Through its Progress Board created in 1989 and Oregon Benchmarks, Oregon has been a leader in collecting and using data to discern statewide trends in dozens of different economic, environmental, and social arenas. Oregon was among the first U.S. states to set targets for the future in each of these categories, allowing its citizens to see how much farther we have to go to achieve livability goals. These benchmarks are grouped under three major areas of a state strategic plan: quality jobs for all Oregonians; safe, caring and eng aged communities; and healthy, sustainable surroundings. In this study we analyze the impact of the urban growth boundary on rural landscape change in Portland, Oregon, and Clark County, Washington,and assess the importance of rural and agricultural landscapes to residents of the rural-urban fringe. We selected five, 4-square mile areas in the greater Portland metropolitan area for the study. Four are in Oregon and cover the transition area from urban to rural land uses under different levels of pressure along the state-mandated and Metrodel ineated urban growth boundary. Last January we sat with about thirty Cubans in a community arts center in Boyeros, on the outskirts of Havana, Cuba. The group included artists, teachers, social workers, government officials, architects, engineers and health professionals, all working in Boyeros. We were leading a three-day participatory planning workshop to help this group identify ways that the 1930s Art Deco arts center, currently under renovation, could be used to spark broader community development. A native of Egypt, Nohad Toulan has been a faculty member at Portland State University since 1972 when he founded the Urban Studies Program at Portland State University. Under his leadership the program evolved from modest beginnings as an undergraduate certificate progam into a Ph.D. grant ing school and in 2000 it became the College of Urban and Public Affairs. Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

The swollen creeks of Boulder, Colorado provided a fitting backdrop for the “Water, Climate and Uncertainty” conference at the Natural Resources Law Center of the University of Colorado in June 2003. Recognizing the importance of providing a forum for discussions between water managers, lawyers, policy makers, and scientists, Doug Kenney, the conference's organizer, assumed the responsibility of master of ceremonies, providing thoughtful transitions between speakers and sessions while throwing some humor into the mix.
