The author explains how the government of Singapore has taken on the role of land use planner and housing developer to ensure affordable housing. Numerous instruments have been devised by governments to provide affordable housing. These can be classified into four broad categories: taxes and subsidies, land use and market regulations, public-private partnerships, and institutions that supply housing or provide financing.

Rapid "urbanization" (more than 50% of world's population now resides in cities) coupled with the natural lack of coordination in usage of common resources (ex: bikes, ambulances, taxis, traffic personnel, attractions) has a detrimental effect on a wide variety of response (ex: waiting times, response time for emergency needs) and coverage metrics (ex: predictability of traffic/security patrols) in cities of today. Insights From An Energy Poor Rwandan Village, Terry Van Gevelt, C. Canales Holzeis, B. Jones, M.T. Safdar

We used primary data collected from 163 households in an off-grid Rwandan village to provide insights into energy poverty at the household-level. Informed by the rural livelihoods literature, we constructed a novel asset- and income-based index to disaggregate our results by socio-economic status. We also employed microeconometric techniques to investigate the determinants of household willingness-to-pay for electricity. We found statistically significant differences between households of different socio-economic status for expenditure on lighting and other electricity services, willingness-to-pay for electricity, income-generating activities and food security. In this paper, given a set of check-in data, we aim at discovering representative daily movement behavior of users in a city. For example, daily movement behavior on a weekday may show users moving from one to another spatial region associated with time information. Since check-in data contain both spatial and temporal information, we propose a mobility evolution pattern to capture the daily movement behavior of users in a city. Public-Private Partnerships (PPPs) have been utilized extensively in both developed and developing countries to provide various public services and infrastructure. The literature points to many common critical success factors, including a mature financial market, transparent regulatory framework, advanced technology, and people's acceptance of new forms, but those can vary from country to country. South Korea's mature market capitalist system and strong regulatory framework have led to somewhat successful infrastructure provision through PPPs at the national level, but as our two cases of urban transportation in the Seoul Metropolitan Area indicate, local-level PPPs have demonstrated mixed results. Singapore has developed a unique housing system, with three-quarters of its housing stock built by the Housing & Development Board (HDB) and homeownership financed through Central Provident Fund (CPF) savings. As a result, the country’s homeownership rate of 90% is one of the highest among market economies. At different stages of its economic development, the Government of Singapore was faced with a different set of housing problems. An integrated land–housing supply and financing framework was established in the 1960s to solve the severe housing shortage. Precolonial Institutions And Deforestation In Africa, S. Larcom, Terry Van Gevelt, A. Zabala

We find that local institutions inherited from the precolonial era continue to play an important role in natural resource governance in Africa. Using satellite image data, we find a significant and robust relationship between deforestation and precolonial succession rules of local leaders (local chiefs). In particular, we find that those precolonial areas where local leaders were appointed by ‘social standing’ have higher rates of deforestation compared to the base case of hereditary rule and where local leaders were appointed from above (by paramount chiefs). Building Participatory Organizations For Common Pool Resource Management: Water User Group Promotion In Indonesia, Jacob I. Ricks

States are increasingly striving to create participatory local organizations for joint management of common pool resources. What local conditions determine success of such state efforts? What effect do these efforts have? Drawing on controlled comparisons between three districts in Indonesia and an original survey of 92 water user groups, I demonstrate that local political contexts condition the effectiveness of participatory irrigation policies. When irrigation is politically salient, local politicians pressure bureaucrats to better engage with farmers. The data also show that training programs are not as effective at increasing water user organization activity as frequent contact between bureaucrats and farmers.

Urban greenery is a favoured approach applied towards reducing urban warmth and climate discomfort, but ascertaining its measured and perceived effectiveness in tropical climates is relatively understudied. To this end, we investigated microclimate differences within an urban park (the Singapore Botanic Gardens) to assess if variations in plot-scale land cover affect both objective (measured) and subjective (surveyed) microclimate data. Over two monsoonal seasons, we obtained data from four distinct sites—a tropical rainforest stand, a palm tree valley, a water-body feature, and the park visitors’ centre.
