Oregon Manufacturing Extension Partnership: Economic Impact Analysis December 2016 Update, Hieu Nguyen, Emma Willingham, Peter Hulseman
Northwest Economic Research Center Publications and Reports
The Hollings Manufacturing Extension Partnership (MEP), founded in 1988, is a network of non-profit agencies staffed by industry professionals and consultants. Historically, MEP has sought to increase the competitiveness of small to mid-size enterprises (which as a group comprise 99% of all U.S. manufacturing firms) by providing expert guidance and access to resources. In recent years, the severe economic recession sparked increased interest in the strength of the manufacturing sector, due to its longtime status as one of the major drivers of the domestic economy. Oregon Manufacturing Extension Partnership (OMEP), the Oregon branch of MEP, works to provide data-driven analysis …
How Green Are Green Economists?, Stefano Carattini, Alessandro Tavoni
How Green Are Green Economists?, Stefano Carattini, Alessandro Tavoni
CSLF Articles
This paper analyzes the decision of “green” economists to participate in the carbon offset market, and how this decision is related with the views that these experts hold on offsets. It also compares the preferences of economists with those of the general public, as emphasized in the literature. The paper exploits a unique dataset examining the decision to purchase carbon offsets at two academic conferences in environmental and ecological economics. We find that having the conference expenses covered by one's institution increases the likelihood of offsetting, but practical and ethical reservations as well as personal characteristics and preferences also play …
You’Ll Like The Tenancies Bill And Poppintree Build, But Not A Lot, Lorcan Sirr
You’Ll Like The Tenancies Bill And Poppintree Build, But Not A Lot, Lorcan Sirr
Media
Two things exercised my brain this week, both of which reminded me of a late, lamented magician. The first is the government’s Planning and Development (Housing) and Residential Tenancies Bill 2016. This is the bill that will send planning applications for 100 or more residential homes directly to An Bord Pleanala. As I have said before, this will not be the panacea for a perceived problem, mostly because the problemdoes not exist. In 2015, 985 appeals in relation to residential developments were made to An Bord Pleanala, and about 75% of judgments confirmed the local authority’s decision. Indeed, 82% of …

We Should Heed Research Into What’S Happening In Rural Areas, Lorcan Sirr
Media
Ireland’s rural population has increased by just over 19%in the past 20 years, according to Teagasc, the state research body for the food and agriculture sector. A study, carried out by Dr David Meredith, senior researcher at Teagasc, looked at rural Ireland —its economy and where people are going to live. Media reports tend to focus on specific components of population decline, especially the headlinegrabbing “Can’t even field a GAA team” line, which focuses on young men. Populations comprise more than young men, however, and increases can be found in other age categories, such as the over-55s.

Model Tree Canopy Cover Management Regulation, Kirby Date
Model Tree Canopy Cover Management Regulation, Kirby Date
All Maxine Goodman Levin School of Urban Affairs Publications
This version of a model regulation for Tree Canopy Cover Management has been developed for the purposes of discussion with community leaders, arborists, technical experts, and the development community in Ohio. It has not yet received full legal review and/or endorsement or adoption by any entity.
This model represents a strong departure from traditional tree protection regulations. It does not require protection of any class of trees. Instead it focuses on the stormwater, health and safety benefits of trees in communities over the long term. Quality of the tree living environment is prioritized over tree size and retention. Specific decisions …
The Impacts Of Telecommuting On The Time-Space Distribution Of Daily Activities, Mario Benito Rojas Iv
The Impacts Of Telecommuting On The Time-Space Distribution Of Daily Activities, Mario Benito Rojas Iv
FIU Electronic Theses and Dissertations
As major cities have aged, they have also met or exceeded their transportation infrastructure’s capacity. This has led to many negative impacts such as increased greenhouse gas emissions, delay, travel time, congestion, as well as decreased energy independence, standard of living for the cities’ inhabitants and the world as a whole. As a result, these cities will undoubtedly suffer and will struggle to meet the needs of their citizens. It is becoming more evident, and relevant, that the solution to today’s and tomorrow’s transportation problems will be overcome through the use of policy as well as innovative strategies, one of …

