Hungry Cities Partnership

The Hungry Cities Partnership (HCP) initiated a 7-year programme of food system research in eight cities of the Global South in January 2015: Mexico City, Mexico; Kingston, Jamaica; Windhoek, Namibia; Cape Town, South Africa; Maputo, Mozambique; Nairobi, Kenya; Bangalore, India; and Nanjing, China. This paper describes the research process in the four African cities of Cape Town, Maputo, Nairobi, and Windhoek. The HCP data provide rich and context-specific information useful in avoiding generalizations in theory and inserting a Southern and African perspective into wider food studies and global policy debates. Measuring urban food security in Africa is challenging because the current food security metrics were designed for rural contexts, and often feature a bias toward food availability, yet limited urban food production means urban food security measurement requires a multi-dimensional evaluation that also takes stock of the spatial and behavioural dimensions of food security. Current metrics are poorly suited to evaluate urban food security because they do not incorporate the spatial and behavioural dimensions of urban livelihoods, which relate to the variability of entitlements across space and how urban infrastructure accessibility enhances or constrains the choices available for a household …

The multidimensionality of food security can confound both statistical modelling and clear policy narratives. That complexity can become amplified in urban areas where food security is often a function of both local and global factors. Rather than focusing on one dimension of food security metrics, this investigation proposes a method for building an index of urban household food access, utilization and stability. The performance of this index is compared across three aggregation methods using household surveys collected from five cities around the world. Immigration and Customs Enforcement (ICE) is a federal agency that plays a large role in surveilling, apprehending, detaining, incarcerating, and deporting undocumented immigrants in the United States. Due to constraints on the number of ICE’s available personnel and resources, the agency relies on deputizing, or devolving to local law enforcement agencies the authority to enforce federal immigration policies. Prior to the 1990s, the enforcement of policies directed at controlling flows of undocumented immigrants was generally under the purview of federal law enforcement agencies and administrators, not state or local ones. Thousands of migrants have died at the United States/Mexico border. This paper analyzes how the current crisis at the border came to be, specifically focusing on the experiences of Mexican migrant women. An analysis of race, racial scripts, and illegality shows how these inform immigration policies and negatively impact migrants. Decades worth of draconian immigration policies have militarized the border and continued to reinforce negative racial scripts of migrants. By centering the testimonies of Mexican migrant women, their structured vulnerabilities come to the forefront as a direct result of immigration policies. In the American system of government, courts are designed to operate within the legal sphere, with limited political interference. Is it possible, though, that a behavior that is at the heart of the political process can be influenced directly by a judicial decision? Focusing on voter registration big data for the universe of voters in North Carolina around the time of Dobbs v. Jackson Women’s Health Organization, the authors assess the roles of gender, political party affiliation, and age in voter registration. School officials have disproportionately applied disciplinary policies and exclusionary practices to Black and LGBTQ youth, causing those students to be negatively sanctioned. Characterized by instruments of surveillance, metal detectors, and the presence of law enforcement, schools in the United States have significantly exacerbated the negative experiences these children have within educational spaces. Schools foster “prison-like” environments and subject Black LGBTQ youth to hyper-surveillance, thus increasing their likelihood of coming in contact with the juvenile justice system. The 2020 U.S. Presidential election saw a historic turnout of Black voters, who played a key role in determining the outcome of the election. The Black Lives Matter (BLM) movement has played a significant role in mobilizing voters, particularly among Black Americans, in the 2020 U.S. presidential election. The movement's focus on racial justice has motivated black communities across the country and inspiring the community to report to the ballot box. The acronym SWERF, or Sex Work(er) Exclusive Radical Feminism, and its attendant ideologies brings up a number of questions and potential schisms for the enterprise of feminist thought more broadly. This inquiry examines what it means for feminism to exclude, what the excluders believe is gained by protecting certain boundaries around which identities and practices are included, and the ideological foundations and consequences of this thinking. The socio-political history of cannabis in Costa Rica is one of external global influence; from colonization to independence; from neocolonialism to neoliberalism. Cannabis in Costa Rica has gone from failed agricultural crop to non-indigenous intoxicant import to controversial cultural mainstay. As Mexico influenced cannabis prohibition in the United States, so too has the U.S. approach to cannabis prohibition influenced Costa Rica. Costa Rica now grapples with attempting to reorient its general anti-cannabis status quo to one of regulated marketplace acceptance. In recent years, the amount of anti-LGBT policy introduced is rapidly increasing (ACLU, 2023). Contemporary policy focuses mainly on queer youth and gender identity, attacking gender-affirming health care and limiting LGBT discussions in public schools. Although these policies are particularly insidious, they follow a trend of queer persecution in the United States. Within federal policy and across state legislation, the panopticon of anti-LGBT policy ensures that queer bodies are policed and monitored. At a school board meeting in micropolitan Athens County, parents of children attending the district’s smallest elementary school, Chauncey Elementary, packed in to defend the school against consolidation. They made calls for a levy to cover the impending budget shortfall and offered to reduce their classrooms by half if other schools would also bear some of the costs. They spent their holiday season defending their school, a source of vibrancy in the small town, from being closed. Over the last 20 years Muslims have received a disproportionate amount of news media attention. In 2017 they were again thrust into the spotlight when the Trump administration issued a travel ban blocking entry from seven predominately-Muslim countries. With our hand coding of over 900 newspaper articles and mixed modeling techniques, we examine the newspaper rhetoric surrounding Muslims before and during the Trump administration and across US states. We find that after President Trump’s election, fewer newspapers mentioned religion or referenced Muslim claimsmakers. We also reveal that higher state-level religious salience was associated with more newspapers referencing religious claimsmakers in …

