protection Agency (2011) refers to brownfields as sites, (either facility/land) under public law § 107-118 (H.R. 2869), which are contaminated with a substance that is classified as a hazard or a pollutant. Usable greenspaces, however, are open spaces or any open piece of land that is undeveloped, has no buildings or other built structures, and is accessible to the public (EPA, 2015).

Urban heritage sites in central cities are most difficult to protect during rapid and large scale urban (re)development. Rising land values from property development conflict with and constrain heritage preservation. Compared with many cities in developed and developing countries, large Chinese cities have experienced a stronger redevelopment imperative, faster population growth, and a weaker concern for urban heritages over the last three decades. We use Shanghai to examine the contested evolution of heritage preservation against massive urban redevelopment through three stages from 1990 to the present. In addiction research, while academics are designing treatment, due to stigma surrounding substance abuse, the voices of those experiencing addiction are simultaneously being silenced. This paper sought to give these voices a platform from which they could be heard and educate others about addiction recovery. Photovoice, which is a participatory research method, was used as vehicle to discuss this topic. Through this project, four main themes emerged. Activities, relationships, reflection and motivation, and environment are a significant part of recovery. Participants openly appreciated that their stories were important and that someone wanted to learn from them. Further research should be …

Evaluating Home Lending Patterns For Discrimination In Worcester, Ma, Curtis B. Wiemann

This paper analyzes home lending trends measured in dollars lent per census tract per capita in Worcester, MA, in order to determine whether anti-discrimination measures have been successful, and to suggest this framework for analysis and policy remedies for cities with similar challenges. When analyzed alone with Federal Housing Administration (FHA) and conventional lending by tract, proportional rates of African-American residency were found to be negatively correlated with conventional lending, and Hispanic residency was found to be negatively correlated with both conventional and FHA lending, rejecting the null hypothesis that race/ethnicity and home lending would have no observable relationship. Older adults are important users to consider in the evaluation of transportation services. Many older non-drivers take fewer trips than their driving peers. It is important that transportation services meet the needs of older adults to provide greater access to this subset of the population. This thesis applies the Analytical Hierarchy Process (AHP) to evaluate the thirty-one non-private transportation services that exist in southeastern Wisconsin. The AHP structure uses multiple criteria to evaluate and rank several alternatives based on a stated goal. Drawing on the Spatial Network Analysis of Multimodal Urban Transport Systems (SNAMUTS) accessibility tool, this paper introduces comparative results of public transport network performance measures in 19 metropolitan regions in developed countries. These results are assessed typologically and functionally to highlight the contribution of each common public transport mode to maximize (or not) the integration of transport networks with the urban structure to optimize accessibility outcomes. Recent studies on transit service through an equity lens have captured broad trends from the literature and national-level data or analyzed disaggregate data at the local level. This study integrates these methods by employing a geostatistical analysis of new transit access and income data compilations from the Environmental Protection Agency. By using a national data set, this study demonstrates a method for income-based transit equity analysis and provides results spanning nine large auto-oriented cities in the US. Results demonstrate variability among cities’ transit services to low-income populations, with differing results when viewed at the regional and local levels. Regional-level analysis …

Public transportation systems in several developing cities face congestion, air pollution, and safety problems, yet many passengers use them regularly. This study examines the structure of passenger satisfaction and the role of mental adaptation under such conditions. Metro Manila MRT-3 was analyzed as a case study.

The actual and perceived conditions at the MRT-3 were assessed using surveys. Results of the waiting time and PM_2.5 monitoring surveys revealed that passengers queue for 30 minutes, on average, while being exposed to unsafe levels of PM_2.5. The questionnaire survey results show some discrepancies between actual and perceived values, suggesting …

This paper presents an analysis of regularity in public transport usage based on a large-scale bus transportation data of Lisbon, Portugal. By exploring the combined information from the bus boarding history of riders and bus arrivals at each bus stop, an analysis of individual bus usage was performed. Daily and weekly patterns were extracted, from which it was observed that a rider takes, on average, 2 trips, visits 1.93 distinct stops, and uses 1.55 distinct bus lines daily. Inter-trip time analysis revealed a daily cycle, and a study of the interaction between riders and bus infrastructure explored how usage was …

There are many studies that have evaluated the successes associated with the policy of dispersing the urban poor to the surrounding suburban areas in various cities. This paper analyzes the decision of “green” economists to participate in the carbon offset market, and how this decision is related with the views that these experts hold on offsets. It also compares the preferences of economists with those of the general public, as emphasized in the literature. The paper exploits a unique dataset examining the decision to purchase carbon offsets at two academic conferences in environmental and ecological economics. We find that having the conference expenses covered by one's institution increases the likelihood of offsetting, but practical and ethical reservations as well as personal characteristics and preferences also play …

Two things exercised my brain this week, both of which reminded me of a late, lamented magician. The first is the government’s Planning and Development (Housing) and Residential Tenancies Bill 2016. This is the bill that will send planning applications for 100 or more residential homes directly to An Bord Pleanala. As I have said before, this will not be the panacea for a perceived problem, mostly because the problemdoes not exist. Ireland’s rural population has increased by just over 19%in the past 20 years, according to Teagasc, the state research body for the food and agriculture sector. A study, carried out by Dr David Meredith, senior researcher at Teagasc, looked at rural Ireland —its economy and where people are going to live. Media reports tend to focus on specific components of population decline, especially the headlinegrabbing “Can’t even field a GAA team” line, which focuses on young men. Populations comprise more than young men, however, and increases can be found in other age categories, such as the over-55s.