Strategic Planning For Arts, Culture, And Entertainment Districts, Amanda J. Ashley
Urban Studies and Community Development Faculty Publications and Presentations
Art, Cultural, and Entertainment (ACE) districts are an increasingly popular policy tool, marketing strategy, and targeted cultural investment for neighborhoods, cities, and regions in the United States. Public agencies, private groups, quasi-governmental bodies, and community-based organizations experiment with different types of ACE districts, typically with the intent of economic and community development. Districts are created by a variety of different types of people, from individual entrepreneurs and artists to more formal public/private partnerships.
State Must Play To Crowd On Renting Or Face The Consequences, Lorcan Sirr
State Must Play To Crowd On Renting Or Face The Consequences, Lorcan Sirr
Media
In 1895, the French polymath Gustave Le Bon published his seminal work, The Crowd: A Study of the Popular Mind, on the behaviour and danger of crowds. For decades after, Le Bon’s theories influenced generations of politicians and their policies. Le Bon was influential at a time of rapid urbanisation, social upheaval and worker organisation. Social order was under threat and it was feared that “the masses” might break with patriarchy, social order and religion.
Portland Green Loop Economic Analysis, Jenny H. Liu
Portland Green Loop Economic Analysis, Jenny H. Liu
Northwest Economic Research Center Publications and Reports
The Portland “Green Loop” is a proposed 6-mile linear open space running through the heart of the city, connecting existing and new open spaces, parks, gathering areas, and walking and biking pathways. As envisioned, the Green Loop concept requires significant infrastructure investments, and would result in both short-term and long-term impacts on transportation (for all travel modes), environment and economic development. The goal of this project is to characterize, quantify and analyze these costs, benefits and impacts, particularly focusing on case studies of similar infrastructure investments in active transportation and analyses of property value impacts, economic (input-output) impacts and preliminary …
Do Parking Standards Matter? Evaluating The London Parking Reform With A Matched-Pair Approach, Fei Li, Zhan Guo
Do Parking Standards Matter? Evaluating The London Parking Reform With A Matched-Pair Approach, Fei Li, Zhan Guo
USI Publications
Minimum parking standards, which require developers to build a certain amount of off-street parking spaces, are increasingly criticized for leading to excess parking supply and automobile travel in recent years. However, due to the difficulty in identifying the policy effect, few empirical studies have directly and accurately estimated the effects of parking standards on parking supply. The present study examines a parking reform in London, UK, where minimum parking standards for residential developments were replaced with maximum standards in the early 2000s. Using planning application records, we match neighboring pre-reform and post-reform developments to estimate the effect of the parking …

Creating A Successful Wayfinding System: Lessons Learned From Springfield, Massachusetts, Yanhua Lu
Landscape Architecture & Regional Planning Masters Projects
The masters project presents findings from recent work the author completed related to wayfinding, and wayfinding systems. This work began as part of a graduate urban design studio, followed by work as a research assistant at the UMass Design Center in Springfield, on a new “demonstration” wayfinding system installed in Springfield, Massachusetts. The wayfinding project was done in association with the Pioneer Valley Planning Commission and the Springfield Office of Planning and Community Development, was implemented with the main goals of improving public health by encouraging more people to walk.
Wayfinding systems are increasingly seen as an important part of …

It took nearly a decade of sorting out regulatory problems, but by 2011 deregulation of the market for electricity generation in Ohio began to work exactly how economic theory projected it would. Since 2011, a robust retail market for electricity has developed in Ohio. As a result, deregulation of electricity has saved consumers an average of $3 billion per year, for a total of $15 billion over five years. Moreover, it is projected to continue to save consumers nearly that amount for the next five years, through 2020, totaling another $15 billion in savings. Further, the Midwestern deregulated states (Ohio, …