'Logics Of Redistribution' Under Welfare Reform: The Case Of Welfare For Families With Children, Anthony Huaqui

The Journal of Sociology & Social Welfare

This article builds upon the “logics of redistribution” approach to welfare state theory, which argues that different theoretical explanations, referred to as “logics”, apply to different programs based on context and constituencies. I argue that individual programs’ can have their logics change over time as well via institutional restructuring in policymaking. To demonstrate this, I use Aid to Families with Dependent Children (AFDC), later renamed Temporary Assistance for Needy Families (TANF), as a case. This program underwent institutional restructuring in 1996 by way of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). I use yearly state-level data from 1984 …

This paper bridges the gap in the literature between sociological accounts of market actors provided by Mark Granovetter and Douglas North, meso-institutional examinations of polarization provided by Paul Pierson and Eric Schickler, and the psychological exploration into cross-cutting identities provided by Liliana Mason. I argue that the nationalization and concentration of markets, identities, and politics have led to a transition within the meso-institution of the market from maintaining self-regulating punishment mechanisms to replacing them with self-reinforcing mechanisms, exacerbating affective polarization. Trump won the U.S. presidential election, sending shockwaves across the country given that polls indicated that Secretary of State Hillary Rodham Clinton would win the election. Under financial capitalism, ordinary people are increasingly becoming 'unwilling gamblers' of a risky and unstable system. This paper explores the social and institutional change behind the neoliberal movement and considers how the politics and policies of neoliberalism have contributed to a certain environment of financial instability. Looking at the changing nature of the economy, the rapid expansion of the financial sector, and the persisting issue of moral hazard underlying risky and speculative behaviors among other items, reveals a financial system in which recessions and crises can be considered a natural, although not inevitable, effect.

The interactions between migrants and Mexican local communities have positive and negative outcomes. A report by Human Rights First found that more than 630 violent crimes against asylum seekers were reported in the first few months of the “Remain in Mexico” policy. Still, some migrants have been able to assimilate and stay in Mexico, particularly in large cities such as Tijuana, Baja California and Ciudad Juarez, Chihuahua. This research project combines qualitative data collected through interviews with local NGOs between September 2020 to February 2021 and secondary research data.
