Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. In this study we analyze the impact of the urban growth boundary on rural landscape change in Portland, Oregon, and Clark County, Washington,and assess the importance of rural and agricultural landscapes to residents of the rural-urban fringe. We selected five, 4-square mile areas in the greater Portland metropolitan area for the study. Four are in Oregon and cover the transition area from urban to rural land uses under different levels of pressure along the state-mandated and Metrodel ineated urban growth boundary. Last January we sat with about thirty Cubans in a community arts center in Boyeros, on the outskirts of Havana, Cuba. The group included artists, teachers, social workers, government officials, architects, engineers and health professionals, all working in Boyeros. We were leading a three-day participatory planning workshop to help this group identify ways that the 1930s Art Deco arts center, currently under renovation, could be used to spark broader community development.