Help-To-Buy Scheme Is Detached From How We Really Live, Lorcan Sirr
Help-To-Buy Scheme Is Detached From How We Really Live, Lorcan Sirr
Media
The government’s help-tobuy scheme, announced in the budget, was rightfully criticised by many people. Various ministers seemed a little surprised, if not a bit tetchy, that fewpeople had rowed in behind their latest genius wheeze. In research carried out by Davy stockbrokers and the property website myhome.ie, even firsttime buyers did not expect a helpto- buy scheme (people are not too easily schmoozed these days). Two other things flew under the radar when the proposal was announced. First, the silence from retail banks was deafening, which was strange given the allegedly positive response from the Central Bank. It nowlooks as …

Let’S Stop Calling This A Crisis And Start Building More Homes, Lorcan Sirr
Media
Over the past couple of years I have made a concerted effort not to use the phrase “housing crisis”, and I’ve been doing quite well, too. Recently, however, I have been using the dreaded phrase more often than I like. I don’t like the word “crisis” because it often gets abused, and although I’m talking about housing here, the same point can be applied to many economic and social problems and solutions.
Measuring Urban Segregation Based On Individuals’ Daily Activity Patterns: A Multidimensional Approach, Fei Li, Donggen Wang
Measuring Urban Segregation Based On Individuals’ Daily Activity Patterns: A Multidimensional Approach, Fei Li, Donggen Wang
USI Publications
This paper develops a methodology to measure urban segregation based on individuals’ sociospatial experience of daily life. Since segregation can be considered as the isolation of people from those unlike themselves, its degree increases with the similarity in ethnicity, economic status, or other sociodemographic dimensions of interest between individuals and people who they are exposed to in their daily usage of urban space. Based on this perspective, we propose a regression estimator that measures segregation by assessing similarity or likeness between people and the social environments they experience in daily activity spaces. Compared to traditional segregation measures, the proposed estimator …
No Landlord Exodus But Still The Same Old Eviction Problems, Lorcan Sirr
No Landlord Exodus But Still The Same Old Eviction Problems, Lorcan Sirr
Media
There has been a lot of discussion this year about concerns that landlords are fleeing the rental market in the face of rent freezes and difficulties in making a profit — but are they? First, it is important to note that it is not the number of landlords in a market that is relevant, it’s the number of tenancies, which is a measure of the size of the sector. The sector has actually expanded in the past 12 months from about 319,000 tenancies at the end of last year to 324,000 in mid-2016. The number of landlords also increased in …

Drivers Of Urban Sprawl In Urbanizing China – A Political Ecology Analysis, Yiping Fang, Anirban Pal
Drivers Of Urban Sprawl In Urbanizing China – A Political Ecology Analysis, Yiping Fang, Anirban Pal
Urban Studies and Planning Faculty Publications and Presentations
Chinese cities have undergone a process of urbanization that has resulted in significant urban sprawl in the past 20 years. This paper uses the 'ecology of actors' framework to analyze the interactions between various state, market and civil society players that result in excessive land conversion from agricultural to urban use. The paper shows that under the existing institutional setting, the interests of most actors involved in the process are aligned towards greater land development and growth. The more land is developed, the more land lease revenue for the local government, the more profit for developers, and the more opportunities …

The Impact Of Transit-Oriented Development On Social Capital, Robert B. Noland, Orin T. Puniello, Stephanie Dipetrillo
Mineta Transportation Institute Publications
This paper focuses on the ability of Transit Oriented Development (TOD) to improve social capital and interactions within a community. The expectation is that TOD has a positive impact on the lifestyle and activities of individuals who reside, work, and frequent these locations, and that this can include increases in social capital. Using data from a survey of transit station locations in New Jersey, the authors examine how proximity to the station and various built environment variables are associated with different measures of social capital, derived from responses to survey questions. These questions inquire about respondents’ perceptions of their neighborhood …
First-Time Buyers’ Grant Is For The Developers’ Back Pocket, Lorcan Sirr
First-Time Buyers’ Grant Is For The Developers’ Back Pocket, Lorcan Sirr
Media
Over the last few weeks, political feelers have gone out to test the likely response to a grant for first-time buyers. Perhaps surprisingly for the government, the reaction has not been totally positive. The broad idea is that first-time buyers would get a lump sum payment, or other credit, of between €5,000 and €15,000 to help them to meet newmortgage lending thresholds, depending on the price of the house they are buying, perhaps up to €350,000.

