"Oceans of Space" relates my observations of the 2016 EnviroLab Asia Clinic Trip to Singapore and Sarawak, Malaysia. In this meditation, the concept of space serves as a lens to examine assumptions of geopolitical, historical, and philosophical positioning—regionally and globally. At the center of my inquiry is EnviroLab's connection to the Dayak communities in Baram, Sarawak. This region is experiencing dramatic social and ecological change as a result of industrial development. In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. We reviewed codes, ordinances, and other documents of 43 local governments and interviewed planners in a third of these jurisdictions. These places were purposefully selected and reflect …

The recent City Club report on bicycling provided an opportunity to collect and analyze a number of data sets including the new Hawthorne Bridge data. One question is where Portland bicycling on the logistic curve -- a common tool for judging the maturity of a developing product or activity. Logistic curves are used for marketing, for epidemiology, and even for visits to Indian owned casinos. The preliminary evidence is that we are reaching the horizontal area of the curve. Older adults are important users to consider in the evaluation of transportation services. Many older non-drivers take fewer trips than their driving peers. It is important that transportation services meet the needs of older adults to provide greater access to this subset of the population. This thesis applies the Analytical Hierarchy Process (AHP) to evaluate the thirty-one non-private transportation services that exist in southeastern Wisconsin. The AHP structure uses multiple criteria to evaluate and rank several alternatives based on a stated goal. An optimization model using the LINGO solver introduces a fuzzy scale level to the AHP and assigns weights …

Drawing on the Spatial Network Analysis of Multimodal Urban Transport Systems (SNAMUTS) accessibility tool, this paper introduces comparative results of public transport network performance measures in 19 metropolitan regions in developed countries. These results are assessed typologically and functionally to highlight the contribution of each common public transport mode to maximize (or not) the integration of transport networks with the urban structure to optimize accessibility outcomes. Public Transit Equity Analysis At Metropolitan And Local Scales: A Focus On Nine Large Cities In The Us, Greg P. Griffin, Ipek N. Sener

Recent studies on transit service through an equity lens have captured broad trends from the literature and national-level data or analyzed disaggregate data at the local level. This study integrates these methods by employing a geostatistical analysis of new transit access and income data compilations from the Environmental Protection Agency. By using a national data set, this study demonstrates a method for income-based transit equity analysis and provides results spanning nine large auto-oriented cities in the US. Results demonstrate variability among cities’ transit services to low-income populations, with differing results when viewed at the regional and local levels. Regional-level analysis …

While there are many proposals for fixing congestion between San Francisco and Oakland in California by adding a new bridge or tube, these solutions will take decades to implement even though a solution is needed now. This thesis assesses sixteen different strategies for reducing congestion in the short-term in the four categories of improving transit, promoting carpooling, implementing intelligent transportation systems practices, and incentivizing alternatives to using the Bay Bridge. Top priorities include HOV improvements on the West Grand Avenue and Powell Street onramps, altering WestCAT Lynx and BART transit services, partnering with rideshare apps to increase transit station accessibility …

Oregon’s media industries have become increasingly well-known over the last several years, thanks in large part to successful feature length films and television series produced in the state. It is widely known that such productions offer visibility, tourism interest, and a boost to local merchants during their visits. The Hollings Manufacturing Extension Partnership (MEP), founded in 1988, is a network of non-profit agencies staffed by industry professionals and consultants. Historically, MEP has sought to increase the competitiveness of small to mid-size enterprises (which as a group comprise 99% of all U.S. manufacturing firms) by providing expert guidance and access to resources. In recent years, the severe economic recession sparked increased interest in the strength of the manufacturing sector, due to its longtime status as one of the major drivers of the domestic economy. This paper analyzes the decision of “green” economists to participate in the carbon offset market, and how this decision is related with the views that these experts hold on offsets. It also compares the preferences of economists with those of the general public, as emphasized in the literature. The paper exploits a unique dataset examining the decision to purchase carbon offsets at two academic conferences in environmental and ecological economics. We find that having the conference expenses covered by one's institution increases the likelihood of offsetting, but practical and ethical reservations as well as personal characteristics and preferences also play …

Equitable transit-oriented development (E-TOD)—the prioritization of social equity as an outcome of TOD implementation—has become a U.S. DOT policy stance, an objective of many other government bodies, and part of many NGOs' missions. Demands for mechanisms to pay for adaptation to climate risks have multiplied rapidly as concern has shifted from greenhouse gas mitigation alone to also coping with the now-inevitable impacts. Though most commonly regarded as a revolutionary public health invention, the introduction of conventional wastewater sanitation systems has a mixed legacy in the U.S. A growing body of research links sewage-based sanitation systems with nationwide ecosystem degradation and an unsustainable dependence on vast inputs of materials and resources. In addition to contributing to chronic problems across the country, today these wastewater infrastructures are in various states of disrepair.