Social Learning Through Stakeholder Engagement: New Pathways From Parcipitation To Health Equity In U.S. West Coast Hia, Nicole Iroz-Elardo, Moriah Mcsharry Mcgrath
Urban Studies and Planning Faculty Publications and Presentations
While some contend that extensive public engagement activities are necessary to meet Health Impact Assessment (HIA) practice standards, other work suggests that an HIA of any type hasthe potential to inform decision-making in ways that embody HIA’s value of democracy (Cole & Fielding, 2007; Harris-Roxas et al., 2012; Negev, 2012). These divergent perspectives on how to realize democracy through public participation represents an area of evolving debate in the ongoing development of HIA practice in the US. Looking to the relatively diverse HIA practice on the west coast of the US, we explore the interplay between engagement strategies and HIA …

Geospasial Indonesia: The Utilization Of Spatial Data Through Geographic Information Systems Across Indonesia In Various Environmental Contexts, Kaitlyn Bretz
Independent Study Project (ISP) Collection
Spatial planning and mapping in Indonesia have had a precarious history for the past several decades. Laws controlling the creation of maps for land use planning have fluctuated greatly between executive administrations and the country is still struggling to create a single, unified national map. With the One Map Policy the future of mapping is optimistic, but in the meantime spatial data analyses are lacking. Geographic information systems (GIS) is a computerized system for the capture, storage, querying, analysis, and display of spatial data, and is used predominately by the government, private companies, and nongovernmental organizations (NGOs) across Indonesia. Community …
Sentido De Comunidad: Conectando La Teoría Con La Práctica En El Sector La Mariscal, Quito, Ecuador / Sense Of Community: Connecting Theory With Practice In The Mariscal Sector, Quito, Ecuador, Matthew Sant-Miller

Relocation, Resistance And Resilience: Squatter Community Responses To Government Intervention For Urban Development In Kathmandu, Reilly Brooks
Relocation, Resistance And Resilience: Squatter Community Responses To Government Intervention For Urban Development In Kathmandu, Reilly Brooks
Independent Study Project (ISP) Collection
“Squatting,” or residing on public land illegally, is a modern urban phenomenon in developing countries. This phenomenon is attributed to rapid urbanization due to rural-to-urban migration, which leads to rising costs of living, exclusionary housing markets, a lack of affordable housing and urban inequality. Ultimately, unplanned urban growth encourages the formation and expansion of squatter settlements. These settlements are commonly characterized as slum due to the impoverished living conditions, highly congested spaces and lack of public services (water, sanitation, education, etc.) Without land certificates, squatters are denied their right to adequate housing and land security, which should be protected by …

The Future Of Oregon’S Agricultural Land, Christy Anderson Brekken, Lauren Gwin, Megan Horst, Nellie Mcadams, Sheila A. Martin
Institute of Portland Metropolitan Studies Publications
Sixty-four percent of Oregon's farmland is expected to change hands in the next 20 years, yet many Oregon farmers are unprepared for succession. Simultaneously, beginning farmers are finding it harder to start farmers because of dramatically increasing land prices. These distinct but interwined challenges are addressed in a new research report from the Oregon State University Center for Small Farms, Portland State University's Planning Oregon/Institute for Metropolitan Studies, and Rogue Farm Corps. The study examines trends in land tenure and the effects they might have on Oregon's economy, rural communities, and environment. The report was in many ways inspired and …
